RESOLUTION NO. 2001-103
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO OPPOSING THE EXPANSION OF THE INMATE
POPULATION AND THE DEACTIVATION OF PERIMETER SECURITY POSTS AT
PATTON STATE HOSPITAL.
WHEREAS, Patton State Hospital has been located in the city of San Bernardino for
many years, and for at least 20 years the hospital's patient population has been limited by state
law 10 no more than 1,336 individuals; and
WHEREAS, the hospital is located in a highly populated, urban region, and
specifically within a residential area that is home to many San Bernardino families and small
businesses; and
WHEREAS, Patton State Hospital was not designed to hold large numbers of
criminals, but was originally intended to primarily house the mentally ill; and
WHEREAS, Patton State Hospital now holds a large population of criminally insane
individuals, many of whom have committed violent crimes such as rape and murder; and
WHEREAS, the California Department of Mental Health wants to amend WIC Section
4107(c) to increase the inma1e population at Patton State Hospital, which would in turn
increase the risk of violent crime in the surrounding neighborhoods and the entire region; and
WHEREAS, the proposed increase comes at the same time the Department of Mental
Health is asking the Department of Corrections to deac1iva1e perimeter security posts, which
would further compromise the safe1y of the public;
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

The Mayor and Common Council join Senator Jim Bmlte, Senator Nell Soto,
21 Assemblymember Bill Leonard, Assemblymember John Longville in voicing strong opposition
22 to the proposed increase to the inmate population at Patton State Hospital.

The Mayor and Common Council call upon Governor Gray Davis to direct the
Department of Mental Health to maintain the current 1,336 patient cap at Patton, cease pursuit
of legislation to increase that cap, and rescind its request that the Department of Corrections
deactivate the hospital's perimeter security posts.
