HomeMy WebLinkAbout2002-368 ,- . , . . . , , I RESOLUTION NO, 2002-368 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO ESTABLISHING A VOLUNTARY PAYROLL DEDUCTION 3 PROGRAM FOR THE "SAVE OUR SERVICES" (SOS) FUND. 4 WHEREAS, as a general rule, city leaders are in a better position than State government 5 to make decisions governing local affairs, educate the citizenry as to the benefits of strong local 6 government, and advocate on behalf of cities; and 7 WHEREAS, measures enacted through the legislative process, as well as by statewide 8 ballot initiatives, over the past 20 years have produced the unintended consequences of 9 destabilizing city finances and have weakened the ability of city residents to govern local affairs 10 through their elected community representatives; and II WHEREAS, the state of California is currently using over $800 million each year in city 12 property tax funds to balance the state budget; and 13 WHEREAS, the California Legislative Analyst's Office has projected that the state is 14 facing a structural budget deficit of over $10 billion per year over the next five (5) years, and city 15 services and revenues are at risk of further state raids; and 16 WHEREAS, the League of California Cities is currently conducting research on various 17 ways to secure constitutional protection of city services and revenues and may sponsor a statewide 18 ballot measure for this purpose in 2004 or thereafter; and 19 WHEREAS, Action for Better Cities was created by the Board of Directors of the League 20 of California Cities to advocate voter approval of constitutional protection of city services and 21 revenues and opposition to ballot proposals that reduce local democratic control of local services 22 and revenues; and 23 WHEREAS, Action for Better Cities has established the "Save Our Services" (SOS) Fund 24 to finance the cost of any statewide ballot measure campaign to preserve and protect city services 25 and revenues; and 26 WHEREAS, elected and appointed city officials and employees have the opportunity to 27 provide leadership in Action for Better Cities through voluntary financial contributions to the 28 "SOS" Fund; and HTC/js[SOS,RESOLUTION] I , .... . 2002-368 1 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO ESTABLISHING A VOLUNTARY PAYROLL DEDUCTION 2 PROGRAM FOR THE "SAVE OUR SERVICES" (SOS) FUND. 3 WHEREAS, the expenditure of monies in the" 50S" Fund by Action for Better Cities shall 4 be limited and dedicated to ballot measure campaigns that are designed to specifically strengthen 5 the services and revenues of city governments, 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 7 OF SAN BERNARDINO AS FOLLOWS: 8 SECTION 1. There is hereby established the Voluntary Payroll Deduction Program of the 9 City of San Bernardino, 10 SECTION 2. Any unrepresented employee or elected official of the City of San II Bernardino is eligible immediately to participate in the Program, Represented employees may 12 participate after their representative has met and conferred with the city representatives about the 13 Program, 14 SECTION 3, The purpose of the Program is to allow employees or elected officials of the 15 City of San Bernardino to remit a portion of the salary payable pursuant to city ordinance or 16 resolution to charitable, educational, governmental, or other purposes for which non-profit mutual 17 benefit corporations are organized, 18 SECTION 4, Participation in the Program is completely voluntary, 19 SECTION 5. The City Administrator and the Finance Director are directed to do all things 20 necessary and proper to implement the Program established by this Resolution including, but not 21 limited to, preparing appropriate forms to be completed by participating employees and elected 22 officials, informing them of the full range of charitable, educational, governmental, or other 23 purposes for which non-profit mutual benefit corporations are organized, carrying out the direction 24 of the participating employees or elected officials by remitting a portion of their salary as stated 25 in the appropriate forms, 26 SECTION 6.
