RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AUTHORIZING A FISCAL YEAR 2002/2003
MAINTENANCE CONTRACT WITH NPA COMPUTERS INC. FOR
MAINTENANCE OF THE CITY'S COMPUTER AND NETWORKING
HARDWARE AND OPERATING SYSTEM SOFTWARE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION I: That NP A Computers Inc. IS the selected source for
maintenance of the City's computer and network hardware and operating system
software. Pursuant to this determination, the Purchasing Manager is hereby authorized
to issue an Annual Purchase Order and Service Agreement (a copy of which is
attached hereto as Exhibit "A" and incorporated in full herein) to NP A Computers Inc.
in an amount not to exceed $140,445.00 for Fiscal Year 2002/2003 for maintenance of
the City's computer and network hardware and operating system software. This
agreement, at the City's discretion, can be extended with two single year renewal
options.
SECTION 2: The authorization to execute the above referenced agree-
ment order is rescinded if it is not executed within ninety (90) days of the passage
of this resolution.

Per our phone conversation on April 4th, 2002 the City of San Bernardino reserves
the right to adjust the type and quantity of hardware under support contract downwards.
This maybe necessary for various reasons and the most dramatic change would be due to
the possible installation of a new network backbone and LAN edge devices.
If a new network is installed at the City, NP A would be more than welcome to
submit bids for procurement, integration and maintenance of the new network hardware.

Pricing Schedule Information
All pricing reflected within this bid is based on a yearly contract broken into monthly prices. These prices'
include all labor, and parts (OEM) necessary to maintain the software/hardware listed here in. All labor
and parts are being provided by Compaq through their Channel Partner Program. Together, NPA
Computers and TotalTec will be subcontract this work to Compaq Computer Corp. NPA and TotalTec are
both direct Channel Partners and will be allocating the resources to provide you the services necessary to
meet your bid requirements.
All additional equipment purchases will be at OEM cost and will include all applicable shipping charges. It
is because Compaq will be providing the direct labor for tbese services that references will not be provided
with this bid.

Maintenance. It is our pleasure to introduce NP A to you.
NPA is a nationwide computer maintenance company providing on-site maintenance service on
all types of computer equipment from PC's and printers to communications and mainframes, specializing
in the maintenance of LANs and WANs. NPA currently services over 500 accounts covering many
ditTerent types of businesses including government agencies. townships, school districts, large corporations,
nationwide retailers, hospitals. utility companies and Wall Street firms. We have had much exposure in
LAN/W AN environments and acknowledge the importance that high quality maintenance has in these
systems. We fully understand the critical environment in which these systems operate and have extensive
experience in exceeding the demands and requirements of maintenance contracts.
We have been in business for over 24 years and have earned an outstanding reputation in the field
through honest, hard work and exceptional perfonnance. We have the ability to perfonn in, and the
resources to maintain spare parts for high-priority environments. These accounts contain a huge variety of
computer equipment from many different manufacturers and their efficient operation is of critical
importance.
Our statT is properly trained and certified in all areas of computer repair. Realizing that all
businesses have different requirements, we otTer a full scope of computer repair services with the unique
capability of tailoring our maintenance contracts to meet the specific needs of each customer. We offer
several levels of service contracts, T &M, preventive maintenance, depot repair. telephone support.
consultant services and disaster recovery facilities. We handle installations, relocations, upgrades. swaps.
and trade-ins. As a Compaq authorized service center & reseller we have several years of extensive
experience with servicing both new and old DEC equipment.

Project Management
Summary
NPA currently employs more than 40 people. Our field service department alone consists of20
field service technicians. We mainlain high standards in hiring experienced and properly trained personnel.
The President of NPA Computers is Mr. Peter Aroniadis. He is always readily available to any
client and is aware of the day-to-day operations of NPA. He will oversee this account, as he does for all
accounts. Under his immediate direction is the Account Representative, Mr. Brian Maxcy. The Account
Rep. will be supervising the dispatching of all service calls to ensure prompt and efficient completion of all
calls. He makes sure the response time is met and he monitors the technicians' progress during the call.
They both have many years experience in coordinating our Field Service Department and they would be
more than happy to meet with you to answer any questions you may have. You are also welcome to tour
our facilities to better familiarize yourselves with our company. All office and management personnel
work out of our main office in Holbrook. We have just moved across the street to a brand new, larger

Technician Certification
We employ A+ Certified Technicians who are experts in Microsoft NT/2000, Unix, LAN/WAN
Administration, Windows '95198/ME/XP elc. and who are Novell CNE'sand Microsoft MCSE's. NPA is
also a Microsoft Solutions Provider and Compaq Authorized Service Center. Most of the technicians are
also Cisco Certified - CCNA. Technicians range in experience from five to twenty years and are fully
experienced in servicing ALL types of computer equipment from an unlimited number of manufacturers.
We also operate a full-service Depot Repair Facility on the premises with Iwo full-time technicians to
repair and refurbish equipment. NPA is a Certified Reseller for many manufacturers including IBM,
Compaq, Cisco, HP, Ok i-Data and Acer.

Service Calls
Calls for service are logged in at our main office and dispatch center in Holbrook and a
technician is dispatched within the guaranteed response time. As mentioned previously, the Account
Representative, along with the Field Service Manager, monitors the progress of the call. The majority of
parts are presently stored in our Holbrook warehouse and our field engineers carry common replacement
parts with them at all times. We would be more than happy to have you visit our main facility and
warehouse.
NPA uses several means of communication for constant monitoring of the technicians and
tracking the progress of service calls. NPA uses a tracking system that has proven itself to be state-of-the-
art. Once a call is opened in the system and given a call number, it is not closed until the problem is
completely resolved. If a return visit is necessary, that call remains open for that technician. Calls are
tracked, repeat calls are monitored, and equipment is tracked by model number and serial number. While
the technician is on-site, he will infonn the customer as to the status of the repair. If he needs to order a
part or return for any reason, the customer will be notified before the technician leaves the site. The
Account Representative will keep the customer informed of the status of incoming parts, replacements, etc.
An account analysis and status report is run monthly by your account manager to improve the quality of
service.
NPA perfonns PM's on a scheduled basis for our customers, such as several school districts
during the summer break, as well as regular businesses on a monthly basis. We encourage PM's as a way
to keep a cost-effective maintenance routine for our customers, preventing breakdown of equipment, and
minimizing the number of service calls placed.
In addition to the telephone and pagers, cell phones have proven to be a vaJuable tool in
enhancing communication, not only between the technicians and the dispatch office, but between individual
technicians as well. The technicians are in constant communication with each other and converse amongst
themselves constantly during the course of the day. This provides a constant source of technical suppon
when difficult problems arise. If a technician is having difficulty with a panicular problem, he can call a
senior technician to meet him at the customer site to assist him or assist him over the phone. NPA Tech
Support is always available. If necessary, the technicians always have access to the OEM for suppon.
There are never any additional charges to the customer should this be necessary.

With all these resources at our disposal, NPA is confident that we can handle this account with the
same high quality perfonnance that all our other accounts receive. NPA is aCCjJstomed to responding
quickly, simply because so many of our customers demand it. Your required 2-hour response time will be
