RESOLUTION NO. 20('2-112 1 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING SUBMITTAL OF A FUNDING REQUEST FORM FOR 2 CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION ACTIVITIES TO THE DEPARTMENT OF CONSERVATION, DIVISION OF RECYCLING. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1, That the people of the State of California have enacted the California Beverage Container Recycling and Litter Reduction Act that provides funds to cities and counties for beverage container recycling and litter cleanup activities; SECTION 2. That the California Departrnent of Conservation's Division of Recycling has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures for cities and counties or their designees under the program; SECTION 3. That per Section 14581 (a)(4)(E) of the California Beverage Container Recycling and Litter Reduction Act, the eligible participant must submit the Funding Request Form by the due date and time in order to be considered to receive funds from the Department of Conservation Division of Recycling; SECTION 4. That the Mayor and Common Council of the City of San Bernardino authorizes the submittal of the Grant Application Form to the California Department of Conservation's Division of Recycling (attached hereto as Exhibit "A"). The Mayor of the City of San Bernardino, or her designee, is hereby authorized to execute in the name of the City of San Bernardino all necessary forms hereto for the purposes of securing payments and to implement and carry out the purposes specified in the Section 14581 (a)(4)(A) of the California Beverage Container Recycling and Litter Reduction Act and provide inforrnation regarding this program to the Division upon request. SECTION 5. The authorization to execute the above is rescinded if the California Beverage Container Recycling and Litter Reduction Grant Application Form is not submitted within sixty (60) days of the passage of this resolution. Programlproject Evaluation: Briefly describe the outcomes (effectiveness of your project(s) funded in fiscal year 1999/2000 (first cycle). (Examples: 1) Change in volume of beverage containers recycled as measured by pre/post tonnage reports; 2) Change in beverage container recycling awareness as measured by pre/post consumer surveys,) The residential public education campaign did show a measurable increase in the volume of beverage containers recycled as measured in pre/post tonnage reports, Tonnage was tracked for the three months immediately following the public education campaign showing an average Increase of 11 tons per month. Pre/post consumer surveys were not conducted for the residential public education campaign, The effectiveness of the pilot stadium recycling program was measured by interviewing the custodial staff and the monitoring of beverage containers collected in dedicated recycling containers and in adjacent trash containers, The program education and collection methods such as receptacle placement and verbal reminders were modified until recovery was maximized, Actual quantity recovered was estimated based on sales of bottled beverages: 6,000 units bottled water in plastic, 6,120 units sports drinks & sodas in plastic, and 48 glass beer bottles, SELF-CERTIFICATION / (name) , (title) certify that the city or county of has expended $ 54,076.00 from the Department of Conservation's 199912000 city/county payment program for beveraae container recvc/inq activities.
