HomeMy WebLinkAbout2002-105 1 2 RESOLUTION NO. 20C2-105 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF 3 SAN BERNARDINO APPROVING THE SUBMITTAL, PROJECT IMPLEMENTATION 4 SCHEDULE, AND $25,000 LOCAL FUND ALLOCATION OF THE PALM AVENUE GRADE SEPARATION DESIGN PROJECT APPLICATION FOR THE ALAMEDA 5 CORRIDOR EAST TIER 1 GRADE SEPARATION DESIGN POOL PROGRAM. 6 7 WHEREAS, SANBAG has announced a call for projects to allocate funds in the 8 Alarneda Corridor East Tier I Grade Separation Design Pool Program. All Tier I grade crossing 9 projects identified as Priority Grade Crossing Irnprovernent Projects by the SANBAG Board of 10 Directors on March 7, 2001, not previously allocated AB 2928 traffic Congestion Relief Program 11 12 13 14 15 Funds, are eligible in this call for projects; and WHEREAS, the proposed Palrn Avenue Grade Separation project is rated #2 on the Tier I list ofprojects that are eligible for the design pool funding; and WHEREAS, The City is proposing to subrnit the Palrn Avenue Grade Separation Design 16 Project as a joint cooperative project with the County of San Bernardino, who has subrnitted a 17 Letter of Cornrnitrnent to the project. The assessment of benefit will be based on the elimination of projected Year 2010 deiay, and cost will consider only design pool costs or amount of funds requested. In the space below, please provide a concise description of any additionai mobility benefits in the project area beyond elimination of the projected year 2010 daily delay identified in Table 1 of the Call for Projects. Examples include: improved safety and history of traffic collisions, communitylenvironmental impact, limited alternative routes, and prolonged crossing closures associated with train switching activity, proximity to intermodal facilities, etc.. The additional City ICounty mobility benefits that will be derived from the construction of the Palm Avenue grade separation project include: . The construction of an adjacent grade crossing on Palrn Avenue would alleviate the anticipated future growth spawned traffic congestion along University Parkway, between the Cal State University carnpus and the future Rte 210 Freeway connection. These are the only two surface streets that cross the BNSF railway lines between Highland Avenue/27th Street and the Verdernont residential cornrnunity, The construction of a second grade crossing at Palrn Avenue would lessen the traffic burden at the University Parkway/State Street Grade crossing and would offer a viable "delay free" traffic detour alternative during traffic accident incidents and construction activities on University Parkway. Both City and County residents and stakeholders would benefit frorn this construction proposal. . The safety considerations associated with school bus / passenger car traffic crossing BNSF lines on Palrn Avenue to (2) elernentary and (I) rniddle public school destinations in the Verdernont residential cornrnunity would be enhanced with this grade crossing. · The Palrn Avenue grade separation project would provide irnproved 1-215 freeway circulation access to the County's Glen Helen Rehabilitation Center located on Institution Road, westerly of the BNSF lines off Cajon Boulevard. . Convenient access frorn the 1-215 Freeway to the County Glen Helen Regional Park! Blockbuster Entertainment Cornplex parking facilities via Institution Road would be of significant benefit throughout the ten weekend duration of the springtirne Renaissance Fair activities and the nurnerous scheduled rnusic concerts throughout the year. · Future growth/traffic congestion in the State College Industrial Park, located along Hallrnark ParkwaylIndustrial Parkway between University Parkway and Palrn Avenue would be rnitigated with an alternative route that would guarantee rninirnal delay across the BNSF lines at Palrn Avenue, The Palrn Avenue grade crossing would generate a greater northbound dispersal of traffic along Industrial Parkway in the industrial park, 2002-105 Tier /, Grade Sepol"(/Iio/l jJesign Pool Program Coil/or Projects . Existing and future residential/ commercial developrnent along Cajon Boulevard between State Street and the regional park would benefit frorn a second grade separation for congestion reasons previously rnentioned. Existing residential developrnent includes the Cirnrnarron Ranch cornrnunity. Future cornrnercial developrnent includes the proposed Calrnat facility, to be located southwesterly of Institution Road, . The flat terrain and eXlstmg vacant land conditions adjacent to the site on Cajon Boulevard and Palrn Avenue could expedite right-of-way proceedings and require a rninirnurn of preparation for construction of the grade crossing. There are no existing structures in the area to be relocated or dernolished. Institution Road is a dirtlgravel roadway requiring only rninirnal debris rernoval. . The grade separation project is cornpliant with CMP and AQMD Guidelines for reduction in vehicular exhaust ernissions by reducing vehicular delay.
