RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AUTHORIZING SUBMISSION OF A FINANCING APPLICATION
TO THE CALIFORNIA INFRASTRUCTURE AND ECONOMIC DEVELOPMENT
BANK FOR FINANCING OF THE VERDEMONT FIRE STATION AND
APPROVING CERTAIN OTHER MATTERS IN CONNECTION THEREWITH
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
WHEREAS, the California Infrastructure and Economic Development Bank ("Infrastructure
Bank") administers a financing program to assist local governments with the financing of
Public Development Facilities as described in Section 63000 et seq. of the California
Government Code (the "Act"); and
WHEREAS, the Infrastructure Bank has instituted an application process for financing under
its Infrastructure State Revolving Fund Program; and
WHEREAS, the City of San Bernardino desires to submit an application ("Financing
Application") to the Infrastructure Bank for the financing of the Verdemont Fire Station
("Proj ect"); and
WHEREAS, the Act requires the Applicant to certify by resolution certain findings prior to a
Project being selected for financing by the Infrastructure Bank.
NOW, THEREFORE, the be it resolved by the Mayor and Common Council of the City of
San Bernardino as follows:
Section 1. The City of San Bernardino hereby approves the filing of a Financing
Application with the Infrastructure Bank for the Project; and in connection therewith
certifies:
a. the Project is consistent with the General Plan of both the City of San Bernardino
and, where applicable, the County of San Bernardino;
b. the proposed financing is appropriate for the Project;
c. the Project facilitates effective and efficient use of existing and future public
resources so as to promote both economic development and conservation of natural
resources.
d. the Project develops and enhances public infrastructure in a manner that will attract,
create, and sustain long-term employment opportunities; and
e. the Project is consistent with the Infrastructure Bank's Criteria, Priorities and
Guidelines for the Infrastructure State Revolving Fund Program.
Section 2. This resolution shall become effective immediately upon adoption.

The City of San Bernardino acquired land in the North end of the City (known as the
Verdemont Area) in the summer of2002 to construct a Fire Station. A contract has been
executed with the firm ofWLC Architects for professional design services for the
station. This new station will provide around the clock availability for fire and medical
emergencies by housing fire crews for each of 3 shifts. One fire engine and one brush
engine will be housed at the station.
The attached plans illustrate the proposed 7693 sq. ft floor plan which includes:

Established by Charter, the City of San Bernardino is a Strong Mayor form of
government. The Mayor's position is a four-year term. San Bernardino has seven (7)
councilmembers each of whom represent one ward in the City. Councilmembers also
serve four- (4) year terms.

27. Project Impact
A. Job Creation/Retention (30 points maximum)
1. List and describe the businesses or industries that will create full-time equivalent jobs
within three (3) years of Project completion. If the Project will retain existing full-time
equivalent jobs, provide the names of businesses that will retain jobs, and why these
jobs would be lost if the Project is not completed. Provide addresses and/or a site
map showing the Project and the location of the identified businesses.
Depending upon the policy decision related to the required levels of staffing at the
new station, the City of San Bernardino will hire nine to twelve new employees.
Three Captains, three Engineers, and three Paramedic/Firefighters will be hired, and
if need be, three additional Firefighters will be hired.

D. Quality of Life/Community Amenities (30 points maximum)
Explain how the proposed Project will contribute to an improved quality of life,
attractiveness and/or long-term economic competitiveness for the community.
The Verdemont area of the city of San Bernardino is in dire need ofa Fire Station.
The area is the fastest growing development area in the city and is located near
Cajon Pass, which is at the epicenter of Santa Ana Winds. A wildland fire disaster
exists in this built-up urban area as it interfaces with the wildland and is contiguous
with the National Forest. The best tool in fighting wildland fires is a quick response
time.
In May of 2000, the City of San Bernardino adopted Emergency Service Delivery
Management and Planning Standards. Among the recommended standards is a 5-
minute drive time from station locations to arrival at emergency incidents less than
90% of the time. The 5-minute drive time standard calls for the addition of a fully
staffed fire station in the Verdemont area ofthe city (the City's 12'h Station).
Currently, the average drive time to the Verdemont area is 11-12 minutes or longer.
The extra 6-7 minutes could mean the loss of life and structure in many cases.
Consider that for every minute that passes in an Emergency Medical Response
situation, the victim has a 10% less chance of survival. Additionally, within an 8-
minute time frame a room will distill enough heat to create a "flash over" which
causes the fire to go beyond the room of origin.
The Verdemont area is the gateway to the city on the North and, until the last few
years, has been underutilized. The area was riddled with foreclosures in the late
1990s. However, the area is currently the highest area for potential growth and
development in the city. There are currently over 1800 homes in the area with a
projection of 21 00 new homes over the next 10 years. Not only is the Fire Station
in the Verdemont area necessary for health and safety reasons, it will be a great
economic catalyst in a growing community.

As provided in #27 D, this project will increase the emergency response time in the
fastest growing area of the city where a potential wildland fire disaster exists, which will
protect the environment. Additionally, the new station will meet or exceed all
requirements under Title 24 for energy efficiency. All design criteria meet requirements
of the San Bernardino County flood control district for run-off. This includes an oil
separator to catch all of the oil released when the fire truck is washed in an effort to
restrict storm water contamination.
