RESOLUTION NO. 2003-98
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING SUBMITTAL OF A FUNDING REQUEST FORM
TO THE DEPARTMENT OF CONSERVATION, DIVISION OF RECYCLING FOR
CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION
ACTIVITIES.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the people of the State of California have enacted the California
Beverage Container Recycling and Litter Reduction Act that provides funds to cities and
counties for beverage container recycling and litter cleanup activities;
SECTION 2. That the California Department of Conservation, Division of Recycling
has been delegated the responsibility for the administration of the program within the State,
setting up necessary procedures for cities and counties or their designees under the program;
SECTION 3. That per Section 14581 (a)(4)(E) of the California Beverage Container
Recycling and Litter Reduction Act, the eligible participant must submit the Funding Request
Form by the due date and time in order to be considered to receive funds from the Department
of Conservation, Division of Recycling;
SECTION 4. That the Mayor and Common Council of the City of San Bernardino
authorizes the submittal of the Grant Application Form to the California Department of
Conservation, Division of Recycling (attached hereto as Exhibit "A") The Mayor of the City of
San Bernardino, or her designee, is hereby authorized to execute in the name of the City of
San Bernardino all necessary forms hereto for the purposes of securing payments and to
implement and carry out the purposes specified in the Section 14581 (a)(4)(A) of the California
Beverage Container Recycling and Litter Reduction Act and provide information regarding this
program to the Division upon request.
SECTION 5, The authorization to execute the above is rescinded if the California
Beverage Container Recycling and Litter Reduction Funding Request Form is not submitted
within sixty (60) days of the passage of this resolution.

from our landfill than last year.)

Program effectiveness will be measured with field monitoring of collection containers and pre/post tonnage reports. Consumer
surveys will be conducted at publiC education events.

beverage container recycling awareness as measured by pre/post consumer surveys.)
The effectiveness of the stadium beverage container recycling program was estimated based on sales of bottled beverages: 75,000
total for all events hosted at the stadium. Please note the volume of sales increase during the 2001 season was due to eight out of
nine concession stands converting from fountain drinks to bottled beverage container sales. A significant increase in diversion
occurred toward the end of the season when a local non-profit group volunteered to collect the containers at the end of each Friday
night game. After five games the group reported collecting approximately 14,500 containers. Custodial staff reported a 90%
recovery rate when utilizing volunteers to collect the containers.
Attendees of public education outreach events either completed a surveyor were asked beverage container recycling trivia
questions. Upon answering a question or completing a survey, the attendee was then given an incentive item. A total of 300
incentives were distributed at three public education events.
