RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
OBLIGATION AND EXPENDITURE OF THE ALLOCATED CITIZENS OPTION
FOR PUBLIC SAFETY (COPS OPTION) MONIES FOR FY 04/05 TO SUPPLEMENT
FRONT-LINE LAW ENFORCEMENT SUPPORT SERVICES.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor and Common Council of the City of San Bernardino hereby
authorize the obligation and expenditure of the allocated Citizens' Option for Public Safety monies
in the amount of $288,220. All expenditures will be used to supplement front-line law
enforcement services as defined in AB3229 as outlined in the COPS Option attached expenditure
plan submitted by the Chief of Police (Exhibit "A").

FY 04/05 COPS Option Grant
Expenditure Plan Narrative
COPS Universal Grant Retention Officers
COP Option funding will provide approximately 67.8% of the funding of the salaries and
benefits for the four police officer position added as a requirement of the Revised Retention Plan
associated with the COPS Universal Hiring Grant. The remaining funding will be derived from
the General Fund.
FY 04/ 05 LLEBG Grant Match
The Police Department is the recipient of $152,888 in federal funding from the FY 04/05 Local
Law Enforcement Block Grant award. There is a mandatory ten -percent (10%) cash match
requirement of $16,988 that will be derived from the COPS Option program (raising the Block
Grant total to $169,876). FY 04/05 Block Grant funding will be used to cover the cost of the
following positions and equipment:
➢ Salary and benefits for four full-time positions to augment existing city staff.
➢ A portion ($9,360) of the cost of the Crime Free Rental Housing Program.
