MDC Installation
County Communications will install the new MDC's in marked police units.
Replacement Mobile Data Computers (MDC's)
A majority of the COPS 2004 Technology Grant funding will be used to purchase 24
replacement MDC's. Each MDC consists of a laptop computer with 256MB memory upgrade,
touch -screen monitor, backlit remote keyboard, docking station, Motorola VRM850 radio
modem, GPS antenna, vehicle antenna, and power cord sets.
Miscellaneous Police Eauiament
COPS 2004 Technology funds will be used to purchase (24) MDC vehicle mounts, (3) laptop
MDC extenders to allow for mobility and misc. cables and small parts.

The San Bernardino Police Department is seeking a COPS 2004 Technology Grant to partially
fund replacement of 127 aging and obsolete Mobile Data Computers (MDC's).
In May 2004, the department implemented an upgrade to our Tiburon Computer Aided Dispatch/
Records Management System (CAD/RMS) designed to move department automation systems
onto software platforms that operate on Windows XP operating systems. The CAD/RMS
upgrade necessitates that all peripheral devices, including MDC's, be upgraded or replaced. Our
current Motorola model MW520 Revision `A' MDC's physically cannot be upgraded.
Funding from this grant will impact public safety and crime prevention in the City of San
Bernardino in the following ways:
• The purchase of replacement MDC's will ensure that voiceless communication to and from
field units is maintained. The use of MDC's reduces radio traffic and improves officer safety
when officers are engaged in emergency operations or other high -risk activities.
• MDC's allow officers to access law enforcement databases. This information is critical to
officer safety.
• Replacement MDC's will provide the infrastructure necessary to implement new or emerging
technology, such as the Automatic Vehicle Location (AVL) system, Automated Report
System (ARS), Automated Citation System (ACS), and the in -field use of CAL Photo and
CAL -ID.
• Officers will be able to download pre -briefing information pertinent to policing their
assigned beat and providing service to the community.
• Officers will have additional free patrol time to meet with community groups and address
community identified problems.

Mobile Data Computer Upgrade Project
A. ASSESSMENT OF EXISTING PROBLEMS
The San Bernardino Police Department first implemented Mobile Data Terminals
(MDT's) in July 1994, with the purchase of 141 Motorola 9100-11 MDT's. MDT's were
designed to reduce voice communication between field units and police dispatchers on
non -emergency calls for service, routine requests for information and limited access to
law enforcement automated databases such as CLETS/NCIC. MDT's improved officer
safety by reducing radio traffic when officers were engaged in emergency field
operations, traffic stops, subject checks and similar field activities posing significant
safety risks to officers.
In December 1999, the department utilized Local Law Enforcement Block Grant funding
to replace MDT's with Motorola model MW520 Revision "A" Mobile Data Computers
(MDC's). While MDC's provide voiceless communication, they also provided additional
capabilities, including in -vehicle local maps to expedite police responses to calls for
service and a platform to provide officers with electronic documents such as the
California Police Officers' Legal Source Book, California Vehicle Code and California
Penal Code.
In May 2004, the department implemented an upgrade to our Tiburon Computer Aided
Dispatch/Records Management System (CAD/RMS) designed to move department
automation systems onto software platforms that operate on Windows XP operating
systems. The Microsoft Corporation decertified Windows '95 in late 2000 which, in
turn, caused Tiburon to stop supporting our existing CAD/RMS software program. These
business decisions are necessitating the department upgrade CAD/RMS to a Windows
XP version.
The CAD/RMS upgrade necessitates that all peripheral devices, including desktop
computers and MDC's, be upgraded or replaced to have a minimum configuration of 400
MHz processors, 512 MB RAM, 40GB hard drives, and Windows XP Professional for
operating systems. Our current Motorola model MW520 Revision `A' MDC's physically
cannot be upgraded to meet these minimum specifications.
The City has begun replacing our aging desktop computers with computers that meet the
minimum configuration requirements. The initial phase targeted computers in the
Detective Bureau and Records Bureau, where employees utilize them extensively to
perform their daily duties. Phase Two will place at least one replacement computer in
each operational unit. After Phase 2, the department will still have 92 desktop computers
that need to be replaced as funding is identified.
The department has extensively utilized federal and state grant funding to finance the
acquisition of new and replacement technology designed to improve the efficiency and
effectiveness of department personnel and enhance the delivery of service to the
community. Unfortunately, the massive budget deficit facing the State of California has
eliminated funding for police technology grants. Additionally, the City of San
Bernardino is projecting a $6.8 million shortfall for FY 04/05, caused in part by a
reduction in state revenues. The police department will be called upon to shoulder a
portion of the budget cuts associated with this shortfall, as the department constitutes
42% of the General Fund budget. The department has tentatively submitted proposed
budget cuts totaling $1 million.
In summary, the police department has been unable to secure adequate funding for the
MDC replacement project.
B. PROJECT GOALS AND OBJECTIVES
2004 Technology Grant funding will be used to partially fund the acquisition of
replacement voiceless communication equipment for field personnel. The goals and
objectives of the MDC Replacement Project are as follows.
• Goal I — Purchase 26 replacement MDC's that are compatible with and can operate
on the Tiburon CAD/RMS software upgrade.
Objective 1.1 - Utilize the City of San Bernardino's Purchasing Code to identify
suitable replacement MDC's that meet or exceed the minimum configurations
necessary to operate on the upgraded Tiburon CAD/RMS system and provides
preference to American manufactured products.
Objective 1.2 — Prepare and submit a Request for Council Action to purchase the
identified replacement MDC's.
Objective 1.3 — Accept delivery, benchmark and install replacement MDC's.
Objective 1.4 — Provide field personnel with requisite training necessary to
operate replacement MDC's.
•Goal 2 — Train all patrol officers and other MDC users on the functionality and
capabilities of the replacement MDC's.
Objective 2.1 — Identify a core group of patrol officers to be designated as MDC
trainers.
Objective 2.2 — Provide train -the -trainer training for all MDC trainers.
Objective 2.3 — Complete MDC training for all patrol officers and other MDC
users.
Objective 2.4 — Provide a mechanism to identify officers in need of remedial
MDC training and provide them with additional training.
C. IMPLEMENTATION PLANS
2004 Technology Grant funding will be used to purchase 24 replacement MDC's. The
police department will follow the purchasing regulations contained in the City of San
Bernardino Municipal Code to complete the purchase of replacement MDC's and will
give preference to American manufactured products.
D. EVALUATION PLANS, OUTCOMES, AND EFFECTIVENESS OF THE
PROGRAM
In January 2004, the police department implemented a Patrol Beat Plan, initially staffing
15 of the 21 defined patrol beats with existing resources. The Patrol Beat Plan is
designed to provide beat stability, build ownership of the beat by officers (called
territorial imperative), and enhance police -community partnerships to work on
community identified problems.
The MDC replacement project allows the department to continue providing voiceless
communication between field units and dispatch personnel and provides field officers
with access to law enforcement databases. Equally critical, replacement MDC's will
provide a voiceless communication means to share law enforcement information with
police officers of surrounding police agencies. Interagency exchange of information
increases officer safety, aids in the apprehension of criminals, reduces crime and
improves safety of the community.
The Tiburon CAD/RMS upgrade project prepares the department's field communications
systems for new and emerging technology. The upgrade includes an Automatic Vehicle
Locator (AVL) system, an Automated Report System (ARS) and Automated Citation
System (ACS). With full implementation, these systems will free up officers to perform
community policing activities as fewer trips to/from the central police department will be
necessary to perform their assigned duties. Officers will have additional free patrol time
to meet with community groups and address community identified problems.
E. CURRENT/PLANNED CRIME PREVENTION ACTIVITIES
The Tiburon CAD/RMS upgrade project prepares the department's field communications
systems for new and emerging technology. The upgrade includes an Automatic Vehicle
Locator (AVL) system that will reduce response times to emergency calls for service by
recommending the closest available field units to dispatch.
Additional components include an Automated Report System (ARS) and Automated
Citation System (ACS). ARS and ACS will speed up the receipt, processing and
dissemination of reports and citations to subsequent users of this information to
investigate crimes and deploy personnel resources to address crime trends and patterns.
Additionally, automated citation data can be transmitted electronically to the District
Attorney's Office to speed up prosecution, while reducing data processing time for both
the District Attorney's Office and court system.
Replacement MDC's will provide the necessary infrastructure to support two planned
expansions of the CAL -ID system. CAL -Photo will allow for the electronic transfer of
digital photographs of warranted suspects to the field to aid in the identification and
apprehension of warranted persons. Advancements in fingerprint technology will allow
for thumbprints taken from persons detained in the field to be electronically transmitted
to CAL-11) for verification of their identity.
A wireless 80211B connection, made available at predetermined sites throughout the city,
will allow officers to download pre -briefing information pertinent to policing their
assigned beat and providing service to the community. These include All Points
Bulletins, warrants of arrest, stolen vehicle hot sheets, crime patterns, daily beat
summaries of call for service, and beat history information shared by officers on other
shifts.
With full implementation these systems will free up officers to perform community
policing activities as fewer trips to/from the central police department will be necessary
to perform that assigned duties. Officers will have additional free patrol time to meet
with community groups and address community identified problems.

EQUIPMENT
Item #1— Mobile Data Computers
The following items combine to form one functioning Mobile Data Computing device for a total
of $8,776.24:
Laptop computer
$2,844.00
A laptop computer is the core component of each MDC device. The preferred configuration is a
1.2 GHz CPU, 40GB hard -drive, an 802.1lb wireless card, and an internal GPS card. Each of
these components fulfills an operating requirement required by our CAD vendor (Tiburon Inc.)
for mobile CAD functionality. The device uses a standard commercial version of the Windows
XP Professional operating system.

A remote 12.1 touch -screen monitor and a backlit remote keyboard assembly are essential to the
configuration used by the police department because of the need to store the laptop down low in
the passenger compartment outside of the air -bag deployment zone.
Docking station $ 516.00
A docking station is a simple but essential device used to lock the laptop computer in the vehicle.
It also provides a connection point for accessories so that individual items do not have to connect
directly to the laptop computer. This device connects directly to the mounting hardware used to
hold the equipment in the front passenger area of the patrol car.
Motorola VRM850 radio modem $2,681.00
This Motorola vehicle radio modem is used to connect the MDC device to the City's private 800
MHz data radio backbone. Without this device, the computer cannot access the CAD system
while the officer is in the field.
256MB Memory Upgrade $ 68.00
This memory upgrade increases the amount of memory on the laptop computer to 512MB, which
is required by our CAD vendor's mobile software. The memory is installed by the selected
vendor, prior to delivery at no cost to the police department.
• GPS Antenna $ 71.00
This external GPS antenna is mounted on the outside of the patrol car so that the GPS device
inside the laptop computer can obtain a signal at all times.
• 802.1lb vehicle antenna $ 43.00
This external 802.1lb antenna is mounted on the outside of the patrol car so that the 802.1lb
wireless LAN card can communicate with the laptop computer in the fleet parking lot at the
central police headquarters.

This essential power cord set is necessary to provide power to the remote keyboard and monitor
assembly.

The following items combine to form one complete mounting solution for a single patrol car for
a total of $669.56:
• Laptop/PDRC Mount $ 425.00
This equipment is used to mount the computer and the remote keyboard/monitor securely in the
front of the passenger area of the patrol car. This hardware mounts to existing base plates
installed in every patrol car.
• C07 radio console and face plates $ 150.00
This equipment is used to hold the radio, siren controller and other electrical control devices that
exist in each patrol car. The size of the laptop computer and the need to condense available
space require that these new smaller console items be used in each patrol car.

Assurances
Several provisions of federal law and policy apply to all grant programs. We (the Office of Community Oriented Policing Services) need to
secure your assurance that the applicant will comply with these provisions. If you would like further information about any of these

By the applicant's authorized representative's signammq the applicant assures that it will comply with all legal and administrative
requirements that govern the applicant for acceptance and use of federal grant funds. In particular, the applicant assures us that:
1. It has been legally and offitially authorized by the appropriate
governing body (for example, mayor or city council) to apply for this
grant and that the persons signing the application and these
assurances on its behalf are authorized to do so and to act on its
behalf with respect to any issues that may arise during processing of
this application.
2. It will comply with the provisions of federal law which limit certain
political activities of grantee employees whose principal employment
is in connection with an activity financed in whole or in put with this
grant. These restrictions are set forth in 5 U.S.C. § 1501, et seq.
3. It will comply with the minimum wage and maximum hours
provisions of the Federal Fair Labor Standards Act, if applicable,

7. If applicable, it will, to the extent practicable and consistent with
applicable law, seek, recruit and hire qualified members of racial and
ethnic minority groups and qualified women in order to further
effective law enforcement by increasing their ranks within the sworn
positions in the agency.
8. It will not, on the ground of race, color, religion, national origin,
gender, disability or age, unlawfully exclude any person from
participation in, deny the benefits of or employment to any person,
or subject any person to discrimination in connection with any
programs or activities funded in whole or in part with federal funds.
These civil rights requirements are found in the non-discrimination
provisions of the Omnibus Crime Control and Safe Streets Act of
1968, as amended (42 U.S.C. § 3789(d)); Tide VI of the Civil
Rights Act of 1964, as amended (42 U.S.C. § 2000d); the Indian

A. In the event that any court or administrative agency makes a
finding of discrimination on grounds of race, color, religion,
national origin, gender, disability or age against the applicant after
a due process hearing, it agrees to forward a copy of the finding
to the Office of Civil Rights, Office of Justice Programs, 810 7th
Street, NW, Washington, D.C. 20531.
B. Grantees that have 50 or more employees and grants over
$500,000 (or over $1,000,000 in grants over an eighteen -month
period), must submit an acceptable Equal Employment
Opportunity Plan ("EEOP") or EEOP short form (if grantee is
required to submit an EEOP under 28 CFR 42.302), that is
approved by the Office of Justice Programs, Office for Civil
Rights within 60 days of the award start date. For grants under
$500,000, but over $25,000, or for grantees with fewer than 50

requirement.)
9. Pursuant to Department of Justice guidelines (June 18, 2002
Federal Register (Volume 67, Number 117, pages 41455-41472)),
under Tide VI of the Civil Rights Act of 1964, it will ensure
meaningful access to its programs and activities by persons with
limited English proficiency.
10. It will ensure that any facilities under its ownership, lease or
supervision which shall be utilized in the accomplishment of the
project are not listed on the Environmental Protection Agency's
(EPA) list of Violating Facibties and that it will notify us if
advised by the EPA that a facility to be used in this grant is under
consideration for such listing by the EPA.
11. If the applicant's state has established a review and comment
procedure under Executive Order 12372 and has selected this
program for review, it has made this application available for
review by the state Single Point of Contact.
12. Pursuant to Executive Order 13043, it will enforce on-the-job
seat belt policies and programs for employees when operating
agency -owned, retired or personally -owned vehicles.
13. It will not use COPS funds to supplant (replace) state, local, or
Bureau of Indian Affairs funds that otherwise would be made
available for the purposes of this grant, as applicable.
14. If the awarded grant contains a retention requirement, it will
retain the increased officer staffing level and/or the increased
officer redeployment level, as applicable, with state or local funds
for a minimum of one full local budget cycle following expiration
of the grant period.
15. It will not use any federal funding directly or indirectly
to influence in any manner a Member of Congress, a
jurisdiction, or an official of any government, to favor,
adopt, or appose, by vote or otherwise, any legislation, law
ratification, policy or appropriation whether before or after
the introduction of any bill, measure, or resolution
proposing such legislation, law, ratification, policy or
appropriation as set forth in the Anti -Lobby Act, 18 U.S.C.
1913.

If your agency is receiving COPS grant funding for technology that will be used
to operate an interjurisdictional criminal intelligence system, you must agree to comply
with the operating principles found at 28 C.F.R. Part 23. An "interjurisdictional criminal
intelligence system" is generally defined as a system which receives, stores, analyzes,
and exchanges or disseminates data regarding ongoing criminal activities (such activities
may include, but are not limited to, loan sharking, drug or stolen property trafficking,
gambling, extortion, smuggling, bribery, and public corruption) and shares this data with
other law enforcement jurisdictions. 28 C.F.R. Part 23 contains operating principles for
these interjurisdictional criminal information systems which protect individual privacy
and constitutional rights.
If you are simply using the COPS grant funds to operate a single agency database
(or other unrelated forms of technology) and will not share criminal intelligence data with
other jurisdictions, 28 C.F.R. Part 23 does not apply to this grant.
