Home My WebLink About2004-0221 2 3 4 5 6 7 8 RESOLUTION NO. 2004-22 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING SUBMISSION OF WASTE TIRE ENFORCEMENT GRANT APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: WHEREAS, funds allocated are available from the California Integrated Waste Management Board for grants to solid waste Local Enforcement Agencies (LEA) and cities and counties with regulatory authority within the City and County government to perform waste tire enforcement monitoring and compliance activities at waste tire 1111 facilities; and 1 1 1 17. 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the City proposes to implement a Waste Tire Enforcement Program that involves inspection and compliance activities at tire dealers, auto dismantlers, and waste tire facilities that will reduce illegal stockpiling and disposal of waste tires. The City has demonstrated it has sufficient staff resources, technical expertise, and experience with similar projects to carry out the proposed program; NOW, THEREFORE, be it resolved that the Mayor and Common Council of the City of San Bernardino authorizes the submittal of an application to the California Integrated Waste Management Board for a Waste Tire Enforcement Grant (attached hereto as Exhibit "A"). The Mayor of San Bernardino, or her designee, is hereby authorized to execute in the name of the City of San Bernardino all necessary documents for the purposes of securing grant funds and to implement and carry out the purposes specified in the application. Three of these facilities have been identified to store more than 500 tires. The estimated costs include all inspection, compliance, and survey (monitoring) activities required during the grant term. The City believes that the funding is adequate to accomplish the tasks outlined. Personnel Costs The Environmental Projects Assistant assigned to the grant will dedicate a total of 605 hours to the grant activities outlined below. Hourly rate, including benefits, is $22.00/hour.
