April 20, 1989 To: Common Council of the City of San Bernardino Re: Special Meeting NOTICE IS HEREBY GIVEN that Mayor Evlyn Wilcox has called a Special Meeting of the Mayor and Common Council for 11:00 a.m., Friday, April 2l, 1989. Said Council Meeting will be held in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The purpose for consider and act on Bernardino and the services during the 30th, 1989. which this meeting has been called is to a proposed agreement between the City of San National Orange Show to provide for police 74th National Orange Show, April 20th - April /s/ SHAUNA CLARK City Clerk City of San Bernardino, California April 21, 1989 The Special Meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Wilcox at 9:05 a.m., Friday, April 2l, 1989, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll Call was taken Wilcox; Council Members City Attorney Penman, Administrator Robbins. Pope-Ludlam. with the following being present: Mayor Reilly, Flores, Maudsley, Minor, Miller; Deputy City Clerk Reese, Acting City Absent: Council Members Estrada, 89-ll7 - RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN SAID CITY AND THE NATIONAL ORANGE SHOW, A NON-PROFIT ORGANIZATION CONCERNING THE PROVIDING OF LAW ENFORCE- MENT AND SECURITY SERVICES AT THE NATIONAL ORANGE SHOW DURING THE 1989 EXPOSITION. Deputy City Clerk Reese read the title of the resolution. - 1 - 4/21/89 1-- . . . Council Member Miller made a motion, seconded by Council Member Flores and unanimously carried, that further reading of the resolution be waived. City Attorney Penman reviewed each section of the proposed resolution and explained the various provisions. Mr. Penman answered questions, stating that in addition to the net amount of $22,200.00 that the Orange Show will pay individual Reserve Officers, they have volunteered to pay one-half of the amount for regular uniformed officers that are presently scheduled for the show. This will amount to approximately $14,696.50. This will result in enabling the Police Department to assign some additional officers at the Orange Show during the peak hours. This provision is not part of this agreement, as it came up after the agreement was reached. Mr. Penman stated that he would send a confirming letter to Bill Lemann that the Orange Show will be paying that amount. Mr. Penman provisions. answered questions regarding the insurance Mr. Penman expressed appreciation of Lieutenant Curtis who is in charge of the deployment of personnel at the Orange Show this year for asking the question whether or not the San Bernardino Police Department has the authority to enforce the Orange Show's rules. This question brought about research which resulted in the proposed resolution and agreement. Council Member Minor made a motion, seconded by Council Member Flores that said resolution be adopted. Resolution No. 89-ll7 was adopted by the following vote: Ayes: Council Members Reilly, Flores, Maudsley, Minor, Miller. Noes: None. Absent: Council Members Estrada, Pope-Ludlam.
