June 28, 1986
This is the time and place heretofore set for an Ad-
journed Regular Meeting of the Mayor and Common Council of
the City of San Bernardino at their Adjourned Regular
Meeting held at 9:07 a.m., Wednesday, June 25,1986, in
the Council Chambers of City Hall, 300 North "D" Street,
San Bernardino, California.
The City Clerk has caused to be posted the Notice of
Adjournment of said meeting held at 9:07 a.m., Wednesday,
June 25, 1986, and has on file in the Office of the City
Clerk an Affidavit of said posting together with a copy of
said Order which was posted on Wednesday, June 25, 1986,
at 3:30 p.m., in the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.
The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order
by Mayor Wilcox at 9:00 a.m., on Saturday, June 28, 1986,
in the President's Conference Room, California State Uni-
versity, San Bernardino, 5500 University Parkway, San
Bernardino, California.
ROLL CALL
Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Estrada, Marks, Quiel, Strickler; City Attorney prince,
City Clerk Clark, City Administrator Schweitzer. Absent:
Council Members Reilly, Hernandez, Frazier.
Also present: Dr. John Hatton, Facilitator; Richard
Bennecke, Administrative Assistant to the Mayor; Phil
Arvizo, Executive Assistant to the Council.
AGENDA PRESENTED
The Agenda was presented by the Mayor's Office and
the Council discussed re-arranging the agenda.
SOUND ECONOMIC BASE
The first item discussed was a sound economic base
for the City of San Bernardino. It was suggested that the
Economic Development Council become the marketing arm for
the Redevelopment Agency, and that Community Development
be removed from the Redevelopment Agency.
The Mayor and Council discussed the hiring of a de-
velopment implementor, and the establishment of a Code
Enforcement Division.
COUNCIL MEMBER FRAZIER ARRIVED
At 9:45 a.m., Council Member Frazier arrived at the
Council Meeting.
The Mayor and Council discussed the need to look at
the Municipal Code provisions for the parking spaces re-
quired on various developments.
The Mayor and Council discussed different types of
industries they would like to attract to San Bernardino,
including a sports franchise.
ECONOMY AND EFFICIENCY IN GOVERNMENT
The topic of the Council agenda, how it is prepared
and distributed and the various deadlines, was discussed.
Also discussed was the conduct at Council meetings and the
taping of Council meetings.
The Mayor and Council discussed the supervision of
the City Administrator and the lines of authority concern~
ing the position.
City Attorney Prince answered questions regarding the
Charter and ordinance provisions for the City Administra-
tor's office.
Mayor Wilcox pointed out that there is a conflict
between the Charter and the City Administrator ordinance.
RECESS
At 12:00 noon, the Adjourned Regular Meeting of the
Mayor and Council recessed for lunch.
RECONVENE
At 12:50 p.m., the Adjourned Regular Meeting of the
Mayor and Common Council reconvened in the President's
Conference Room, California State University, San Bernar-
dino, 5500 University Parkway, San Bernardino, California.

Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Marks, Quiel, Frazier, Strickler; City Attorney Prince,
City Clerk Clark, City Administrator Schweitzer. Absent:
Council Members Estrada, Reilly, Hernandez.
Also present: Dr. John Hatton, Facilitator; Richard
Bennecke, Administrative Assistant to the Mayor; Phil
Arvizo, Executive Assistant to the Council.
ECONOMY AND EFFICIENCY IN GOVERNMENT - CONTINUED
FROM EARLIER IN THE MEETING
The Mayor and Council discussed the role of the City
Attorney, the failure of the City Attorney to complete
assignments in a timely manner and whether the position
should be appointed or elected.
City Attorney Prince answered questions and defended
the performance of his Department.
Also discussed was the handling of cases by
Management office and the City Attorney's office
lack of coordination between the departments.

QUALITY HOUSING AND ORDERLY GROWTH
The Mayor and Council discussed the merits of R-3
housing and the need to market upscale land.
Also discussed was the proposed development of a plan
for the purpose of raising funds for fine arts, summer
programs for youth and the need to have funds available
for temporary financial aid for needy people.
ADJOURNMENT
At 4:10 p.m., Council Member Quiel made a motion,
seconded by Council Member Frazier and unanimously car-
ried, that the meeting be adjourned to 8:00 a.m., Monday,
June 30, 1986, in the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.
