The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order
by Mayor wilcox at 1:07 p.m., in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino,
California.
ROLL CALL
Roll Call was taken by the Ci ty Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Estrada, Reilly, Hernandez, Marks; City Attorney Prince,
City Clerk Clark, Deputy City Administrator Schweitzer;
Absent: Council Members Quiel, Frazier, Strickler.
BUDGET HEARING - FIRE DEPARTMENT
The Fire Department Budget was presented.
COUNCIL MEMBER
At 1:12 p.m.,

Council Member Quiel arrived at the

Fire Chief Newcombe was present to answer questions
regarding manning, increased costs in the budget, and the
elimination of the helicopter program.
COUNCIL MEMBER STRICKLER ARRIVED
At 1:23 p.m., Council Member Strickler arrived at the
Council Meeting and took his place at the Council Table.
Fire Chief Newcombe stated that the most essential of
all the deleted budget items are the hose, the handi-
talkies and a suburban wagon.
COUNCIL MEMBER FRAZIER ARRIVED
At 1:30 p.m., Council Member Frazier arrived at the
Council Meeting and took his place at the Council Table.
Council Member Quiel made a motion, seconded by
Council Member Estrada and unanimously carried, recogniz-
ing the fact that the Fire Department is getting rid of
the helicopter, that it be agreed that the proceeds of the
sale of the helicopter be identified to be utilized in the
Fire Department; and that the Chief be made responsible
to come back to the Council with a prioritized list of the
uses for those proceeds in order that the Counci 1 may
authorize the expenditures.
Fire Chief Newcombe spoke regarding personnel changes
he would like to make in his department, which included
promoting a Fire Prevention Specialist to Assistant Fire
Marshal.
RECESS MEETING - CLOSED SESSION
At 1:43 p.m., Council Member Marks made a motion,
seconded by Council Member Hernandez and unanimously car-
ried, that the Adjourned Regular Meeting recess to a
Closed Session under the authority of Government Code
Section 54957 to discuss a personnel matter.
CLOSED SESSION
At 1:43 p.m., Mayor wilcox called the Closed Session
to order in the Conference Room of the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino, Cali-
fornia.

Director of Public Works/City Engi-
proposed Public Works Budget for
Council Member Quiel made a motion, seconded by
Council Member Strickler and unanimously carried, to in-
clude on Page 453 or Page 454, Line 17, $225,000 as a
proposed budgeted i tern, and requ i re that the Department
try to identify the source of funds for the proposed
right-of-way. (40th Street, Kendall to Acre Lane)

Council Member Reilly and unanimously carried, to include
on Page 454 under line item 18, $123,300 as a budgeted
item and require the department to try to identify the
source of funding. (Rialto Avenue, Meridian to 2,000 feet
east)
Counci 1 Member Hernandez made a motion, seconded by
Council Member Reilly and unanimously carried, that the
Director of Public Works be authorized to advise Cal Trans
that the City is willing to pick up the local Agency's
share and that the City attempt to identify the funding.

Roger Hardgrave, Director of Public Works/City Engi~
neer, answered questions regarding the storm drain study,
and spoke regarding the Mill Street, Lytle Creek to Rancho
storm drain.
COUNCIL MEMBERS QUIEL, STRICKLER RETURNED
Council Members Quiel and Strickler returned to the
Council Meeting and took their places at the Council
Table.
COUNCIL MEMBERS HERNANDEZ, FRAZIER EXCUSED
Council Members Hernandez and Frazier left the
Counci 1 Meeti ng.
CENTRAL GARAGE
The Mayor and Council discussed the Central Garage.
Ray Schweitzer, Deputy City Administrator, advised
the Council that an RFP is being prepared for a management
study on the Central Garage.
BUDGET HEARING - ENGINEERING
The Mayor and Council discussed contracting for plan
checking services.
Council Member Quiel made a motion, seconded by
Council Member Reilly and unanimously carried, that the
Director of Public Works/City Engineer be directed to
bring an item before the Legislative Review Committee,
comparing the revenue from plan checks and the cost to the
City for contracting out plan checking.

The Council discussed the possibility of hiring a
bridge engineer.
Roger Hardgrave, Director of Public Works/City Engi-
neer, answered questions regarding tools used by employees
in his division.
BUDGET HEARING - PUBLIC BUILDINGS
Mayor Wilcox explained the need to make building
improvements within City Hall.

Water Department and the Redevelopment Agency
STREET LIGHTING DIVISION
Wayne Overstreet, Superintendent, Public Buildings,
answered questions regarding maintenance of street lights,
stating that there are only two repair persons for 4,265
street lights.
COUNCIL MEMBER FRAZIER RETURNED
At 5:11 p.m. Council Member Frazier returned to the
Council Meeting and took his place at the Council Table.
Council Member Strickler made a motion, seconded by
Council Member Frazier and unanimously carried, that the
street lighting problem be referred to the Ways and Means
Committee; that the Superintendent of Public Buildings
prepare a report to the Ways and Means Committee offering
suggestions on solving the problem; and that the Ways and
Means Commi ttee be requested to come up wi th a way to
finance adequate street light repair program.

VACATION OF CRESCENT AVENUE BETWEEN COLUMBIA
STREET AND "G" STREET - RECONSIDERATION
Council Member Estrada made a motion, seconded by
Council Member Reilly and unanimously carried, that the
matter of the vacation of Crescent Avenue between Columbia
Street and "G" Street be reconsidered.
RES. 86-219 - RESOLUTION OF THE CITY OF SAN
BERNARDINO DECLARING ITS INTENTION TO ORDER
THE VACATION OF CRESCENT STREET BETWEEN
COLUMBIA STREET AND "G" STREET, AND RESERV-
ING PUBLIC UTILITY EASEMENTS UPON A PORTION
THEREOF. (1)
City Clerk Clark read the title of the resolution.
Mayor wilcox opened the hearing.
Roger Hardgrave, Director of publ ic Works/City Eng-
ineer, answered questions.
Council Member Quiel made a motion, seconded by
Council Member Strickler and unanimously carried, that
the hearing be closed; that the Director of Public Works/
City Engineer and City Clerk be authorized to vacate Cres-
cent Avenue between Columbia Street and "G" Street; that
the map of the proposed vacation of Crescent Avenue, be-
tween Columbia Street and "G" Street, Plan No. 7006, be
approved; that further reading of the resolution be
waived; and that said resolution be adopted.
Resolution No. 86-219 was adopted by the following
vote: Ayes: Council Members Estrada, Reilly, Hernandez,
Marks, Quiel, Frazier, Strickler. Noes: None. Absent:
None.
NEXT BUDGET HEARING - JUNE 20, 1986 - 8:00 A.M.
POLICE DEPARTMENT BUDGET - FIRST ITEM
Council Member Marks made a motion, seconded by
Council Member Quiel and unanimously carried, that the
next budget hearing be set for June 20, 1986, at 8: 00
a.m., in the Council Chambers of City Hall, 300 North "D"
Street, San Bernard ino, Cal i fornia, wi th the Pol ice De-
partment's budget as the first agenda item.
NEW BUSINESS ITEM CONSIDERATION - SUPERVISORY
PRACTICES
Council Member Hernandez made a motion, seconded by
Council Member Marks and unanimously carried, to discuss a
new business item regarding supervisory procedures.
In a memorandum dated June 9, 1986, Council Member
Hernandez requested that an ordinance be prepared estab-
lishing procedures for the supervision by the Mayor of
officers and departments of the City and coordination of
supervision through the City Administrator in the interest
of effective public administration and efficient execution
of public policies adopted by the Mayor and Common
Council.
I t was the consensus of the Mayor and Counc i 1 that
this item be discussed at the Mayor and Common Council
Retreat to be held on June 28, 1986.

CITY ADMINISTRATOR - LEAVE OF ABSENCE - PENDING
AGREEMENT
Mayor Wilcox stated that the Common Council agreed to
grant City Administrator Matzer a leave of absence until
he signs an agreement concerning his retirement, which
will be ratified on June 16, 1986.
The Mayor and Common Council considered previous
discussions surrounding the resignation of City Adminis-
trator Matzer.
ADJOURNMENT
At 11:15 a.m., Council Member Estrada made a motion,
seconded by Council Member Strickler and unanimously car-
ried, that the meeting be adjourned to Monday, June 16,
1986, at 9:00 a.m., in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California.
