This is the time and place set for an Adjourned
Regular Meeting of the Mayor and Common Council of the
City of San Bernardino at their Regular Meeting held at
9:01 a.m. on Monday, April 7, 1986, in the Council Cham-
bers of City Hall, 300 North "D" Street, San Bernardino,
California.
The City Clerk has caused to be posted the Notice of
Adjournment of said meeting held at 9:01 a.m., Monday,
April 7, 1986, and has on file in the office of the City
Clerk an Affidavit of said posting together with a copy of
said Order which was posted at 10:30 a.m., Tuesday, April
8, 1986, in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.
The Adjourned Regular Meeting of the Mayor and Common
Council was called to order by Mayor Wilcox at 8:47 a.m.,
Friday, April 18, 1986, at the Hilton Hotel, 285 E. Hos-
pitality Lane, San Bernardino, California.
ROLL CALL
Roll Call was taken by City Clerk Clark with the
following being present: Mayor Wilcox; Council Members
Estrada, Reilly, Hernandez, Marks, Quiel; City Attorney
Prince, City Administrator Matzer, City Clerk Clark.
Absent: Council Members Frazier, Strickler.
Also present: Dr. John Hatton, Director of Coun-
seling & Testing at California State University San Ber-
nardino, and a former member & President of the San Ber-
nardino City Unified School District Board of Directors,
as Facilitator.
1986 BUDGET/MANAGEMENT RETREAT - COUNCIL RETREAT
Richard Bennecke, Administrative Assistant to the
Mayor, provided Summary Report, 1986 concerning a Mission
Statement, objectives and priorities of the City, which
were reached at the 1986 Budget/Management Retreat, High-
land Springs, Beaumont, California, April 8, 9 and 10,
1986, by an average of forty-one managers who attended the
retreat.
Mayor Wilcox introduced Dr. John Hatton, Director of
Counseling & Testing at California State University San
Bernardino and a former member & President of the San
Bernardino City Unified School District Board of Direc-
tors, as the facilitator for this meeting, which is for-
mally described as a Council Retreat. He stated that he
would entertain questions, conduct the meeting by helping
the Council formulate an agenda for the meeting and limit
discussion to items on the agenda.
COUNCIL MEMBER FRAZIER ARRIVED
At 8:55 a.m., Council Member Frazier arrived at the
Council Meeting.
PRESENTATIONS - REPRESENTATIVES FROM LOCAL
BUSINESS GROUPS
Mayor Wilcox stated that invitations to make presen-
tations to the Mayor and Common Council were extended to
local business groups, and that Dr. Hal Boring of the San
Bernardino City Unified School District, Gary James and
Lou Yeager of the San Bernardino Chamber of Commerce and
Fay Rogers of the East Valley Regional Council on Aging,
were available to make presentations.
Mayor wilcox further stated that the Building Indus-
try Association, the San Bernardino Clergy Association and
the Board of Realtors responded to the invitation that
they would not be making a presentation.
PRESENTATION - SAN BERNARDINO CHAMBER OF
COMMERCE - GARY JAMES AND LOU YEAGER
Gary James and Lou Yeager of the San Bernard ino
Chamber of Commerce made a presentation to the Mayor and
Common Council, thanking them for the invitation and
opportunity to address their concerns.
Gary James, representing the San Bernardino Chamber
of Commerce, requested that the Mayor and Common Council
prioritize the needs of the City and set goals, using a
realistic approach by admitting that they cannot be every-
thing to everyone. He further requested that more public
hearings be conducted in order for the public to voice
their concerns and ideas. A budget concept for running
the City's finances was suggested, and it was requested
that any excess revenue result in a reduced tax rate.
Gary James referred to a study made by the Chamber of
Commerce concerning the benefits of contracting public
services to the private sector. Mr. James volunteered to
participate on a joint committee with the City to review
savings by contracting work to the private sector. If the
Mayor and Common Council are interested in a group study,
Mr. James stated there are a number of people in the Cham-
ber of Commerce who are willing to volunteer to study this
prospect.
Discussion was held concerning the Chamber of Com-
merce's assistance in a large scale garage operation study
regarding the operation of the City's garage by the pri-
vate sector.
Gary James answered questions regarding the Chamber
of Commerce performing a study on business license fees.
City Clerk Clark gave a history on the assessment of
professional business license fees in the City.
PRESENTATION - EAST VALLEY REGIONAL COUNCIL
ON AGING - FAY ROGERS
Fay Rogers, a representati ve of the East Valley
Regional Council on Aging, provided a history on senior
activities and needs in the City.
Fay Rogers, representing the East Valley Regional
Council on Aging, spoke regarding senior transportation
needs, the smog problem in San Bernardino, a nutrition
program, the Community Service Budget, employment income
of seniors, health care costs, mental health, safety and
security, polluted water, youth activities and programs
for truancy and drugs, street maintenance, and library
services.
Council Member Hernandez recommended that a Commis-
sion for Senior Citizens be formed in order to keep the
Mayor and Common Counci 1 abreast of senior citizens'
needs.
PRESENTATION - SAN BERNARDINO CITY UNIFIED
SCHOOL DISTRICT - DR. HAL BORING
Dr. Hal Boring, representing the San Bernardino City
Unified School District, stressed that cooperation has
been growing between the City and the City Unified School
District to the benefit of the community and individual
schools.

Dr. Boring further stressed the importance of the
City having a five":year or longer plan, stating that the
City Unified School District implemented such a plan two
years ago, which affects budgeting decisions.
The City Unified School District's Drugs and Drop Out
Program was reported as making progress, and Dr. Boring
stated that cooperation and discussion is as important as
the money spent and money saved as result of the program.
Dr. Boring requested that consideration be given to
the Center for Individuals with Disabilities during budget
deliberations.
Dr. Boring requested that the upcoming Sturges Center
for the Arts be available for use by the San Bernardino
City Unified School District.
Dr. Boring stressed the benefits of the Adopt-A-
School Program, developer fees, school police, computer
library projects, disaster preparedness, operation and
expansion of swimming pools, use of school sports fields,
Mayor's Safety Committee, sidewalks leading to schools,
beautification, and annexation.
Liability Insurance was discussed by Dr. Boring and
he made the offer to help the City with their research
into this area.
Dr. Boring discussed the future opening of more
schools and the effects of additional schools on Parks and
Recreation.
Discussion was held concerning funding problem areas
regarding Community Development Block Grant funds and
developer fees, the use of sport fields and school gym-
nasiums, and future plans for an elementary school in the
Central City area.

At 10:02 a.m., the Mayor and Common Council recessed
until 10:20 a.m. at the Hilton Hotel, 285 E. Hospitality

RECONVENE MEETING
At 10:21 a.m., the Adjourned Regular Meeting of the
Mayor and Common Council of the City of San Bernardino
reconvened at the Hilton Hotel, 285 E. Hospitality Lane,
San Bernardino, California.

Roll Call was taken by City Clerk Clark with the
following being present: Mayor Wilcox; Council Members
Estrada, Reilly, Hernandez, Marks, Quiel, Frazier; City
Attorney Prince, City Clerk Clark, City Administrator
Matzer. Absent: Council Member Strickler.
MEETING AGENDA
Dr. John Hatton, facilitator of the meeting, asked
the Mayor and Common Council to choose the top four issues
of the seventeen provided for the agenda as proposed by
the Mayor and Common Council.
The top four issues for discussion were identified as
Items 1, 2, 12 and 15, with Item 2 receiving the majority
of the votes as the most important issue for discussion at
the Adjourned Regular Meeting of the Mayor and Common
Council Agenda on April 18, 1986. The following seventeen
discussion items were proposed:

1. Expans ion of
- the role of the EDC
and the City Budget.
the City's economic development base
and RDA. Interaction between RDA
RDA as a separate entity.
2. Discussion of the development of a municipal
services profile for the City, given the massive reduction
in revenue sharing. What do we maintain, reduce, modify?
Setting priorities for providing services - City provided
services vs. contracting.
3. Annexation.
4. Part-time vs. full-time Council Members.
5. Liability Insurance - Our ability to cover the
City - Summers Case.
6. Procedures and terms of appointment to Council
Committees.
7. Water Department - Under City vs. Water
Commission.
8. Community based policing and its effectiveness.
New Police Station.
9. Decision on overall future capital improvements.
10. Adequate storm drains for Westside.
11. Lack of sewage system in certain city areas.
12. What kind of City are we striving to build?
Establishment of a sense of direction/goals in various
areas, such as upgrade housing, blight, providing jobs,
etc. We cannot remain a bedroom, low- income housing
community. Goals should be established for 5-10-15 year
periods.
13. 1990 Reapportionment - Committee.
14. Shuttle Bus Service.
15. Planning vs. Crisis Management - the role of the
City Administrator - Compliance with written rules and
regulations - Staff time devoted to meetings.
16. Relocation of Communications Center.
17. Code Enforcement to achieve goals of M.A.C.
program and improving the image of the City.
RECESS MEETING
At 11:50 a.m., the Mayor and Common Council recessed
the meeting until 1:00 p.m. at the Hilton Hotel, 285 E.

At 1:00 p.m., the Adjourned Regular Meeting of the
Mayor and Common Council reconvened at the Hilton Hotel,
285 E. Hospitality Lane, San Bernardino, California.

At 5:00 p.m., the Adjourned Regular Meeting of the
Mayor and Common Council was recessed until 8:30 a.m.,
April 19, 1986, at the Hilton Hotel, 285 E. Hospitality
Lane, San Bernardino, California.
RECONVENE MEETING
At 8:30 a.m.,Saturday, April 19, 1986, the Adjourned
Regular Meeting of the Mayor and Common Council reconvened
at the Hilton Hotel, 285 E. Hospitality Lane, San Bernar-
dino, California.

Roll Call was taken with the following being present:
