Council Minutes. Claims and Payroll. (See Attached) MOTION: That the claims and payroll and the authorization to issue warrants as listed on the memorandum dated May 9, 2002 from Barbara Pachon, Director of Finance, be approved. 8. Personnel Actions. (See Attached) MOTION: That the personnel actions as submitted by the Chief Examiner dated May 14, 2002, in accordance with Civil Service rules and Personnel policies adopted by the Mayor and Common Council of the City of San Bernardino, be approved and ratified. City Administrator 9. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing an application for funds from the Urban Forestry Grant Program as provided through Proposition 12 funding. (See Attached) (No cost to the City - grant revenue of $50,000.) All Wards MOTION: That said resolution be adopted. 10. Set dates and times for FY 2002-03 budget deliberations. Budget transfer - temporary clerical staff. (See Attached) MOTION: That the Mayor and Common Council authorize the Director of Finance to amend the FY 2001-2002 Council Office budget and transfer $1,800 from Account No. 001-021-50xx (Salary and Benefits Savings) to Account No. 001-021-5505 (Other Professional Services) to pay for temporary clerical staff that will be needed in May and June 2002. Development Services 12. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the submittal of five project applications for the third funding cycle of the Safe Routes to School (SR2S) Program. (Resolution not available at time of printing.) MOTION: That said resolution be adopted. Facilities Manae:ement 13. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Purchasing Manager to issue a purchase order to EXP(@,NETS for the provision of repairs and maintenance to the City's NEC telephone systems services for the Facilities Management Department. (See Attached) (Cost to the City $38,660 from the Telephone Support Fund.) (Resolution not available at time of printing.) MOTION: That said resolution be adopted. 14. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Purchasing Manager to issue a purchase order to SK Telecon, Inc. for cable pull services for the City's NEC telephone systems for the Facilities Management Department for FY 2002/03. (See Attached) (Cost to the City -- $30,720 from the Telephone Support Fund.) (Resolution not available at time of printing.) MOTION: That said resolution be adopted. 5 OS/20/2002 15. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Purchasing Manager to increase the purchase order with Lawrence W. Rosine Co. for the installation of a moisture proof barrier at the San Bernardino Boys' and Girls' Club in the amount of $12,000.00. (See Attached) (Cost to the City -- $12,000 from the General Fund.) (Resolution not available at time of printing.) Ward 6 MOTION: That said resolution be adopted. 16. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing an increase to the annual purchase order to Consolidated Electrical Distributors, for the purchase of electrical fixtures, materials and supplies for City facilities. (See Attached) (Cost to the City -- $8,000 from the General Fund.) (Resolution not available at time of printing.) MOTION: That said resolution be adopted. Finance 17. Resolution authorizing the Purchasing Manager to increase the ann ual purchase order to Kelly Paper for paper and printing supplies for the Print Shop. (See Attached) MOTION: That said resolution be adopted; and that the Director of Finance be authorized to amend the FY 2001/02 Print Shop budget to increase appropriations to the expenditure budget (Account No. 621-123-5111) by $15,000 and authorize a corresponding increase to the Print Shop Revenue Budget (Account No. 621-000- 4897) by $15,000 for a net cost to the Print Shop Fund of zero. Parks, Recreation & Community Services 18. Resolution of the City of San Bernardino authorizing the execution of Amendment No. 12 to the Agreement between the City and Casa Ramona, Inc. relating to the operation of a drop-in center located at 1524 West 7th Street, San Bernardino, California, to extend the term of the Agreement for an additional one year period. (See Attached) (Cost to the City -- $50,783 from the General Fund.) Ward 1 MOTION: That said resolution be adopted. 6 OS/20/2002 Police 19. Resolution of the Mayor and Common Council amending Resolution No. 2001-377, that awarded u.s. Armor the purchase order for ballistic vests, Threat Level II in the amount of $50,000, to allow for two single year options to the annual purchase order. (See Attached) (Cost to the City -- $50,000 from the General Fund.) (Resolution not available at time of printing.) MOTION: That said resolution be adopted. 20. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Mayor to submit an application to accept the FY 02/03 Juvenile Accountability Incentive Block Grant (JAIBG). Receive and file the Revised 2000-2001 Annual Audit Report for Water Department Water and Sewer Utilities. Reclassification of eight Community Services Officer I positions to Police Services Assistant in the Police Department. (See Attached) (No cost to the City.) MOTION #1: That the Mayor and Common Council reclassify eight (8) positions of Community Services Officer I, Range 1323, $2,223 - $2,702/month, to the position of Police Services Assistant; and (Item Continued on Next Page) 7 OS/20/2002 22. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing an increase to the annual purchase orders to Matich Corporation and Vulcan Materials/Cal Mat Division to supply materials for roadway pavement repairs. (Backup material was distributed on May 6, 2002, Item No. 23.) MOTION: That said resolution be adopted; and that the Director of Finance be authorized to amend the FY 2001/02 budget for the AB 2928 Fund and transfer a total of $281,000 from the various projects listed in the Staff Report dated May 1, 2002, to the newly created project for roadway pavement repairs as outlined in the Staff Report dated May 1, 2002?? Public hearing - Development Code Amendment to clarify the definitions of hotels and motels and to establish Extended Lodging facilities; Conditional Use Permit No. 01-03 to establish an Extended Lodging Facility; and Tentative Parcel Map to subdivide one parcel into two parcels. The Conditional Use Permit and Tentative Parcel Map are proposed to allow the construction of a 105 room Extended Lodging Facility at the northeast corner of Waterman Avenue and Vanderbilt Way, and to subdivide a 9. 1-acre parcel in to a 2. 17 -acre parcel for the Extended Lodging Facility, and a 6.94-acre remainder parcel. 10 OS/20/2002 27. END OF STAFF REPORTS 12 OS/20/2002 MAYOR AND COMMON COUNCIL AND THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO RECONVENE MEETING COMMUNITY DEVELOPMENT COMMISSION MONDAY, MAY 20, 2002 - 7:00 P.M. PRESENT: ABSENT: There are no Community Development Commission items to be heard at this meeting. 30. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: A three- minute limitation shall apply to each member of the public who wishes to address the Mayor and Common Council/ Community Developmen t Commission on a matter not on the agenda. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. (Usually any items heard under this heading are referred to staff for further study, research, completion and / or future Council/Commission action.) 31. Adjournment. MOTION: That the meeting be adjourned. Note: The next joint regular meeting is scheduled for 8:00 a.m., Monday, June 3, 2002, in the Council Chambers of City Hall, 300 North "D" Street; however, the Mayor and Common Council will adjourn until 1 :30 p.m. at which time closed session matters will be discussed. The public portion of the meeting will begin at 3:00 p.m. 13 OS/20/2002 NOTICE: Any member of the public may address this meeting of the Mayor and Common Council/Community Development Commission on any item appearing on the agenda by approaching the microphone in the Council Chambers when the item about which the member desires to speak is called and by asking to be recognized. Any member of the public desiring to speak to the Mayor and Common Council/ Community Developmen t Commission concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and Common Council/Community Development Commission, may address the body at the end of the meeting, during the period reserved for public comments. Said total period for public comments shall not exceed forty-five (45) minutes, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. A three minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. No member of the public shall be permitted to "share" his/her three minutes with any other member of the pu blic. The Mayor and Common Council/Community Development Commission may refer any item raised by the public to staff, or to any commission, board, bureau, or committee for appropriate action or have the item placed on the next agenda of the Mayor and Common Council/Community Development Commission. However, no other action shall be taken nor discussion held by the Mayor and Common Council/Community Development Commission on any item which does not appear on the agenda unless the action is otherwise authorized in accordance with the provisions of subdivision (b) of Section 54954.2 of the Government Code.
