MAYOR AND COMMON COUNCIL
OF THE CITY OF SAN BERNARDINO
ADJOURNED REGULAR MEETING
JULY 3, 1991
COUNCIL CHAMBERS
This is the time and place set for an adjourned regular
meeting of the Mayor and Common Council of the City of San
Bernardino at their regular meeting held at 8:30 a.m., Monday,
July 1, 1991, in the Council Chambers of City Hall, 300 North "D"
Street, San Bernardino, California.
The City Clerk has caused to be posted the order of
adjournment of said meeting held on July 1, 1991, and has on file
in the office of the City Clerk an affidavit of said posting
together with a copy of said order which was posted at 10: 30
a.m., Tuesday, July 2, 1991, on the door of the place at which
said meeting was held.
The adjourned regular meeting of the Mayor

Absent: Council Members Reilly, Minor; City Attorney Penman.
RECESS MEETING - CLOSED SESSION (4)
At 12:05 p.m., Council Member Estrada made a motion,
seconded by Council Member Hernandez, and unanimously carried,
that the Mayor and Common Council and Community Development
Commission recess to closed session for the following:
a. to give instruction to the City's/Commission'5
negotiator on the purchase of property pursuant to
Government Code Section 54956.8. The real property
which the negotiations concern is general1y located at:

CLOSED SESSION
At 12: 05 p.m., Mayor Holcomb called the closed session to
order in the conference room of the Council Chambers of City
Hall, 300 North "0" Street, San Bernardino California.

Hernandez, Maudsley, Pope-Ludlam, Miller; City Attorney Penman,

Also present: Senior Assistant City Attorney Barlow.
READING OF RESOLUTIONS AND ORDINANCES

resolutions on the regular agenda.
ADJOURN CLOSED SESSION
At 12:25 p.m., the closed session adjourned to the adjourned
regular meeting of the Mayor and Common Council of the City. of
San Bernardino.
RECONVENE MEETING
At 12:25 p.m., Mayor Holcomb called the adjourned regular
meeting of the Mayor and Common Council to order in the Council
Chambers of City Hall, 300 North "D" Street, San Bernardino,
California.

Roll call was taken by City Clerk Krasney with the following
being present: Mayor Holcomb; Council Members Estrada,
Hernandez, Maudsley, pope-Ludlam, Miller; City Attorney Penman,
City Clerk Krasney, City Administrator Edwins. Absent: Council

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO PROPOSING AN AMENDMENT OF THE CHARTER
OF SAIO CITY TO CHANGE THE DATES OF CITY ELECTIONS (2)
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO SUBMITTING TO THE ELECTORS A PROPOSED
CHARTER AMENDMENT WHICH WOULD CHANGE THE DATES OF CITY
ELECTIONS ANO REQUESTING THAT SUCH SPECIAL MUNICIPAL
ELECTIONS BE CONSOLIDATED WITH THE GENERAL ELECTION
CONDUCTED BY THE COUNTY OF SAN BERNARDINO (3)
Senior Assistant City Attorney Barlow explained that the
election consolidation proposal would combine the primary
municipal election with the School District and Special District
elections in November. He stated that under this proposal the
general municipal election (run-off election) would be conducted
in January. Mr. Barlow explained that this schedule would
require that campaigns be conducted through the holiday season
with the general municipal election as early as the day after New
Year's Day, which would be unacceptable for a variety of reasons.

Mr. Barlow suggested that the general municipal election be
delayed until February.
City Clerk Krasney suggested that the general municipal
election (run-off election) be scheduled in March to allow other
projects to be completed prior to conducting the general
municipal election.
Senior Assistant City Attorney Barlow explained that by
conducting the general municipal election on the first Tuesday
after the first Monday in March, officials would assume office on
the first Monday in April.
Discussion ensued regarding the impact of election
consolidation on the coverage of local election issues in the
media, fund raising, and whether the consolidation would have
negative impact on the School Board and Special Oistrict
elections.
City Attorney Penman explained that in order to have the
Charter amendment measure placed on the November 1991 ballot,
allowing the City to consolidate with the School Board and
Special District elections, the Charter amendment measure must be
submitted to the County of San Bernardino Registrar of Voters
Office by July 8, 1991.
City Clerk Krasney stated that the next primary municipal
election would take place in March, 1993, the general municipal
election in May, 1993, with the term of office beginning in June,
1993. She explained that the new proposal would contain a one
time ten-month extension of the incumbents' terms of office.
A discussion was held regarding the potential competition
for campaign fund raising between congressional, presidential and
local candidates.
Shauna Edwins, City Administrator, stated that the only time
local candidates would compete for funds with congressional and
presidential candidates would be if local elections were held in
even-numbered years. She stated that the proposed
recommendation would consolidate City elections with the School
Board and Special District's elections which would be conducted
in odd-numbered years. She explained that in odd numbered years
only local candidates for the School District and Special
Districts are placed on the ballot.

City Administrator Edwins explained that election
consolidation would save the City money in the following manner:
1) that the cost of the primary election would be cut in half;
and 2) that during the first fiscal year, in which an election
is held, the election would be delayed by one fiscal year. This
delay would save the cost of two elections, which is
approximately $180,000, $113,000 for the primary and $67,000 for
the general. She explained that by delaying an election cycle
ten months, the cost is diverted to the subsequent fiscal year.
She pointed out that the first year would have a one-time savings
of approximately $180,000, and then an on-going savings of
approximately $50,000.

would be preferred for conducting the general municipal election.
Council Member Estrada made a motion, seconded by Council
Member Miller, and unanimously carried, that for discussion
purposes only, that the general municipal election (run-off). be
held in February, 1994.
Shauna Edwins, City Administrator, explained that primary
elections would be conducted in odd-numbered years, and that
general municipal elections (run-offs) would be conducted during
even numbered years.
City Administrator Edwins stated that one problem local
candidates currently encounter when conducting fund raising
events, is that presidential, senatorial and congressional
elections take place in November of even-numbered years. She
explained that nominations for local candidates open
approximately three weeks after those elections. She felt that

under the current system local candidates are hindered in their
efforts to raise funds because local elections begin soon after
large federal elections, and felt that this was reflected in a
low voter turn out at the polls.
City Clerk Krasney explained that changing the dates of the
elections would require a Charter amendment to be placed on the
County Registrar of Voters' ballot in either November, 1991 or
June, 1992.

discussed would not balance the City' 5 budget, he felt that it
was an urgent matter. He stated that by taking action to save
money, it demonstrated to the voters the City'S efforts to trim
expenses and be cost effective in all areas. He felt that
consolidation would reduce voter burn out, and that there would
be a better voter turn out for local elections. He was
optimistic that the voters would support election consolidation
if the benefits were explained. He explained that election
consolidation would save money and save the citizens time by
reducing the number of times they go to the polls.
The Council expressed support for the budget savings that
election consolidations could provide; however, felt it was
unfortunate that the matter had been brought up 50 close to the
Registrar of Voters' deadline for inclusion on the November 1991
ballot.
City Administrator Edwins answered questions and stated that
if election consolidation was postponed to June 1992, that there
would still be budget savings. She stated that it is cheaper to
place an item on the June ballot than to place an item on the
November ballot; however, she felt that by placing the matter on
the November 1991 bal10t the City would reap the budget savings
sooner. She recommended that for budget planning purposes the
item be pI aced on the November 1991 ballot.

Council Member Miller made a substitute motion, seconded by
Council Member Estrada, and unanimously carried, that staff
prepare a position paper presenting both the negative and
positive aspects of election consolidation, and that the item be
continued for submission on the June, 1992 ballot.

RES. 91-310 - RESOLUTION OF THE CI~Y OF SAN BERNARDINO
AUTHORIZING THE EXECUTION OF AN AGREEMENT BY AND
BETWEEN THE CITY OF SAN BERNARDINO AND MICHAEL J.
ARNOLD AND ASSOCIATES, INC. (1)
The Council recommended that the agreement be amended to
include a stipulation that the consultant obtain Council approval
before introducing any legislation on behalf of the City.
Council Member Estrada made a motion, seconded by Council
Member Pope-Ludlam, that further reading of the resolution be
waived, and said resolution be adopted.
Resolution No. 91-310 was adopted by the following vote:
Ayes: Council Members Estrada, Hernandez, Maudsley, Pope-Ludlam,
Miller. Nays: None. Absent: Council Members Reilly, Minor.
ADJOURNMENT (5)
At 12:48 p.m., Mayor Holcomb adjourned the meeting to 9:00
a.m., Wednesday, July 10, 1991, in the Council Chambers of City
Hall, 300 North "0" Street, San Bernardino, California.
