This is the time and place set for an Adjourned Regular
meeting of the Mayor and Common Council of the City of San
Bernardino at their Adjourned Regular meeting held at 1:05 p.m.,
Monday, April 22, 1991, in the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.
The City Clerk has caused to be posted the Order of
Adjournment of said meeting held on April 22, 1991, and has on
file in the office of the City Clerk an affidavit of said posting
together with a copy of said Order which was posted at 9:00 a.m.,
Tuesday, April 23, 1991, on the door of the place at which said
meeting was held.

Regular meeting was called to order by Mayor

Hall, 300 North "D" Street, San Bernardino,
ROLL CALL
Roll call was taken by City Clerk Krasney with the following
being present: Mayor Holcomb; Council Members Reilly, Maudsley,
Minor, Pope-Ludlam, Miller. Senior Assistant City Attorney
Barlow, City Clerk Krasney, City Administrator Edwins. Absent:
Council Members Estrada, Flores.
MC-782 ORDINANCE OF THE CITY OF SAN BERNARDINO
REPEALING CHAPTERS 15.32, 15.52, 15.56, 15.72, 17.04,
TITLE 18 AND TITLE 19, READOPTING TITLE 19 AS THE
DEVELOPMENT CODE, AND AMENDING SECTIONS 15.20.030 AND
15.20.040 OF THE SAN BERNARDINO MUNICIPAL CODE
REGARDING LAND USE AND THE SUBDIVISION REGULATIONS TO
IMPLEMENT THE CITY OF SAN BERNARDINO'S GENERAL PLAN;
REORGANIZATION AND UPDATES INCLUDING NEW LAND USE
CLASSIFICATIONS, NEW LAND USE AND OVERLAY DISTRICTS,
REVISED LAND USE APPLICATION PROCEDURES, REVISION OF
SIGN REGULATIONS; REPEALING ALL PREVIOUS LAND USE
ZONING DISTRICT MAPS; AND ADOPTING THE OFFICIAL LAND
USE MAP. FINAL (1)
A discussion ensued regarding provisions being included in
the ordinance to allow Christian educational institutions to be
zoned as CO-1, Commercial Office District.

Mayor Holcomb pointed out that if substantial changes were
made to the ordinance today, then the ordinance will have to come
back for a first reading.
Members of the Council expressed reservations regarding the
adoption of the ordinance approving the Development Code. It was
felt that the Development Code did not adequately address issues
concerning landscaping requirements on businesses vacant for 180
days or more, and included overly stringent conditions regarding
convenience stores.
CITY ATTORNEY PENMAN ARRIVED
City Attorney Penman arrived at the council meeting and
replaced Senior Assistant City Attorney Barlow.
City Attorney Penman stated that Senior Assistant City
Attorney Barlow and Deputy City Attorney Empeno will be available
to work on any amendments to be included in the Development Code
to be brought back May 20, 1991, for Council's approval.
CITY ATTORNEY PENMAN EXCUSED
City Attorney Penman left the council table and was replaced
by Senior Assistant City Attorney Barlow.
Council Member Minor made a motion, seconded by Council
Member Minor, that final reading of the ordinance be waived; that
said ordinance be adopted with the condition that Christian
educational facilities be allowed in the CO-I, Commercial Office
District zoning. 2) that the General plan interpretations be
returned to the Planning Commission; that a finding be made that
the adoption of the Development Code is within the scope of the
adopted General Plan, and that the adopted General Plan
Environmental Impact Report adequately describes the adoption of
the Development Code for the purposes of CEQA.
Ordinance No. MC-782 was adopted by the following vote:
Ayes: Council Members Reilly, Maudsley, Minor, Miller. Nays:
Council Member Pope-Ludlam. Absent: Council Members Estrada,
Flores.
CLOSED SESSIONS
Senior Assistant City Attorney Barlow indicated
