MAYOR AND COMMON COUNCIL
OF THE CITY OF SAN BERNARDINO
SPECIAL MEETING
1:30 P.M. - WEDNESDAY MAY 20, 1992
COUNCIL CHAMBERS
NOTICE IS HEREBY GIVEN that the Mayor of the City of San
Bernardino has called a Special Meeting of the Mayor and Common
Council for 1:30 p.m., Wednesday May 20, 1992, in the Council
Chambers of City Hall, 300 North "D" Street, San Bernardino,
California.
The purpose for which this meeting has been called is to
consider possible action concerning the appointment of certain
representatives to serve on the San Bernardino Regional Airport
Authority and waive and adopt the following resolution.
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO APPROVING THE APPOINTMENT OF CERTAIN
REPRESENTATIVES TO SERVE ON THE SAN BERNARDINO AIRPORT
AUTHORITY.
The Special Meeting of the Mayor and Common Council of the
City of San Bernardino was called to order by Mayor Holcomb at
1:34 p.m., Wednesday, May 20, 1992 in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Krasney with the following
being present: Mayor Holcomb; Council Members Estrada, Reilly,
Hernandez, Maudsley; City Attorney Penman, City Clerk Krasney,
City Administrator Clark. Absent: Council Members Minor, Pope-
Ludlam, Miller.
INVOCATION
The invocation was given by John Lowe of Campus Crusade for
Christ.
PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Council Member
Hernandez.

ANNOUNCEMENT - CITY HALL OPEN HOUSE - FOUNDER'S DAY
CELEBRATION - 12:00 P.M. - 7:00 P.M. WEDNESDAY, MAY 20,
1992
City Clerk Krasney announced that the City of San Bernardino
will sponsor open house tours of City Hall in celebration of
Founder's Day, May 20, 1810. The open house will be from 12:00
p.m. until 7:00 p.m., Wednesday, May 20, 1992.

Mayor Holcomb thanked the Council Members for coming to the
special meeting. He stated that the reason that a special
meeting was called was because the airport authority was set to
convene at 3:00 p.m., and that the City should have a full
complement of representatives to serve on the San Bernardino
Airport Authority.
Mayor Holcomb emphasized the importance of appointing a
representative to the San Bernardino Airport Authority who can
best represent the City. Mayor Holcomb pointed out that Norton
Air Force Base is a tremendous regional asset that needs to be
developed to its fullest potential.
Mayor Holcomb stated that since there are two separate
distinct agencies dealing with Norton, it is highly important
that there be a very close relationship between the IVDA Boards
of Directors and the Airport Regional Authority. Therefore, for
the best interest of the City and for the IVDA and Airport
Authority he recommended Council Member Estrada as the second
representative to serve on the San Bernardino Airport Authority.

Concerns were expressed regarding Council Member Estrada's
ability to balance her responsibilities as Council Member, First
Ward, Chair to the IVDA Board, and representative to the San
Bernardino Airport Authority.

Council Member Estrada responded to concerns regarding her
qualifications and job availability by serving on both the IVDA
Board and the Airport Regional Airport Authority. Ms. Estrada
confirmed that as a representative of the First Ward, a member of
the IVDA Board, and an appointee to the San Bernardino Airport
Authority, she is committed and prepared to do the job.

Mayor Holcomb urged members of the Council to set aside
personal differences and consider the welfare of the City by
approving the appointment of Council Member Estrada.
Mayor Holcomb proposed that the appointment of Council
Member Estrada be considered on a provisional basis to expire
either at the next Council meeting or to expire in 90 days.
City Attorney Penman expressed concern that the City of San
Bernardino would not have adequate representation on the Airport
Authority Commission, until the Council resolved its internal
problems and selected another representative. Mr. Penman urged
the Council to put aside all differences and support the
appointment of Council Member Estrada.
