JOINT ADJOURNED REGULAR MEETING
FEBRUARY 25, 1992
ECONOMIC DEVELOPMENT AGENCY BOARD ROOM
This is the time and place set for a joint adjourned regular
meeting of the Mayor and Common Council and the Community
Development Commission of the City of San Bernardino at a regular
meeting held at 8:30 a.m., Monday, February 17,1992, in the
Council Chambers of City Hall, 300 North "D" Street, San
Bernardino, California.
The City Clerk has caused to be posted the Order of
Adjournment of said meeting held on Monday, February 17, 1992,
and has on file in the office of the City Clerk an affidavit of
said posting together with a copy of said Order which was posted
at 3:00 p.m., Tuesday, February 18, 1992, on the door of the
place at which said meeting was held.
The joint adjourned regular meeting of the Mayor and Common
Council and the Community Development Commission of the City of
San Bernardino was called to order by Mayor Pro Tem Estrada at
11:09 a.m., Tuesday, February 25, 1992, in the Economic
Development Agency Board Room, 201 North "E" Street, San
Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Krasney with the following
being present: Mayor Pro Tem Estrada; Council Members Estrada,
Reilly, Hernandez, Mauds1ey; Deputy City Attorney Empeno, City
Clerk Krasney, City Administrator Clark. Absent: Mayor Holcomb;
Council Members Minor, Pope-Ludlam, Miller.
Also present were: Fred Wilson, Assistant City
Administrator; Tim Steinhaus, Agency Administrator, Economic
Development Agency; Susan Morales, Project Manager, Development
Department/Economic Development Agency; Planning and Building
Services: Al Boughey, Director; Larry Reed, Assistant Director;
Sandra Paulsen, Senior Planner; and Valerie Ross, principal
Planner; Planning Commission: Bob Stone, George Romero, Michael
Valles, and Daniel Ortega; consultants from The Arroyo Group, 142
West Colorado Boulevard, Pasadena, California: Larry Morrison
and Ray Spano; and Glenda Saul of Saul & Associates, 411 West
State Street, Redlands, California.

MOUNT VERNON CORRIDOR SPECIFIC PLAN & ENVIRONMENTAL
IMPACT REPORT (R-1)
Susan Morales, Project Manager, Development
Department/Economic Development Agency, explained that the
purpose of the joint Mayor and Common Council, Community
Development Commission and Planning Commission meeting was to
review and discuss the draft Paseo Las Placitas specific plan
and environmental impact report for the Mt. Vernon Corridor. She
introduced Mr. Larry Morrison, The Arroyo Group, and stated that
Mr. Morrison would make a presentation regarding the specific
plan and environmental impact report.
COUNCIL MEMBER POPE-LUDLAM ARRIVED
At 11:12 p.m., Council Member Pope-Ludlam arrived at the
Council meeting.
Mr. Larry Morrison, The Arroyo Group, 142 West Colorado
Boulevard, Pasadena, California, explained that the Paseo Las
Placitas specific plan contains a v~s~on and implementation
program to create a shopping, dining, entertainment and community
facilities environment for southwest San Bernardino. Paseo Las
Placitas features a streets cape and courtyard environment which
would be unique within the City and region. Paseo Las Placitas
was also designed to be an arts district with artist-designed
fountains, murals, sculpture and street furniture.
Mr. Morrison explained that the purpose of the specific plan
was to provide for systematic implementation of the General Plan,
as related to properties located in the area of the Paseo Las
Placitas specific plan. The Paseo Las Placitas specific plan is
a set of interrelated concepts, plans and guidelines regarding
how the specific plan area can be transformed from a blighted to
a productive area. The following is an overview of the contents
of each section of the specific plan: 1) the Context describes
the boundaries of the specific plan and its relationship to the
City and region; and the constraints and opportunities related to
revitalization; 2) the Market Factors describe the trade areas;
3) the Goals set forth the directions to be pursued in
revitalizing the area; 4) the Framework Plan describes the
immediate setting and the recommendations for urban design, land
use, circulation and parking; 5) the Desian Guidelines describe
how a unique environment can be created through a design palette
of materials, forms and details, interconnections of public and
private spaces, and construction of properly located and designed
parking; and 6) the Implementation explains how a public-private
partnership can implement the plan through a variety of programs
and techniques.
Mr. Morrison stated that the Paseo Las Placitas is located
in the southwest portion of the City of San Bernardino. The
twenty-eight acre area is bounded by 9th Street on the north and

4th Street on the south; the area generally extends east and west
of Mt. Vernon Avenue to a depth of one property, and east along
5th Street to Garner Avenue.
Mr. Morrison stated that the paseo Las Placitas' current
constraints in relationship to becoming a viable retail area
include: a lack of viable retailers; poor architectural image;
frequent curb cuts and hazards; shallow parcels; cluttered
unattractive signage; lack of adequate and attractive street
furniture; unattractive streetscape of 5th Street entry corridor;
and pockets of deterioration in adjacent residential areas.
He also explained that the Paseo Las Placitas' current
opportunities in relationship to becoming a viable retail area
include: the La Plaza and 9th Street parks which are attractive
open spaces; 5th Street freeway access; Villasenor Library; Home
of the Neighborly Service; some existing viable businesses;
proximity to downtown San Bernardino; proximity to many well-kept
houses in adjacent neighborhoods; potential to upgrade the 5th
Street entry corridor; substantial amounts of vacant land and
buildings; several existing investments in newer construction;
existing regional access via Amtrak and potential commuter rail
regional access; and the potential for development of regional
transportation, recreation and employment centers in the vicinity
of the Santa Fe Depot.
Mr. Morrison stated that in order to attract both local
residents and visitors/shoppers Pas eo Las Placitas has been
designed with a unique pedestrian environment and retailing
concept. The Paseo features a pedestrian promenade along Mt.
Vernon Avenue with adjacent courtyards featuring shaded, outdoor
dining areas amidst an environment of flowers and fountains; and
convenient parking provided in four parking district lots. He
stated that complementing the overall pedestrian theme are five
major retail components: an ethnic, gift and home furnishings
market (Mercado) featuring unique items from throughout Mexico
and Latin America; an ethnic food market (Mercado) featuring
foods from Mexico and Latin America; an ethnic restaurant row
surrounding La Plaza Park featuring foods from Mexico and Latin
America; a multi-screen cinema complex; and specialty retail
shops with office and service uses.
He explained that the framework plan for Paseo Las Placitas
consists of three major components: 1) the urban design
component which describes the combination of factors creating the
unique, pedestrian environment; 2) the land use component which
defines a series of special land use districts, and identifies
the types of uses which are allowed in each district; and 3) the
circulation and parking component which describes how automobiles
and buses access the land use districts, and the manner in which
the parking district would function.

Mr. Morrison stated that the urban design component would
create a unique environment appealing to all citizens, while
reflecting the ethnic background of the Mt. Vernon vicinity and
create a harmonious relationship with the adjacent residential
neighborhoods. The land use component would create a shopping,
dining, entertainment and services district and provide a
regional destination which would attract visitors from the
southern California region. The circulation and parking
component would create a pedestrian-oriented environment; provide
a balanced transportation system to conserve energy and reduce
air pollution; create accessibility linkages to downtown via a
5th Street shuttle, the Southern California region via the 1-215
freeway, a commuter rail stop at the Santa Fe Depot, and adjacent
neighborhoods via pedestrian streets that connect to Mt. Vernon
Avenue with cul-de-sac walkways; and provide an adequate supply
of parking.
CITY ADMINISTRATOR CLARK EXCUSED
City Administrator Clark left the Council meeting.
COUNCIL MEMBER ESTRADA EXCUSED
At 11:35 a.m., Mayor Pro Tem Estrada left the Council
meeting and Council Member Pope-Ludlam assumed the duties of
Mayor Pro Tem.
RECESS MEETING
At 11:38 a.m., the joint adjourned regular meeting of the
Mayor and Common Council and Community Development Commission of
the City of San Bernardino was recessed.
RECONVENE MEETING
At 12:00 p.m., Mayor Pro Tem Pope-Ludlam reconvened the
joint adjourned regular meeting of the Mayor and Common Council
and Community Development Commission of the City of San
Bernardino in the Economic Development Agency Board Room, 201
North "E" Street, San Bernardino, California.

being present: Mayor Pro Tem Pope-Ludlam; Council Members
Reilly, Hernandez, Maudsley, Pope-Ludlam; Deputy City Attorney

Mr. Morrison of The Arroyo Group answered questions from
the Council and Planning Commission regarding various aspects of
the specific plan.
Discussion ensued regarding the widening of Mt. Vernon

Avenue as directed by the City of San Bernardino General Plan.
A discussion was held relative to how the specific plan
would be implemented.
Council Member Pope-Ludlam made a motion, seconded by
Council Member Hernandez, and unanimously carried, that the
meeting be adjourned to 8:30 a.m., Monday, March 2, 1992, in the
Council Chambers of City Hall, 300 North "D" Street, San
Bernardino, California.
COUNCIL MEMBER POPE-LUDLAM EXCUSED
At 12: 13 p. m., Mayor Pro Tem Pope-Ludlam left the Council
meeting and Council Member Reilly assumed the duties of Mayor Pro
Tem.
ANNOUNCEMENT BY MAYOR PRO TEM REILLY - LACK OF A QUORUM
Mayor Pro Tem Reilly announced that due to the lack of a
quorum, the Council meeting would proceed as a workshop.
Discussion ensued regarding the parking and traffic
circulation elements of the Paseo Las Placitas specific plan.
Discussion ensued regarding the extent of public and private
participation necessary for successful implementation of the
specific plan in relation to current economic constraints.

The Mayor and Common Council and Community Development
Commission did not recess to closed session during this meeting.
ADJOURNMENT (R-3)
At 12:25 p.m., Mayor Pro Tem Reilly adjourned the joint
adjourned regular meeting of the Mayor and Common Council and
Community Development Commission to 8:30 a.m., Monday, March 2,
1992, in the Council Chambers of City Hall, 300 North "D" Street,
San Bernardino, California.
