This is the time and place set for a joint adjourned regular
meeting of the Mayor and Common Council of the City of San
Bernardino, and the Mayor and Council of the City of Highland, at
a regular meeting held at 8:00 a.m., Monday, December 6, 1993, in
the Council Chambers of City Hall, 300 North "D" Street, San
Bernardino, California.
The City Clerk has caused to be posted the order of
adjournment of said meeting held on December 6, 1993, and has on
file in the office of the city Clerk an affidavit of said posting
together with a copy of said order which was posted at 1:00 p.m.,
Tuesday, December 7, 1993, on the door of the place at which said
meeting was held.

ROLL CALL
Roll call was taken by Deputy City Clerk Vale with the
following being present: Mayor Minor; Council Members Negrete,
Curlin, Hernandez, Oberhelman, Devlin; City Attorney Penman,
Deputy City Clerk Vale, City Administrator Shauna Clark. Absent:
Council Members Pope-Ludlam, Miller.
Also present: Jim Howell, Acting Director of Public
Services; Al Boughey, Director of Planning and Building Services;
Gene Klatt, Assistant City Engineer; Fred Wilson, Assistant city
Administrator; Tim Steinhaus, Agency Administrator, Economic
Development Agency.

ROLL CALL
Roll call was taken by Deputy city Clerk Anderson with the
following being present: Mayor John Timmer; Council Members
Laurie Tully-Payne, Warren Wheeler, Dennis Johnson; City Attorney
Peg Battersby, Deputy City Clerk Debbie Anderson, City Manager
Sam Racadio. Absent: Council Member Jody Scott.

Also present: Bruce Coleman, Director, Community
Development; Ernie Wong, city Engineer; Steve Walker, City
Planner; and Ron Telles, Chief of Police.
Also present from San Bernardino Associated Governments,
(SANBAG), 472 North Arrowhead Avenue, San Bernardino Wes
McDaniel; and from Southern California Association of
Governments, (SCAG), 818 West 7th Street, 12th Floor, Los Angeles
- Al Fuentes, and David stein.

ANNOUNCEMENT - MAYOR MINOR

Mayor Minor stated that the conversion of Norton Air Force
Base from a military to a civilian airport has been approved by
the Pentagon.

The joint adjourned regular meeting of the Mayor and Common
Council of the City of San Bernardino, and the Mayor and Council
of the city of Highland was called to order by Mayor Minor, City
of San Bernardino, at 7:20 p.m., Wednesday, December 15, 1993, at
The Mediterranean Restaurant, 1300 East Highland Avenue, San
Bernardino, California.
PUBLIC COMMENTS - JEFF WRIGHT

Jeff Wright, P.O. Box 2341, San Bernardino, CA, stated that
bicyclists should be permitted to utilize drive-thru windows at
fast food restaurants.
SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG)-
DRAFT REGIONAL COMPREHENSIVE PLAN & DRAFT REGIONAL
MOBILITY ELEMENT (3)
The Draft Regional Comprehensive Plan dated December 1993,
includes the following chapters: Strateqv: the integration of
regional goals with the recommendations of the individual
components; The Economv: an analysis and forecast of economic
trends with suggested regional strategies; Growth Manaqement:
Federally and State required projections of population, housing,
and employment; Reqional Mobility: a summary of the Regional
Mobility Element which meets Federal and State requirements for a

Regional Transportation Plan (RTP); Air Oualitv: a summary of
Federally and state mandated air quality plans; Housinq: a
projection of housing needs and trends; Human Resources and
Services: a description of current conditions with
recommendations for future study and action; Finance: an
evaluation of local fiscal capacity to meet needs identified in
the Draft Regional Comprehensive Plan; Open Space and
Conservation: existing plans for major land management agencies;
Water Resources: existing water supply agency plans; Water
Oualitv: current Federally mandated Regional Water Quality
Control Plans; Enerqv: State mandated Energy Plan; Hazardous
Waste Manaqement: State mandated Regional Hazardous Waste
Management Plan; Inteqrated Solid Waste Manaqement: an analysis
of present plans and conditions; and Plan Implementation: an
analysis of Southern California Association of Government's
(SCAG) legal authorities with respect to required plans and
recommendations for voluntary actions.
The Draft Regional Comprehensive Plan (DRCP) is a
comprehensive multi-agency effort that will be updated and
refined as conditions evolve. The DRCP establishes goals for the
region, and identifies strategies to guide implementation of the
plan during the next fifteen to twenty years; provides a view of
the plans of various regional agencies that will affect local
governments; and summarizes how the region will meet Federal and
State mandates regarding transportation, growth management, air
quality, housing, hazardous waste management, and water quality
management.
The Draft Regional Comprehensive Plan (DRCP) is a
comprehensive overview of the region, focusing on its growth and
problems, and recommends a strategy that local governments may
use to meet these challenges while acknowledging that all
problems and issues are interconnected and cannot be dealt with
in isolation from one another. The DRCP is an analysis of
conditions in, and projections for, the region and is intended
to be continuously revised so that it provides a response that is
both long range, strategic, and responsive to a constantly
evolving region.
The Draft Regional MObility Element dated December 1993,
includes the following chapters: Executi ve Summary goals,
objectives, strategies, and finance; Regional Transportation
Demand Management Program; Regional Transit (bus and rail)
Program; Regional Streets and Highways Program; Regional Non-
Motorized Transportation Program; Regional Goods Movement
Program; Regional Aviation System Program; Long-Range Corridors;
Financial Program; Regional Transportation Control Measure (TCM)
Programs; Regional Action Program Summary; Socioeconomic
Implications; Urban Form and Mobility; Glossary of Terms;
Acknowledgements; List of Chapter Authors; Subregional Input;
Amendments Process; Intermodal Surface Transportation Efficiency

Act (ISTEA) Planning Factors; status of TSM actions recommended
in the 1989 Regional Mobility Plan; Summary of Performance
Indicators for Regional Mobility Element Modeling Alternatives
for 1990 and 2010; and Socioeconomic Forecast and Modeling
Parameters; and Project Inclusion criteria.
The Draft Regional Mobility Element (RME) serves as both the
Federal and State Transportation Plan for the region. The RME
establishes the goals, objectives (performance targets), and
policies to address the region's mobility issues, and is based on
current demographics, statistics and computer projections.
The Draft Regional Mobility Element is tied to
transportation budgeting and actual project implementation
through its role in the Regional Transportation Improvement
Program (RTIP) process. The RME will guide regional
transportation decision-making, and provide a framework for
input on statewide long-range planning, development, operation
and maintenance issues that will be considered in the California
Transportation Plan.
Al Fuentes, Manager of Member Services, Southern California
Association of Governments, (SCAG), 818 West 7th Street, 12th
Floor, Los Angeles, CA, explained that SCAG has been restructured
to be more effective in meeting the needs of the region; and
answered questions regarding the Draft Regional Comprehensive
Plan and the Draft Regional Mobility Element.
David Stein, Principal Planner, Southern California
Association of Governments, (SCAG), 818 West 7th Street, 12th
Floor, Los Angeles, CA, explained the goals and objectives of the
Draft Regional Comprehensive Plan and the Draft Regional Mobility
Element; and answered questions regar-ding the draft documents.
Discussion ensued regarding the Draft Regional
Comprehensive Plan and Draft Regional Mobility Element.
Wes McDaniel, San Bernardino Associated Governments,
(SANBAG), 472 North Arrowhead Avenue, San Bernardino, CA, stated
that the Draft Regional Comprehensive Plan and Draft Regional
Mobility Element would be discussed on January 5, 1994, at the
Feldheym Library, 555 West 6th Street, San Bernardino, CA, and
urged interested parties to attend.
Frank Williams, Executive Officer, Building Industry
Association (BIA), Baldy View Region, 9227 Haven Avenue, suite
#280, Rancho Cucamonga, CA, expressed concern regarding
inconsistencies in the draft documents. Mr. Williams distributed
to the respective Mayors and Council Members of each City copies
of a letter dated November 3, 1993, from Mark Pisano, Executive
Director, Southern California Association of Governments (SCAG),
818 West Seventh Street, 12th Floor, Los Angeles, CA, and a

letter from himself dated December 8, 1993 in support of his
concerns.
council Member Laurie TUlly-Payne, city of Highland,
answered questions regarding the Regional Transportation Control
Measure (TCM) Programs.
Discussion continued regarding the Draft Regional
Comprehensive Plan and Draft Regional Mobility Element.
David Schultz, San Bernardino Valley Association of
Realtors, 1798 North "D" street, San Bernardino, CA, expressed
concern that the air quality component duplicates existing
programs.

ADJOURNMENT (5)
At 8:25 p.m., the meeting was adjourned. The next regular
Council meeting will be held at 8:00 a.m., Monday, December 20,
1993, in the Council Chambers of City Hall, 300 North "D" street,
San Bernardino, California.
