COUNCIL CHAMBERS
This is the time and place set for a joint adjourned regular
meeting of the Mayor and Common Council and Community Development
Commission of the City of San Bernardino from the adjourned
regular meeting held at 8:30 a.m., Monday, May 10, 1993, in the
Council Chambers of City Hall, 300 North "0" street, San
Bernardino, California.
The City Clerk has caused to be posted the order of
adjournment of said meeting held on Monday, May 10, 1993, and has
on file in the office of the City Clerk an affidavit of said
posting together with a copy of said order which was posted at
8:30 a.m., Tuesday, May 11, 1993, on the door of the place at
which said meeting was held.
The joint adjourned regular meeting of the Mayor and Common
Council and Community Development Commission of the city of San
Bernardino was called to order by Mayor Holcomb at 9:01 a.m., in
the Council Chambers of City Hall, 300 North "0" Street, San
Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Rachel Clark with the
following being present: Mayor Holcomb; Council Members Reilly,
Hernandez, Maudsley, Minor, Miller; city Attorney Penman, City
Clerk Rachel Clark, city Administrator Shauna Clark. Absent:
Council Members Estrada, Pope-Ludlam.
INVOCATION AND PLEDGE OF ALLEGIANCE
There was no invocation and pledge of allegiance conducted
during this meeting.

regarding the maintenance of landscaping in assessment districts.
Jeff Wright, P. O. Box 2341, San Bernardino, CA, expressed
opposition to the subcontracting of landscape maintenance
services to companies outside of the City.
Council Member Minor made a motion, seconded by Council
Member Miller, that said resolution be adopted.

funded by the Economic Development Agency.

Council Member Miller made a substitute motion, seconded by
Council Member Reilly, that the appointment of Kathryn

office, Range 3333, step One, $2334 per month, effective May 16,
1993, be approved.

Member Miller, and unanimously carried, that the proposed

streets, and the discussion of the financing of the new police

At 10:16 a.m., City Administrator Shauna Clark returned to
the Council meeting.
FISCAL YEAR 1993/94 BUDGET REVIEW - CONTINUED FROM MAY

This is the time and place continued to conduct a review of
the Fiscal Year 1993/94 budget.
Shauna Clark, City Administrator, explained that the City
has a deficit for FY 1993/94 of $3.5 million. She explained that
one method considered for addressing this budget shortfall was to
implement a reduction of five percent (5%) in each City
department's budget, which could include employee layoffs.
Ms. Clark explained that four departments would present
their proposed budget cuts: Library, Parks, Recreation and
Community Service, Fire, and Police. She stated that these four
departments were chosen to present their departmental cuts
because they are the largest departments that provide direct
public service to the community, and have the largest impact on
the general fund. (In the FY 1993/94 preliminary detail budget,
see section 3. Budget Charts, on page 30 for a general fund
revenue summary, and on page 35 for a general fund expenditure
summary. )

and was replaced with Senior Assistant City Attorney Morillo.

Discussion ensued regarding the Library's proposed budget
reduction measures.
City Administrator Shauna Clark answered questions regarding
the proposed budget reduction option that would reduce City
employees PERS (Public Employee Retirement System) contribution
by 3%. She explained that each percentage reduction in the PERS
benefit would generate a savings of $433,333; a 2% reduction in
PERS would save $866,666; and a 3% reduction in PERS would
generate of savings of $1.3 million annually.
Ms. Clark answered questions regarding Charter Section 186
which mandates salary increases annually for Police and Fire
employees. She explained that a $1.1 million reserve has been
set aside to pay this year's annual section 186 salary increases.
A survey will be conducted in late summer to determine the impact
of Charter Section 186 on the general fund.
Discussion ensued regarding the different options for
balancing the budget that include reducing City employees
benefits, laying off City employees, and raising taxes. It was
felt that a combination of these three methods would need to be
utilized to eliminate the budget deficit of $3.5 million.
Shauna Clark, City Administrator, explained that at this
time the City does not yet know the extent of the anticipated
loss in property tax revenue which has been proposed in the
State's budget. She explained that the state budget may not be
finalized until late summer, and expressed concern that the loss
in property tax revenue may be more than $1.9 million.
Ms. Clark explained that one option for reducing the budget
deficit is to broaden the application of the utility tax onto the
water and sewer bills. She explained that this would not be a
tax increase but would increase the utilities that the tax is
charged on, and would generate approximately $2.2 million
annually.

1993, and whether the County's charge to cities for booking

Annie Ramos, Director of Parks, Recreation and community
Services, explained Parks, Recreation and Community Services

explained that a five percent reduction would reduce the
department's budget by $270,747.
Ms. Ramos answered questions regarding the Parks, Recreation
and Community Services proposed departmental budget cuts, and how
those cuts would affect service to the community.

FIRE DEPARTMENT
Chief wright, Fire Department, explained the Fire
Department's proposed five percent departmental budget reduction
measures as outlined on pages 11 and 12 of the FY 1993/94
preliminary program budget, section Nine, Department Budget Cuts.

Karl Kolodcik, President, San Bernardino/Rialto Firefighter

city could balance its budget by establishing and operating a
city ambulance service.
Mayor Holcomb expressed support for the city operating its
own ambulance service; however, fel t that due to the imminent
threat of litigation regarding the ambulance service issue that
it could not be considered as an immediate method for balancing
the City's budget. He explained that there are several
unresolved legal issues regarding the City operating an
ambulance service.
Mr. Kolodcik explained that the City experiences the same
liability position whether or not it operates its own ambulance
service because the city is mandated by the state to respond to
all emergencies within its boundaries.

MAYOR HOLCOMB EXCUSED
At 12: 08 p.m., Mayor Holcomb left the Council meeting and
the duties of Mayor Pro Tem were assumed by Council Member
Miller.
A discussion was held regarding the best way to eliminate
the $3.5 million budget deficit without negatively impacting
service to the community, and experiencing the possible impacts
of the proposed five percent departmental budget cuts.
Concern was expressed regarding the need to balance the
diminishing resources of the City, with the increasing needs of a
growing population.
Shauna Clark, City Administrator, felt that the best
solution to the City's yearly financial difficulties would be to
reduce the State's ability to continuously take monies away from
cities. She felt that it was imperative that the citizens be
aware of the negative impact that reducing the city's department
budgets would have on the provision of city services.
Mr. Kolodcik voiced opposition to any reduction in the Fire
Department's budget.
Ms. Clark stated that the city should consider adopting a
resolution opposing Senate Bill (SB) 1154 which mandates that
counties approve the establishment, and contractual arrangements,
that cities have with local ambulance services.

POLICE DEPARTMENT
Daniel Robbins, Chief of Police, explained the Police
Department's proposed five percent departmental budget reduction
measures as outlined on pages 27 through 31 of the FY 1993/94
preliminary program budget, section Nine, Department Budget Cuts.
Chief Robbins explained that a five percent reduction would
reduce the department's budget by $1,434,500.
Chief Robbins answered questions regarding the Police
Department's proposed departmental budget cuts, and how those
cuts would affect service to the community.
A discussion was held regarding the impact that the Police
Department's budget reduction measures would have on the levels
of service and department programs.
Concern was expressed regarding the impending loss of San
Bernardino and Los Angeles County law enforcement personnel due
to County budget cuts, and the negative impact those budget cuts
would have on the citizens of San Bernardino, its policing and
quality of life.
Shauna Clark, City Administrator, explained that the intent
of Assessment District No. 994 was to fund additional police
personnel in the patrol division. She explained that Assessment
District No. 994 would expire in July of 1994 and cause the loss
of approximately $2 to $2.5 million in revenue to the department.
Discussion ensued regarding Assessment District No. 994,
the city-wide street sweeping and street lighting assessment
district, which funded additional police personnel; and how the
assessment district could be continued so that the Police
Department could continue to receive the funds that support an
additional forty-eight employees hired through the district.
There was no action taken on the budget during this meeting.
Jeff Wright, P. O. Box 2341, San Bernardino, CA, spoke
concerning item #27 from the May 10, 1993 meeting which
authorized an agreement for counseling services for city
employees. He stated that the agreement should be amended to
assist employees at the time of termination.
