The city Clerk has caused to be posted the order of adjournment of said meeting held on Monday, April 26, 1993, and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said order which was posted at 3:00 p.m., Monday, April 26, 1993, on the door of the place at which said meeting was held. The adjourned regular meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Holcomb at 9:02 a.m., Thursday, May 6, 1993, in the Council Chambers of city Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll call was taken by Deputy City Clerk Cordova with the following being present: Mayor Holcomb; Council Members Estrada, Reilly, Hernandez, Minor, Miller; Deputy city Clerk Cordova; City Administrator Shauna Clark. Absent: Council Members Maudsley, Pope-Ludlam; City Attorney Penman. CLOSED SESSION (1) The Mayor and Common Council did not conduct a session at this time; howeyer, the Mayor and Common recessed into closed session at 11:08 a.m. (See page 6) closed Council INVOCATION & PLEDGE OF ALLEGIANCE There was no invocation or pledge of allegiance conducted during this meeting. ~' 1 5/6/93 PUBLIC COMMENTS (3) There were no pUblic comments during the public comment section of this meeting. COUNCIL MEMBER MAUDSLEY ARRIVED At 9:04 a.m., Council Member Maudsley arrived at the Council meeting and took his place at the council table. ANNOUNCEMENT - MAYOR HOLCOMB (2) Mayor Holcomb congratulated Council Member Minor for succeeding in obtaining the mayoral seat, and commended Council Member Estrada for her campaign efforts. ANNOUNCEMENT - COUNCIL MEMBER MINOR (2A) Council Member Minor thanked the citizens that voted for him. ANNOUNCEMENT - COUNCIL MEMBER ESTRADA (2B) Council Member Estrada thanked the voters who voted for her, and congratulated Council Member Minor. SENIOR ASSISTANT CITY ATTORNEY BARLOW ARRIVED At 9:05 a.m., Senior Assistant City Attorney Barlow arrived at the Council meeting. ANNOUNCEMENT - MAYOR HOLCOMB (2C) Mayor Holcomb congratulated Edward Negrete as the newly- elected First Ward Council Member and F. J. Curlin, M.D. as the newly-elected Second Ward Council Member. FISCAL YEAR 1993/94 BUDGET DELIBERATIONS (5) In a memorandum dated May 3, 1993, Shauna Clark, city Administrator, presented the fiscal year 93/94 budget and stated that the City is facing many challenges in financing current levels of service. The impact of the recession, the rising number of legislative mandates, and stagnant development over the past two years have strained the City's fiscal condition. Two additional impacts on the general fund have negatively impacted 2 5/6/93 ,~ the proposed FY 93/94 budget. Those impacts include the anticipated loss of $1,900,000 in property tax revenues which has been proposed in the Governor's budget, and the reduced selling price of the old police facility to the Economic Development Agency. The original selling price of the facility was established at $2,300,000 and was used as a budgeted revenue for FY 92/93. Based on a subsequent appraisal, the selling price was reduced to $925,000. The difference of $1,375,000 was absorbed in the general fund which lowered the beginning balance for FY 93/94. The proposed general fund expenditure budget $76,139,000. Estimated available funds for $72,620,000. The difference of $3,519,000 anticipated budget shortfall for FY 93/94. for FY 93/94 is FY 93/94 are represents the General Fund Revenues. The FY 1993/94 revenue projections are very conservative, and assume the recession and the downturn in development will continue through the fiscal year. The FY 1993/94 estimated available resources are $72,620,000 and assumes continuation of existing city revenue sources. This amount includes estimated revenues of $66,918,500; $813,400 in net transfers to other funds, and an estimated FY 1992/93 carryover of approximately $2.78 million. The FY 1993/94 total resources represent a six (6) percent reduction over the beginning FY 1992/93 estimate of $77,028,500. The revenue source most affected by the economic situation is development fees, which have been reduced by nine (9) percent. utility users tax reflects a slight increase over FY 1992/93 due to the action taken last year to tax cellular telephone users and international and intrastate telephone calls. The majority of the other revenue sources have not been increased. Fund transfers to the general fund budget total $2,915,300. Fund transfers out of the general fund budget total $3,728,700. These two factors combine to result in the net transfer out of the general fund of $813,400. Expenditures. The FY 1993/94 budget is $76,139,000 (including transfers out), which represents a 2.8 percent increase over the beginning FY 1992/93 budget. In keeping with this fiscally conservative approach, the only funds included this year for annual employee compensation adjustments will be Charter section 186 requirements budgeted at $1.1 million. Equipment funding includes the first year lease payment of 24 new police cars ($215,200); ongoing clean-up of underground storage tanks ($20,000); funding for the City business system computer software upgrade ($75,000); and capital equipment for the 800 MHz voice radio system ($264,800). The funding source for these capital items would be the balance of the Collaterized 3 5/6/93 Mortgage Obligation (CMO) bond proceeds. Other smaller miscellaneous equipment has also been included in the respective department budgets as needed. Based upon the revised estimated resources and expenditures, the estimated shortfall for the general fund would be $3,519,000. Shauna Clark, City Administrator, explained the format used in presenting the preliminary program budget and the preliminary detail budget. Barbara Pachon, Director of Finance, explained and answered questions regarding the FY 93/94 general fund revenue summary as outlined on page 30 of the preliminary detail budget. (For a detailed revenue report, see pages 3-5 in the FY 93/94 preliminary detail budget.) Discussion ensued relative to the $1,900,000 estimated property tax shortfall. Fred Wilson, Assistant city Administrator, answered questions and explained how the 1993/94 budget was prepared. The Council discussed FY 93/94 detail of interfund transactions, as outlined on page 13 of the FY 93/94 preliminary detail budget. City Administrator Shauna Clark explained section One, Budget Message, Page A of the preliminary detail budget 1993/94, and answered questions relative to the list of ongoing and potential budget balancing techniques. Discussion ensued relative to the proposed budget balancing recommendations outlined on Page A (Revenue) of the FY 93/94 preliminary detail budget. Discussion ensued relative to the proposed budget balancing recommendations outlined on Page B (Miscellaneous), Page C (Economic Development Agency Revenue Enhancements), and Page D (personnel Cost Savings) of the FY 93/94 preliminary detail budget. Discussion ensued regarding the potential privatization of city services and the potential positive and negative aspects of such an action to privatize city services. CITY ATTORNEY PENMAN ARRIVED At 10:22 a.m., City Attorney Penman arrived at the Council meeting. There was no action taken on this item during the meeting. RECESS MEETING At 10:40 a.m., Mayor Holcomb declared a five-minute recess. RECONVENE MEETING At 11: 00 a. m., the adj ourned regular meeting of the Mayor and Common Council reconvened in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll call was taken by Deputy city Clerk Cordova with the following being present: Mayor Holcomb; Council Members Estrada, Reilly, Hernandez, Maudsley, Minor, Pope-Ludlam, Miller; City Attorney Penman; Deputy City Clerk Cordova; City Administrator Shauna Clark. Absent: None. ANNOUNCEMENT - MAYOR HOLCOMB (2F) Mayor Holcomb announced that the public may call 384-5122, Monday through Friday, with any concerns or suggestions relative to the 1993/94 proposed budget. CRIME & VIOLENCE - WEST SIDE OF SAN BERNARDINO (NB-1) Council Member Estrada made a motion, seconded by Council Member Miller, and unanimously carried, that the issue of crime and violence on the west side of San Bernardino arose subsequent to the posting of the agenda. It was the consensus of the Council that the Council Members be informed of all unknown homicides within their respective wards. MAYOR HOLCOMB RETURNED At 1:10 p.m., Mayor Holcomb returned to the council meeting. COUNCIL MEMBER MILLER RETURNED At 1:12 p.m., Council Member Miller returned to the Council meeting. Discussion ensued relative to crime and violence on the west side, and how the community interacts with police personnel. COUNCIL MEMBER MILLER EXCUSED At 1:29 p.m., Council Member Miller left the Council meeting. 8 5/6/93 CITY ATTORNEY PENMAN EXCUSED At 1:32 p.m., city Attorney Penman left the Council meeting. ANNOUNCEMENT - TIMOTHY STEINHAUS (20) Timothy Steinhaus, Agency Administrator, Economic Development Agency, explained that he met with the State of California, General Services Administration to discuss the possible consolidation of operations within San Bernardino and Riverside Counties into one or two facilities within San Bernardino. Discussion ensued relative to retaining Caltrans and the bankruptcy courts within San Bernardino. COUNCIL MEMBERS ESTRADA & POPE-LUDLAM EXCUSED At 1:39 p.m., Council Members Estrada and Pope-Ludlam left the Council meeting. LACK OF A QUORUM At 1: 39 p.m., there was no longer a quorum present at the Mayor and Common Council meeting. CRIME & VIOLENCE - WEST SIDE OF SAN BERNARDINO (NB-1) Discussion ensued relative to the safety of police personnel. There was no action taken on this item during this meeting. CITY ATTORNEY PENMAN RETURNED At 1:48 p.m., City Attorney Penman meeting. returned to the Council PUBLIC HEARING FIRE NEGOTIATIONS CONTINUED FROM APRIL 19, 1993 IMPASSE HEARING- (4) This is the time and place continued to for discussion of the fire negotiations impasse hearing.
