HomeMy WebLinkAbout05-08-1995 Minutes MINUTES MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO ADJOURNED REGULAR MEETING MAY 8, 1995 COUNCIL CHAMBERS This is the time and place meeting of the Mayor and Common Bernardino from the regular meeting 1, 1995, in the Council Chambers Street, San Bernardino, California. set for an adjourned regular Coc;ncil of the City of San held at 8:00 a.m., Monday, May of City Hall, 300 North "D" The City Clerk has caused to be posted the order of adjournment of said meeting held on Monday, May 1, 1995, and has on file in the Office of the City Clerk an affidavit of posting together with a copy of said order which was posted at 9:00 a.m., Tuesday, May 2, 1995, on the door of the place at which said meeting was held. The adjourned regular meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Minor at 9:32 a.m., in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll call was taken by Deputy City Clerk Cordova with the following being present: Mayor Minor; Council Members Negrete, Curlin, Hernandez, Devlin; City Attorney Penman; Deputy City Clerk Cordova; City Administrator Shauna Clark. Absent: Council Members Oberhelman, Pope-Ludlam, Miller. COMMUNITY DEVELOPMENT COMMISSION - SPECIAL MEETING At 9:32 a.m., Chairman Minor called the special meeting of the Community Development Commission to order in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. APPROVE BID DEBT SERVICE RESERVE ECONOMIC DEVELOPMENT AGENCY RESTRUCTURING (Rl) Barbara Lindseth, Acting Director, Development Department, Economic Development Agency, submitted a Staff Report dated May 4, 1995, concerning the restructuring of the debt service reserve funds. Acting Director Lindseth provided a synopsis of the bids received for the debt service reserve restructuring. Council Member Hernandez made a motion, seconded by Council Member Negrete, and unanimously carried, that the Mayor and Common Council approve the restructuring of the staff designated Debt 1 5/8/95 Service Reserve Westminster and documents. Funds, accept authorize the and award Mayor to the bid to execute all National necessary POLICE MANAGEMENT AUDIT REPORT POLICE DEPARTMENT RALPH ANDERSEN & ASSOCIATES - CONTINUED FROM MAY 1, 1995 (1) This is the time and place continued to recommendations made in the police management conducted by Ralph Andersen & Associates. consider the audit report Shauna Clark, City Administrator, submitted a memorandum dated May 8, 1995, concerning police operations. City Administrator Shauna Clark provided a synopsis of the action taken regarding the police management audit report and explained the differences between a management audit and a strategic plan. Clay Brown, Ralph Andersen & Associates, 1446 Ethan Way, Suite 101, Sacramento, CA, provided background information and explained the services provided by Ralph Andersen & Associates. He answered questions regarding the Police Department's response and the recommendations made in the police management audit report. COUNCIL MEMBERS POPE-LUDLAM & MILLER ARRIVED At 9;45 a.m., Council Members Pope-Ludlam and Miller arrived at the Council meeting and took their places at the council table. Joe Hensburg, Ralph Andersen & Associates, 1446 Ethan Way, Suite 101, Sacramento, CA, answered questions concerning the number of calls for services provided by the Police Department and the recommendation made to consolidate police and fire dispatch operations. Roland Dart, Ralph Andersen & Associates, 1446 Ethan Way, Suite 101, Sacramento, CA, explained the differences of the recommendations made in the San Bernardino police management audit report versus those provided to other cities. COUNCIL MEMBER OBERHELMAN ARRIVED At 10:08 a.m., Council Member Oberhelman Council meeting and took his place at t.he council arrived table. at the Discussion ensued concerning Community Oriented Policing (COP), Problem Oriented Policing (POP), the effectiveness of the Police Department and the services enhanced by the Police Department through the extension and expansion of the city-wide Street Sweeping Street Lighting Assessment District No. 995. 2 5/8/95 City Attorney Penman explained the action required to implement various recommendations outlined in the police management audit report. CITY ATTORNEY PENMAN EXCUSED At 11:38 a.m., City Attorney Penman left the Council meeting and was replaced by Senior Assistant City Attorney Morillo. Wayne Harp, Acting Chief of Police, answered questions regarding the Police Department's concerns relative to the police management audit report. Council Member Hernandez made a ~otion, seconded by Council Member Negrete, that the police management audit report be received; and that the City Administrator and Acting Chief of Police be directed to provide a monthly report on the implementation of the police management audit report. (Note: There was no vote taken.) Jim Sivelle, Chairman, Police Commission, 5350 Park Lane, San Bernardino, CA, expressed concern regarding the contents of the audit in that it does not address personnel concerns or recommends an increase in police officers. COUNCIL MEMBER CURLIN EXCUSED At 11:52 a.m., Council Member Curlin left the Council meeting. Council Member Miller made a substitute motion, seconded by Council Member Negrete, that the police management audit report conducted by Ralph Andersen and Associates be received and filed; that staff be directed to meet and confer with the appropriate bargaining units on the impact of the proposed staffing changes; that the City Administrator and Acting Chief of Police be directed to oversee the implementation of the audit recommendations, except for those subj ect to legal opinion; that Ralph Andersen and Associates be authorized to conduct a supplemental analysis of the potential consolidation of the police and fire dispatch operations at a cost not to exceed $5,000; and that a monthly report be provided at a meeting of the Mayor and Council by the City Administrator and Assistant Chief of Police. The substitute motion failed by the following vote: Council Members Negrete, Hernandez, Miller. Nays: Council Oberhelman, Devlin. Abstain: Council Member Pope-Ludlam. Council Member Curlin. Ayes: Members Absent: COUNCIL MEMBER HERNANDEZ EXCUSED At 12: 12 p. m., Council Member Hernandez left the Council meeting. 3 5/8/95 council Member Pope-Ludlam made a motion, seconded by Council Member Devlin, that the matter be continued to May 15, 1995, in the Council Chambers of City Hall, 300 North "DB Street, San Bernardino, California. The motion carried by the following vote: Ayes: Council Members Negrete, Devlin, Pope-Ludlam, Miller. Nays: Council Member Oberhelman. Absent: Council Members Curlin, Hernandez. ADJOURNMENT (2) At 12:13 p.m., the meeting was adjourned. The next meeting will be held on Monday, May 15, 1995, at 8:00 a.m., in the Council Chambers of City Hall, 300 North "DB Street, San Bernardino, California.
