MAYOR AND COMMON COUNCIL
OF THE CITY OF SAN BERNARDINO
ADJOURNED REGULAR MEETING
SEPTEMBER 9, 1996
COUNCIL CHAMBERS
This is the time and place set for an adjourned regular
meeting of the Mayor and Common COL:ncil of the City of San
Bernardino from the regular meeting held at 8:03 a.m., Tuesday,
September 3, 1996, in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California,
The City Clerk has caused to be posted the order of
adjournment of said meeting held on Tuesday, September 3, 1996, and
has on file in the Office of the City Clerk an affidavit of said
posting together with a copy of said order which was posted at 8:00
a.m., Wednesday, September 4, 1996, on the door of the place at
which said meeting was held.
READING OF RESOLUTIONS
Prior to the commencement of the Mayor and Council meeting,
City Clerk Rachel Clark read the titles of all the resolutions on
the agenda for the meeting of the Mayor and Common Council.
The adjourned regular meeting of the Mayor and Common Council
of the City of San Bernardino was called to order by Mayor Pro Tem
Devlin at 9:05 a.m., Monday, September 9, 1996, in the Council
Chambers of City Hall, 300 North "D" Street, San Bernardino,
California.

RES. 96-275 - RESOLUTION OF THE MAYOR AND COMMON COUNCIL
OF THE CITY OF SAN BERNARDINO APPROVING A CERTAIN
FINANCING BY THE SAN BERNARDINO INTERNATIONAL AIRPORT
AUTHORITY, ACKNOWLEDGING CERTAIN OBLIGATIONS INCURRED BY
THE CITY OF SAN BERNARDINO PURSUANT TO A JOINT POWERS
AGREEMENT ESTABLISHING THE SAN BERNARDINO INTERNATIONAL
AIRPORT AUTHORITY AND APPROVING A CERTAIN ACQUISITION AND

upgrade the aviation facilities and to pay the operating deficits
created by the ongoing operations of the airport.
Senior Assistant City Attorney Barlow answered questions
concerning the allocation of funds.
Economic Development Agency Special Counsel Sabo answered
questions regarding the particulars of the joint powers agreement
(acquisition and participation agreement), stated that the San
Bernardino International Airport Authority (SBlAA) anticipates the
refinancing of the obligation and explained the legal utilization
of redevelopment funds.
Concern was expressed regarding whether or not the city would
be capable of absorbing its amount of the obligation and the need
to commit redevelopment funds in the amount of $1,000,000.

RES. 96-276 - RESOLUTION OF THE CITY OF SAN BERNARDINO
AUTHORIZING THE DIRECTOR OF PARKS, RECREATION AND
COMMUNITY SERVICES DEPARTMENT TO EXECUTE A CONTRACT WITH
COUNTY OF SAN BERNARDINO TO PROVIDE THE YOUTH MENTORING
PROGRAM. (Discussed on September 3, 1996) (2)
Council Member Oberhelman made a motion, seconded by Council
Member Miller, that full reading of the resolution be waived; and
that said resolution be adopted.
The motion carried and Resolution No. 96-276 was adopted by
the following vote: Ayes: Council Members Negrete, Curlin, Arias,
Oberhelman, Devlin, Anderson, Miller. Nays: None. Absent: None.
RES. 96-277 - RESOLUTION OF THE MAYOR AND COMMON COUNCIL
OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION
OF AN AGREEMENT FOR TOW SERVICES BETWEEN THE CITY OF SAN
BERNARDINO AND LOMA LINDA TOWING. (3)

SET PUBLIC HEARING - STATE OF CALIFORNIA GRANT - POLICE
DEPARTMENT (NB1)
City Attorney Penman explained that on Thursday, September 5,
1996, he was notified that the city is to receive a significant
grant for the Police Department from the State of California, and
in order to qualify, a public hearing must be held.
Council Member Miller made a motion, seconded by Council
Member Negrete, and unanimously carried, that the matter arose
subsequent to the posting of the agenda.
Council Member Negrete made a motion, seconded by Council
Member Curlin, and unanimously carried, that a hearing be set for
9:00 a.m., Monday, September 23, 1996, in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino, California.
