RECESSED ADJOURNED REGULAR MEETING
MAY 29, 1996
COUNCIL CHAMBERS
This is the time and place set for reconvening the adjourned
regular meeting of the Mayor and Common Council of the City of San
Bernardino set for 10:00 a.m., Tuesday, May 28, 1996. At 10:33
a.m., the adjourned regular meeting of May 28, 1996, was recessed
to 9:00 a.m., Wednesday, May 29, 1996, in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino, California.
RECONVENE MEETING
The adjourned regular meeting of the Mayor and Common Council
of the City of San Bernardino reconvened at 9:08 a.m., Wednesday,
May 29, 1996, in the Council Chambers of City Hall, 300 North "D"
Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Rachel Clark with the
following being present: Mayor Minor; Council Members Negrete,
Oberhelman, Devlin, Miller; City Attorney Penman, City Clerk Rachel
Clark, City Administrator Shauna Clark. Absent: Council Members
Curlin, Arias, Anderson.

Mayor Minor stated that as a last resort, Council could
approve a reduction in the Library budget of $50,000.
Fred Wilson, Assistant City Administrator, stated that the
Library Board will decide what areas will be impacted by this
reduction, but usually they consider cutting part-time salaries and
purchase of books.
Council Member Oberhelman made a motion, seconded by Council
Member Devlin, and unanimously carried, that the budget reduction
recommendation to reduce Library funding by $50,000 be approved.

Discussion ensued regarding charging the public for the
Roosevelt Bowl concerts rather than eliminating them; whether there
would only be a down payment from the sale of the pioneer Cemetery
to apply to the budget this year; and what impact the resignation
of one animal control attendant would have on Council's previous
decision to eliminate one attendant position.

premature to say what staff would recommend regarding the cemetery,
there are ways to lend monies from other funds, as long as
subsequent payments on the purchase of the cemetery are received.
She explained that the resignation of the animal control attendant
meant that no employee would be impacted by the Council's decision
to eliminate one attendant position; however, the budget savings
would still be realized.
Mayor Minor stated that he had informed Skip Kulikoff,
President of the San Bernardino/Rialto Fire Fighters Local 891,
that if the budget could not be balanced, he would ask Council to
reconsider elimination of one battalion, thereby reducing the
number of battalion chiefs from six to three.
City Administrator Shauna

firm to do a cost/benefit analysis.
Privatization of Refuse Service - Staff is seeking bids for a
company to perform a study relative to privatizing the refuse

City-Operated Ambulance Service - Emergency Care Information
Center (ECIC) is gathering data from Fire Department records
up to ten years back because the CAD system used for data was
inadequate.
Print Shop - A cost/benefit analysis is being performed by the
Finance Department.
Reduction of Planninq Services - Al Boughey will be meeting
with Council Members Oberhelman and Devlin regarding plan
checking services.
City Attorney Penman indicated that his

Mayor Minor noted that the elimination of three battalion
chiefs and the elimination of overtime and administrative leave for
battalion chiefs would almost complete the budget-balancing
process.
City Administrator Shauna Clark recommended elimination of
either overtime or administrative leave for battalion chiefs, but
not both.
Jeff Carr, Labor Relations Representative, San Bernardino
Public Employees Association, 433 N. Sierra Way, San Bernardino,
CA, stated that he had requested a meeting with the Privatization
Committee; however, the meeting had been agendized for 11:00 a.m.,
Thursday, May 30, a time he was unable to attend. He had been told
the meeting time could not be changed; therefore, they would be
meeting without a bargaining agent being present, and he did not
think this was the proper way to do business.
A brief discussion ensued regarding who else would be
attending said meeting, the fact that time was of the essence, and
the fact that some accommodation should be made for Mr. Carr, if
possible.
Mayor Minor asked Fred Wilson, Assistant City Administrator,
and Mr. Carr to meet and try to find a date and time agreeable to
everyone.
