The City Clerk has caused to be posted the order of adjournment of said meeting held on Tuesday, January 16, 1996, and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said order which was posted at 8:00 a.m., Tuesday, January 16, 1996, on the door of the place at which said meeting was held. The adjourned regular meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Minor at 8:03 a.m., Monday, January 22, 1996, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. CLAIMS AND PAYROLL (11) Council Member Curlin made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the claims and payroll and authorization to issue warrants as listed on the memorandum dated January 16, 1996, from the Director of Finance, be approved. PERSONNEL ACTIONS (12) Council Member Curlin made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the personnel actions submitted by the Chief Examiner dated January 11, 1996, in accordance with Civil Service Rules and Personnel policies adopted by the Mayor and Common Council of the City of San Bernardino, be approved and ratified. RES. 96-16 - RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE FINAL MAP FOR SUBDIVISION TRACT NO. 14448, LOCATED ON THE SOUTHEAST CORNER OF NORTH PARK BOULEVARD AND MOUNTAIN DRIVE, ACCEPTING THE PUBLIC DEDICATIONS AS SET FORTH ON SAID MAP; AND AUTHORIZING EXECUTION OF THE STANDARD FORM OF AGREEMENT FOR THE IMPROVEMENTS IN SAID SUBDIVISION, WITH TIME FOR PERFORMANCE SPECIFIED. (13) RES. 96-17 - RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO UTAH PACIFIC CONSTRUCTION COMPANY FOR CONSTRUCTION OF PHASE IV OF NORTHWEST INTERCEPTING SEWER, FROM MEDICAL CENTER DRIVE AND 16TH STREET TO CALIFORNIA STREET AND PORTER STREET. A discussion was held concerning the lien and abatement process. Council Member Curlin made a motion, seconded by Council Member Negrete, that said resolution be adopted. RECLASSIFY, REINSTATE & REPLACE POSITIONS - DOWNGRADE COMMUNITY SERVICE CENTER SPECIALIST TO TYPIST CLERK II - REINSTATE ACCOUNT CLERK II TO REPLACE ONE TYPIST CLERK II - PARKS, RECREATION & COMMUNITY SERVICES (15A) Barbara Dillon, Director Report dated January 16, 1996, reinstatement and replacement Recreation & Community Services of Personnel, submitted a Staff concerning the reclassification, of positions within the Parks, Department. Council Member Oberhelman made a motion, seconded by Council Member Negrete, and unanimously carried, that one position of Community Service Center Specialist, Range 1288, $1,865- $2,267/month be downgraded to a Typist Clerk II, Range 1247, $1,522-$1,850/month; that one position of Account Clerk II, Range 1267, $1,681-$2,044/month be reinstated to replace one Typist Clerk II position; and that the Personnel Department be directed to update Resolution 95-428 to reflect this particular action. UPGRADE POSITION ONE MAINTENANCE WORKER I TO MAINTENANCE WORKER II - EFFECTIVE JANUARY 1, 1996 - LEAVE VACANT MAINTENANCE WORKER I POSITION UNTIL THE END OF FY 1995/96 - UPON VACANT MAINTENANCE WORKER II POSITION, HIRE AT MAINTENANCE WORKER I POSITION PUBLIC WORKS/ENGINEERING (15B) 9 1/22/96 Barbara Dillon, Director of Personnel, submitted a Staff Report dated January 16, 1996, concerning actions related to the Maintenance Worker positions within the Public Works/Engineering Department. Council Member Oberhelman made a motion, seconded by Council Member Negrete, and unanimously carried, that one Maintenance Worker I position, Range 1279, $1,785-$2,170/month be upgraded to a Maintenance Worker II position, Range 1299, $1,972-$2,397/month, effective January 1, 1996; that the vacant Maintenance Worker I position remain vacant for the current fiscal year; that upon a vacancy in a Maintenance Worker II position, hire at the level of a Maintenance Worker I position; and that the Personnel Department be directed to update Resolution 95-428 to reflect this particular action. RES. 96-19 - RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE EXECUTION OF A QUITCLAIM DEED TO THE STATE OF CALIFORNIA AND EXECUTING A LEASE ADDENDUM FOR CERTAIN REAL PROPERTY LOCATED NORTH OF 5TH STREET, WEST OF THE 1-215 FREEWAY. (16) Council Member Negrete made a motion, seconded by Council Member Oberhelman, that said resolution be adopted. Resolution No. 96-19 was adopted b)' the following vote: Ayes: Council Members Negrete, Curlin, Oberhelman, Pope-Ludlam, Miller. Nays: None. Absent: Council Members Hernandez, Devlin. APPROVE PLAN NO. 9379 - AUTHORIZE ADVERTISEMENT FOR BIDS - RELOCATE CHILD-CARE EQUIPMENT - FORMER NORTON AIR FORCE BASE (17) Roger Hardgrave, Director of Public Works/Engineering, submitted a Staff Report dated January 11, 1996, concerning the relocation of child-care equipment located at the former Norton Air Force Base. Council Member Miller made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the plans for relocation of child-care equipment at the child-care center on the former Norton Air Force Base, in accordance with Plan No. 9379, be approved; and that the Director of Public Works/City Engineer be authorized to advertise for bids. APPROVE PLAN NO. 9432 - AUTHORIZE ADVERTISEMENT FOR BIDS - CONSTRUCT CURB CUTS & DRAINAGE IMPROVEMENTS - DEL ROSA DRIVE AT TIPPECANOE AVENUE - FORMER NORTON AIR FORCE BASE (18) Roger Hardgrave, Director of Public Works/Engineering, submitted a Staff Report dated January 10, 1996, relative to the 10 1/22/96 construction of curb cuts and drainage improvements on Del Rosa Drive at Tippecanoe Avenue within the former Norton Air Force Base. Bob Neves, 3771 Aspen Drive, San Bernardino, CA, requested that curb ramps be installed when public streets are repaved. A discussion was held regarding the procedure for the installation of curbs. Council Member Negrete made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the plans for installing curb cuts along Del Rosa Drive and drainage improvements adjacent to Tippecanoe Avenue, on the former Norton Air Force Base, in accordance with Plan No. 9432, be approved; and that the Director of Public Works/City Engineer be authorized to advertise for bids. APPROVE AMERICANS WITH DISABILITIES ACT IMPROVEMENT PLAN - CITY HALL COUNCIL CHAMBERS (ADA) (20) James W. Sharer, Facilities Manager, submitted a Staff Report dated January 2, 1996, concerning the implementation of the Americans With Disabilities Act (ADA) Improvement Plan for the City Hall Council Chambers. Bob Neves, 3771 Aspen Drive, San Bernardino, CA, spoke in support of the improvement plan. Council Member Negrete made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the Americans With Disabilities Act (ADA) Improvement Plan for the City Hall Council Chambers be approved; and that the Facilities Manager be directed to coordinate the implementation of said plan. RES. 96-20 - RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AN AGREEMENT WITH ADAPTIVE INFO SYSTEMS, FOR DOCUMENT IMAGING SERVICES. (Finance Department) (21) Council Member Oberhelman made a motion, seconded by Council Member Curlin, that said resolution be adopted. AUTHORIZE NAME CHANGE - GUADALUPE FIELD TO SAL SAAVEDRA FIELD - PARKS, RECREATION & COMMUNITY SERVICES (22) Annie Ramos, Director of Parks, Services, submitted a Staff Report concerning a request to change the name Saavedra Field. PUBLIC HEARING BASEBALL STADIUM FINANCING CONSTRUCTION & LONG-TERM FINANCING - LONG-TERM TAX EXEMPT TAX ALLOCATION BONDS - $13,000,000 (R9) This consider stadium. is the the time financing and place for the set for a public hearing to construction of the baseball Timothy Steinhaus, Agency Administrator, Economic Development Agency, submitted a Staff Report dated January 16, 1996, concerning the financing for the construction of the baseball stadium. Agency Administrator Steinhaus provided a synopsis of the construction of the baseball stadium and answered questions regarding the allocation of funds and the credit received for the cleanup of the soil. RES. 96-24 - RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE CITY OF SAN BERNARDINO AND BRYANT UNIVERSAL FOR THE FURNISHING AND DELIVERY OF REROOFING OF AREA 3 AT THE CAROUSEL MALL, TO BE UTILIZED BY THE FACILITIES MANAGEMENT DEPARTMENT. (RS1) A discussion was held concerning the economic impact the proposed Redlands Mall would have on the Carousel and Inland Center Malls. Council Member Oberhelman made a motion, seconded by Council Member Negrete, that said resolution be adopted. HARRIS' COMPANY (CDBG) FLOAT LOAN - YEAR EXTENSIONS, UP COMMUNITY DEVELOPMENT BLOCK GRANT ONE-YEAR EXTENSION - AUTOMATIC ONE- TO FIVE YEARS - $3,150,000 (RS2) Timothy Steinhaus, Agency Administrator, Economic Development Agency, submitted a Staff Report dated January 18, 1996, concerning the extension of the Community Development Block Grant float loan to Harris' Company in the amount of $3,150,000. A discussion was held regarding the improvements made to the Harris' Company building. DEPUTY CITY CLERK CORDOVA EXCUSED At 4:46 p.m., Deputy City Clerk Cordova left the Council meeting and was replaced by City Clerk Rachel Clark. Jorge Pont, President & Chief Executive Officer, Harris' Company, 300 North "E" Street, San Bernardino, CA, answered questions concerning the renovations made to the Harris' Company building within the Carousel Mall and reiterated his commitment to the City. Council Member Hernandez made a motion, seconded by Council Member Oberhelman, and unanimously carried, that the Mayor and Common Council approve a one- (1) year extension of the Community Development Block Grant float loan with the Harris' Company, with automatic extensions of one- (1) year increments, not to exceed a total of five (5) years from the original date of the loan, and authorize the execution of all necessary documents with respect to each extension, provided that the Harris' Company is in compliance 25 1/22/96 with all terms of the Float Loan Agreement.
