HomeMy WebLinkAbout09-22-1998 Minutes MINUTES MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AND SAN BERNARDINO CITY UNIFIED SCHOOL DISTRICT BOARD OF EDUCATION JOINT ADJOURNED REGULAR MEETING SEPTEMBER 22, 1998 BOARD OF EDUCATION BUILDING COMMUNITY ROOM 777 NORTH "F" STREET SAN BERNARDINO, CA This is the time and place set for a joint adjourned regular meeting of the Mayor and Common Council of the City of San Bernardino and the San Bernardino City Unified School District Board of Education at a joint regular meeting held at 8:07 a.m., Monday, September 21, 1998, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California The City Clerk has caused to be posted the order of adjournment of said meeting held on Monday, September 21, 1998, and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said order which was posted at 5:25 p.m., Monday, September 21, 1998, in a conspicuous place on the bulletin board of the place at which said meeting was held. RECEPTION At 6:00 p.m., a get-acquainted reception commenced. CALL TO ORDER At 6:20 p.m., the joint adjourned regular meeting of the Mayor and Common Council of the City of San Bernardino and the San Bernardino City Unified School District Board of Education was called to order by Dr. Marlin Brown, President of the Board of Education, in the Community Room of the Board of Education Building, 777 North "F" Street, San Bernardino, California. City of San Bernardino, California: ROLL CALL Roll call was taken by City Clerk Clark with the following being present: Mayor Valles; Council Members Lien, Arias, Schnetz, Devlin, Anderson, Miller; City Attorney Penman, City Clerk Clark, City Administrator Wilson. Absent: Council Member Estrada. 1 9/22/1998 Also present: Jorge Carlos, Executive Assistant to the Counoil; Jolena Barnes, Deputy City Attorney; Wayne Harp, Assistant Chief of Police; Annie Ramos, Director of Parks, Recreation and Community Services; John Kramer, Superintendent of Recreation; Linda Hartzel, Deputy City Clerk. San Bernardino City Unified School District, Education: Board of ROLL CALL Roll call was taken by Administrative Assistant Owens with the following being present: Board President Dr. Marlin Brown, Board Vice President Danny Tillman, Board Members Antonio Dupre, James Marinis, and Louis Yeager. Absent: Board Members Lynda Savage and Elsa Valdez. Also Present: Dr. E. Neal Roberts, Superintendent; Dr. Michael Karpman, Assistant to the Superintendent; Joseph Woodford, Assistant to the Superintendent; Dr. Arturo Delgado, Assistant Superintendent, Personnel Services; Robert Murphy, Assistant Superintendent, Business Services; Leslie Pulliam, Assistant Superintendent, Educational Services; Judy White, Assistant Superintendent, Student Services; Barbara Kidd, Communications Director; Tom Haldorsen, Administrative Support Director; Scott Shira, Facilities Management Director; Gary Underwood, School Police Chief; Dr. Joann Tortarolo, Alternative Programs Director; Sandy Simpson, Student Services Director; Delfina Bryant, English Learners Director; Dr. Lynne Zubieta, School-Linked Services Director; Mary Beth Gosnell, Superintendent's Assistant; Jennifer Owens, Administrative Assistant. TOPICS OF MUTUAL INTEREST DISCUSSED BY THE CITY & THE SCHOOL DISTRICT GENERAL OBLIGATION BOND ELECTION - Board of Education School District staff made a presentation regarding a possible November School Bond Election. They explained the ramifications of Senate Bill 50, provided an overview of the various projects awaiting funding, and discussed what action would be needed to pass said election. RETENTION OF STUDENTS (3) Mayor Valles stated that the City is working very hard on the retention of existing business and recruitment of new business. She added that a major concern of employers in this area is the schools--the high drop-out rate and the lowest college entrance rate (according to recently published reports) . 2 9/22/1998 Dr. Karpman stated that the school district needed help in getting the good news out regarding San Bernardino's schools. He stated that according to their statistics, the number of students going on to college or other programs of higher education is 64 percent. Dr. Brown added that the State has distinguished schools in San Bernardino than in the County. He added that the drop-out rate is percent. identified more any other city in approximately 8-9 Council Member Lien noted that the City of Los Angeles has a program for at-risk youth which has been very successful. The students are trained to run the Los Angeles Marathon, and approximately 97 percent of the students who register for this program complete the 26-mile marathon. It was suggested that the School District could join the City in planning for a marathon to be held in conjunction with the lOth annual Route 66 Rendezvous It was the consensus of both City Council Members and School Board Members that the biggest problem facing them was informing the public of good news and information regarding the schools. Discussion ensued regarding the unfavorable information disseminated by the local realtors regarding the schools and the need to obtain their cooperation in promoting the local schools. Council Member Anderson pointed out that the City and the School District are two of the most powerful entities within the city, and suggested a combined marketing effort. Council Member Anderson made a motion, seconded by Council Member Devlin, that the City and the School District combine their efforts in producing a brochure which would advertise and promote the strong points of both agencies. (Note: There was no vote taken. ) The School Board expressed their willingness to work with the City on this project; and Barbara Kidd, Communications Director with the School District, was appointed as the District's contact person for this project. AFTER SCHOOL PROGRAMS/STUDENT VOLUNTEERISM (1 & 6) The Mayor noted that children in middle school need something to do after school. To meet this need, a program was developed through the collaborative efforts of the community college staff, City of San Bernardino, County of San Bernardino, and the school districts, which is ready to begin at Curtis Middle School and Martin Luther King Middle School. She added that students from California State University who volunteer to take part in the program will receive credit for their participation. 3 9/22/1998 PARENT OUTREACH/K-12 SCHOOL MEETINGS (2 & 5) Mayor Valles expressed the need for help from the marketing the city and schools, and stated that she plans to speak at every elementary school in the city. parents in was making QUALITY CHILD CARE FOR YOUNGER CHILDREN (4) The Mayor announced that a summit meeting regarding affordable, quality child care for younger children is scheduled to take place in November. The summit will also consider a possible program to train welfare-to-work mothers who want to be trained as qualified child-care staff. ADVANCED TECHNOLOGY - Board of Education Board Member Dupre proposed a plan wherein the City and the School District would work together to advance technology. He suggested that the two agencies develop some type of liaison so they could work together to stay on the cutting edge of technology. REQUEST - BOARD OF EDUCATION - DESIGNATE REPRESENTATIVES - JOINT AGREEMENT COMMITTEE - CITY OF SAN BERNARDINO - SAN BERNARDINO CITY UNIFIED SCHOOL DISTRICT - USE OF RECREATIONAL FACILITIES (7) 4 9/22/1998 Annie Ramos, Director of Parks, Recreation and Community Services, City of San Bernardino, stated that the City and the School District have had a close working relationship regarding the use of school facilities and playgrounds for City programs. She stated that when the joint committee was formed, the agreement called for a group meeting at least once a year; however, a meeting had not been held for a couple of years. She stated that she needed two School Board members and two Council members for the next joint meeting. The remainder of the committee would be composed of one Park and Recreation Commission member, one member appointed by the Board of Education, and two staff members from each agency. In summary, it was noted that I) Mayor Valles would follow-up on the marathon and work with Barbara Kidd of the School District on the promotional brochure; 2) Fred Wilson (City) and Michael Karpman (School District) would serve as contacts for the advanced technology endeavor; and 3) the School District would notify the City of their appointments to the Joint Agreement Committee. ADJOURNMENT (8) At 7:47 p.m., Mayor Valles adjourned the meeting of the Mayor and Common Council and Community Development Commission to 9:00 a.m., Tuesday, September 29, 1998, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
