MAYOR AND COMMON COVNCIL AND
COMMUNITY DEVELOPMENT COMMISSION
OF THE CITY OF SAN BERNARDINO
JOINT ADJOURNED REGULAR MEETING
JUNE 23, 1999
ECONOMIC DEVELOPMENT AGENCY BOARD ROOM
This is the time and place set for a joint adjourned regular meeting of the Mayor
and Common Council and the Community Development Commission of the City of San
Bernardino from the regular meeting held at 8:06 a.m., Monday, June 21, 1999, in the
Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
The City Clerk has caused to be posted the order of adjournment of said meeting
held on Monday, June 21, 1999, and has on file in the Office of the City Clerk an
affidavit of said posting together with a copy of said order which was posted at 10:00
a.m., Tuesday, June 22, 1999, on the bulletin board located next to the place at which
said meeting was held.
The joint adjourned regular meeting of the Mayor and Common Council and
Community Development Commission of the City of San Bernardino was called to
order by Mayor Valles at 4:13 p.m., Wednesday, June 23, 1999, in the Economic
Development Agency Board Room, 201 North "E" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following being present:
Mayor Valles; Council Members Estrada, Lien, Schnetz, Devlin, Anderson, Miller;
Senior Assistant City Attorney Carlyle, City Clerk Clark, City Administrator Wilson.
Absent: Council Member McGinnis.
BUDGET DELIBERATIONS - FISCAL YEAR 1999/2000 - DISCUSS
& TAKE ACTION - BUDGET BALANCING OPTIONS (1)
Fred Wilson, City Administrator, submitted a memorandum dated June 22,
1999, concerning the fiscal year 199912000 budget.
Mayor Valles reviewed the action taken throughout the budget deliberation
process and the future needs of the city.
City Administrator Wilson provided an overview of the budget deliberation
process and reviewed the pending issues that would affect the fiscal year 2000/2001
budget.

CITY ATTORNEY PENMAN ARRIVED
At 4:23 p.m., City Attorney Penman arrived at the council meeting and took his
place at the conference table.
Debi Biggs, Director of Animal Control, explained the provisions of Assembly
Bill 1856 and Senate Bill 1785 relative to animal control services and reviewed the
department's recommended funding level for fiscal year 1999/2000.
A discussion was held concerning the budget deficit and the options available to
meet the ensuing budget concerns.
COUNCIL MEMBER McGINNIS ARRIVED
At 4:30 p.m., Council Member McGinnis arrived at the council meeting and
took his place at the conference table.
Barbara Pachon, Director of Finance, answered questions concerning the mid-
year budget review process.
Larry Pitzer, Fire Chief, reviewed the steps taken to determine the
recommended fees for new and/or revised fire code permit and plan check inspection
fees.
City Administrator Wilson reviewed the KCSB (Telecommunications
Department) funding options, and a discussion ensued relative to such.
Discussion continued relative to the budget -balancing measures and the ability to
meet the future needs of the city.
Finance Director Pachon reviewed the estimated budget reserve for fiscal year
2000/2001 and the items that would have an affect on that year's budget.
Council Member Anderson made a motion. seconded by Council Member
Estrada, and unanimously carried, that the budget-balancing measures found on
Attachment A of the memorandum dated June 22, 1999, from Fred Wilson, City
Administrator, be approved.
SET PUBLIC HEARING - JULY 6, 1999 - 10:00 A.M. - INCREASE
IN VARIOUS USER FEES (2)

Debi Biggs, Director of Animal Control, explained the impact the reduction of
the owner-surrender fees would have on the city and urged the Mayor and Council to
raise the owner-surrender fees to the recommended level to enable the city to recover
its costs.
Council Member Miller made a motion, seconded by Council Member
Anderson, and unanimously carried, that a public hearing be set for 10:00 a.m.,
Tuesday, July 6, 1999, in the Council Chambers of City Hall, to consider increasing
various user fees; and that the following fees be recommended for approval at the
public hearing: Animal Control - $25 - Euthanasia Request Fee and $40 for Owner
Release Fee for Cat & Dog.
DISCUSS & TAKE ACTION - NEW PROGRAM REQUESTS -
FISCAL YEAR 1999/2000 (3)

Council Member Anderson made a motion. seconded by Council Member
Miller, and unanimously carried, that the new program requests for fiscal year
1999/2000 be approved.
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO APPROVING A CONTRACT
WITH SAN BERNARDINO COUNTY FIRE DEPARTMENT FOR
FIRE SERVICE IN THE COUNTY UNINCORPORATED AREAS
LOCATED WITHIN THE CITY OF SAN BERNARDINO CITY
LIMITS. (4)

Council Member Estrada made a motion, seconded by Council Member
Anderson, and unanimously carried, that the matter be continued to the Mayor and
Common Council/Community Development Commission meeting of July 6, 1999.

ADJOURNMENT (5)
At 5:31 p.m., the meeting adjourned to 12:00 noon, Thursday, July 1, 1999, in
the Economic Development Agency Board, 201 North "E" Street, San Bernardino,
California.
