COMMUNITY DEVELOPMENT COMMISSION
OF THE CITY OF SAN BERNARDINO
JOINT SPECIAL MEETING
MARCH 29, 1999
COUNCIL CHAMBERS
NOTICE IS HEREBY GIVEN that the Mayor and Common Council and the
Community Development Commission of the City of San Bernardino have called a
special meeting of the Mayor and Common Council and Community Development
Commission for 9:00 a.m., Monday, March 29, 1999. in the Council Chambers of City
Hall, 300 North "D" Street, San Bernardino, California.
The purpose for which this meeting has been called is to hear a presentation by
the Honorable Judge John Kennedy, Presiding Judge of the San Bernardino County
Superior Courts, concerning the Courts Master Plan.
The joint special meeting of the Mayor and Common Council and Community
Development Commission of the City of San Bernardino was called to order by Mayor
Valles at 9:03 a.m., Monday, March 29, 1999, in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following being present:
Mayor Valles; Council Members Estrada, Lien, McGinnis, Devlin, Anderson, Miller;
City Attorney Penman, City Clerk Clark, City Administrator Wilson. Absent: Council
Member Schnetz.
PRESENTATION - COURTS MASTER PLAN - HONORABLE
JUDGE JOHN KENNEDY, PRESIDING JUDGE SAN
BERNARDINO COUNTY SUPERIOR COURTS (2)
Jerry Eaves, County Supervisor, and Superior Court Presiding Judge Kennedy
gave a presentation concerning the San Bernardino County Courts Master Plan and
answered questions relative to such.
The following individuals expressed concern regarding the judicial system:
Grace Lester, P. O. Box 106, Yucaipa, CA, and submitted a letter dated March
29, 1999 relative to such.

Jeff Wright, P. O. Box 2341, San Bernardino. CA, opposed certain aspects of
the proposed expansion to the central court.
No further action was taken on this matter.
PUBLIC COMMENTS - GRACE LESTER
Grace Lester, P. O. Box 106, Yucaipa, CA, expressed concern regarding the
family court system.
PUBLIC COMMENTS - JEFF WRIGHT
Jeff Wright, P. O. Box 2341, San Bernardino, CA, expressed concern relative
to various members of city and county government.
RECESS MEETING - CLOSED SESSION (1)
At 10:26 a.m., the Mayor and Common Council and Community Development
Commission recessed to closed session for the following:
Pursuant to Government Code Sections:
A. Conference with legal counsel - existing litigation pursuant to
Government Code Section 54956.9(a).
B. Conference with legal counsel - anticipated litigation - significant
exposure to litigation pursuant to subdivision (b) (1); (2); (3) (A-F) of
Government Code Section 54956.9.
C. Conference with legal counsel - anticipated litigation - initiation of
litigation pursuant to subdivision (c) of Government Code Section
54956.9.
D. Conference with legal counsel - personnel - pursuant to Government
Code Section 54957.
E. Conference with labor negotiator pursuant to Government Code Section
54957.6.
F. Conference with real property negotiator pursuant to Government Code
Section 54956.8.

G. Closed session with Chief of Police on matters posing a threat to the
security of public buildings or threat to the public's right of access to
public services or public facilities pursuant to Government Code Section
54957.
CLOSED SESSION
At 10:26 a.m., Mayor Valles called the closed session to order in the conference
room of the Council Chambers of City Hall.
ROLL CALL
Roll call was taken by City Clerk Clark with the following being present:
Mayor Valles; Council Members Estrada, Lien, McGinnis, Devlin, Anderson, Miller;
City Attorney Penman, City Clerk Clark, City Administrator Wilson. Absent: Council
Member Schnetz.
Also present: Senior Assistant City Attorney Simmons, Deputy City Attorney
Coleman and Administrative Operations Supervisor Edna Anderson, City Attorney's
Office.
SENIOR ASSISTANT CITY ATTORNEY SIMMONS & DEPUTY
CITY ATTORNEY COLEMAN EXCUSED
At 10:31 a.m., Senior Assistant City Attorney Simmons and Deputy City
Attorney Coleman left the closed session.
HUMAN RESOURCES DIRECTOR RAY A. FINANCE DIRECTOR
PACHON & DEPUTY CITY ATTORNEY EASLAND ARRIVED
At 10:31 a.m., Human Resources Director Raya, Finance Director Pachon and
Deputy City Attorney Easland arrived at the closed session.
ADJOURN CLOSED SESSION
At 10:45 a.m., the closed session adjourned to the Council Chambers of City
Hall.
RECONVENE MEETING
At 10:45 a.m., Mayor Valles reconvened the joint special meeting of the Mayor
and Common Council and Community Development Commission of the City of San
Bernardino.
ROLL CALL
Roll call was taken by City Clerk Clark with the following being present:
Mayor Valles; Council Members Lien, Devlin, Anderson; City Attorney Penman, City
Clerk Clark, City Administrator Wilson. Absent: Council Members Estrada,
McGinnis, Schnetz, Miller. (Note: Although a quorum was not present, the Mayor

and Common Council and Community Development Commission reconvened to make
an announcement.)
CLOSED SESSION ANNOUNCEMENT
(1)
City Attorney Penman announced that the following had been discussed 11l
closed session:
Thomas E. Williams and Crvstal Williams 'is. City of San Bernardino Citv
Council - San Bernardino Superior Court Case No. SCV 33078.
IE. Labor negotiations with San Bernardino City Professional Fire Fighters
Local 891.
ADJOURNMENT (3)
At 10:47 a.m., the meeting was adjourned. The next joint regular meeting of
the Mayor and Common Council/Community Development Commission will be held at
8:00 a.m., Monday, April 5, 1999, in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.
