JOINT ADJOURNED REGULAR MEETING
JUNE 27, 2000

This is the time and place set for a joint adjourned regular meeting of the Mayor
and Common Council and Community Development Commission of the City of San
Bernardino from the joint adjourned regular meeting held at 2 p.m., Tuesday, June 20,
2000, in the Economic Development Agency Board Room, 201 North "E" Street, San
Bernardino, California.
The joint adjourned regular meeting of the Mayor and Common Council and
Community Development Commission was called to order by Mayor Pro Tem Estrada
at 4:13 p.m., Tuesday, June 27, 2000, in the Economic Development Agency Board
Room, 201 North "E" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following being present: Mayor
Pro Tem Estrada; Council Members Estrada, Lien, McGinnis, Suarez, Anderson,
McCammack; Senior Assistant City Attorney Carlyle, City Clerk Clark, City
Administrator Wilson. Absent: Council Member Schnetz.
MAYOR VALLES ARRIVED
At 4:15 p.m., Mayor Valles arrived at the Council meeting and took her place
at the Council table.
Reverend Kendall Baker, Pastor of First Congregational Church and member of
the Inland Congregations United for Change (ICUC), thanked the City for allocating
$50,000 for after school programs and stated that approximately 30 percent of the
student population could be held back unless the community finds a way to address the
problem, which is much larger than the school district alone can handle.
Father Bob Miller stated that it was imperative that the community make a
commitment to help children graduate by utilizing homework centers and remedial
centers.

COUNCIL MEMBER SCHNETZ ARRIVED
At 4:21 p.m., Council Member Schnetz arrived at the Council meeting and took
his place at the Council table.
Federal Lobbyist David Turch, David Turch and Associates, submitted a
handout entitled "Funding Requests Originally Submitted by the City, December 20,
1999", and presented a status report on several City projects.

EXPENDITURES AT THE BUDGETED LEVEL FOR 1999-00
FISCAL YEAR, PENDING FINAL APPROVAL OF THE 2000-01
BUDGET (Discussed later in the meeting - page 3). (IA)
RES. CDC/2000-21 - RESOLUTION OF THE COMMUNITY
DEVELOPMENT COMMISSION OF THE CITY OF SAN
BERNARDINO, CALIFORNIA, AUTHORIZING THE ECONOMIC
DEVELOPMENT AGENCY TO CONTINUE EXPENDITURES AT
THE BUDGETED LEVEL FOR 19992000 FISCAL YEAR,
PENDING FINAL APPROVAL OF THE 2000-01 BUDGET. (lB)
Economic Development Agency Executive Director Van Osdel submitted a staff
report dated June 23, 2000. Mr. Van Osdel also submitted a handout, pages A through
D, which included a "2000-01 Fiscal Year Revenue and Expenditure Summary
Worksheet" outlining the various revenue sources and broad range categories of
expenditures of the budget, Existing Obligations, Discretionary Expenditures, and Tax
Increment/Bond Proceeds.
Mr. Van Osdel addressed a concern of June 20, 2000 relative to CinemaStar
Theater's security by stating that CinemaStar security costs $100,000; $50,000 comes
from a Police grant, $20,000 comes from the Theater, and the City picks up $28,000
through its obligation for mall security. Mr. Van Osdel addressed a concern regarding
CinemaStar's parking by stating that CinemaStar was responsible for paying $.75 per
foot towards the parking agreement and the developer will be responsible for another
$.75 per foot once retail is developed. The Economic Development Agency (EDA)
cannot transfer title of the property until the developer can show evidence of pre-leasing
at least 50 percent of the space, show evidence of financing, and show that they have
started the process of getting their entitlements from the City, none of which have
occurred.
Mr. Van Osdel responded to a question regarding reestablishing the powers of
eminent domain in several project areas by stating that EDA was processing maps of

the commercial and industrial areas that will be used in the amendment process, which
should take approximately six months to complete.
Mr. Van Osdel reported that the Housing Authority of the County of San
Bernardino took EDA out of the financing aspect of mobile home parks. EDA has paid
off the consultant, and if all goes well, may be reimbursed a portion, if not all, of that
money.
Council Member Lien thanked EDA for preparing the activity status book and
stated that she looked forward to seeing it next year. Ms. Lien noted that since there
were only three Council Members involved in the RDA Committee, she felt it would be
helpful to receive minutes of RDA Committee meetings.
Council Member Suarez made a motion, seconded by Council Member
Anderson, that said resolution be adopted.
Resolution No. CDC/2000-21 was adopted by the following vote: Ayes:
Council Members Estrada, Lien, McGinnis, Schnetz, Suarez, Anderson, McCammack.
Nays: None. Absent: None.
RES. 2000-189 - RESOLUTION OF THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA,
AUTHORIZING THE CITY OF SAN BERNARDINO TO CONTINUE
EXPENDITURES AT THE BUDGETED LEVEL FOR 1999-00
FISCAL YEAR, PENDING FINAL APPROVAL OF THE 2000-01
BUDGET. (IA)
Barbara Pachon, Director of Finance, addressed several questions regarding
changes made to the General Government category of the budget including $2.5 million
in anticipation of Charter 186 raises and the classification and compensation study; and
the additional $400,000 for the Convention and Visitors Bureau, $250,000 of which
will be used in picking up the TOT payment formerly paid by EDA, and $150,000 was
added at the Mayor's request.
Council Member Anderson made a motion, seconded by Council Member
Suarez, that said resolution be adopted.
Resolution No. 2000-189 was adopted by the following vote: Ayes: Council
Members Estrada, Lien, McGinnis, Schnetz, Suarez, Anderson, McCammack. Nays:
None. Absent: None.

At 5:32 p.m., the meeting was adjourned. The next joint regular meeting of the
Mayor and Common Council and Community Development Commission will be held at
8 a.m., Monday, July 10, 2000, in the Council Chambers of City Hall, 300 North "D"
Street, San Bernardino, California.
