JOINT ADJOURNED REGULAR MEETING
MAY 31,2000
ECONOMIC DEVELOPMENT AGENCY
BOARD ROOM
This is the time and place set for a joint adjourned regular meeting of the Mayor
and Common Council and Community Development Commission of the City of San
Bernardino from the joint regular meeting held at 8:09 a.m., Monday, May 15, 2000,
in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino,
California.
The City Clerk has caused to be posted the order of the adjournment of said
meeting held on Monday May 15, 2000, and has on file in the Office of the City Clerk
an affidavit of said posting togetlter with a copy of said order which was posted at 9
a.m., Tuesday, May 16, 2000 on or near the door of the place at which said meeting
was held.
The joint adjourned regular meeting of the Mayor and Common Council and
Community Development Commission was called to order by Mayor Valles at 2: 11
p.m., Wednesday, May 31, 2000, in the Economic Development Agency Board Room,
201 North "E" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Clark witlt the following being present: Mayor
Valles; Council Members Lien, Schnetz, Suarez, McCammack; Senior Assistant City
Attorney Carlyle, City Clerk Clark, City Administrator Wilson. Absent: Council
Members Estrada, McGinnis, Anderson.
Also present: Charter Review Committee Members.
Mayor Valles gave a brief history on why the City decided to review the
Charter, its impact on the stakeholders, selection of the Charter Review Committee,
and adoption of the guiding principles. Mayor Valles stated that she did not expect any
action would be taken, but suggested tltat the Committee's recommendations be heard,
comments be taken and that the Council compare the current Charter to the draft
Charter for further discussion at future meetings.

City Administrator Fred Wilson submitted a staff report dated May 16, 2000,
setting dates for FY 2000/01 Budget Hearings.
Council Member Suarez made a motion, seconded by Council Member
McCammack, and unanimously carried, tltat the following dates be set for deliberations
of the FY 2000/01 City/EDA budgets to be held in the EDA Board Room:
Wednesday, June 7,2000
Tuesday, June 13, 2000
Tuesday, June 20, 2000
Tuesday, June 27, 2000
2:00 - 4:30 p.m.
4:00 - 6:30 p.m.
2:00 - 4:30 p.m.
4:00 - 6:30 p.m.
COUNCIL MEMBER ANDERSON ARRIVED
At 2:38 p.m., Council Member Anderson arrived at tlte Council meeting and
took her place at the conference table.
CHARTER REVIEW COMMITTEE WORKSHOP

Mayor Valles turned the meeting over to Jim Morris, Charter Review
Committee co-chair, who reviewed the Committee's recommendations on such issues as
administration of the City and the personnel system, salaries for elected and non-elected
City employees, the appointment of a Salary Review Committee, elected/appointed City
officials, recall, establishment of a Citizens Advisory Council within each ward, Boards
and Commissions and Section 186. Comments were received from Council Members
and members of the public regarding the recommendations made by the Committee on
said issues.
A letter dated May 31, 2000, addressed to the Mayor and Council from Steven
L. Filson of the San Bernardino Police Officers' Association was submitted into the
record that outlined their concerns regarding the removal of Section 186 from the
Charter.

The meeting was adjourned at 5:27 p.m. The next joint regular meeting of the
Mayor and Common Council and Community Development Commission will be held at
8:00 a.m., Monday, June 5, 2000, in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.
