JOINT ADJOURNED REGULAR MEETING
MAY 2, 2000

This is the time and place set for a joint adjourned regular meeting of the Mayor and
Common Council and Community Development Commission of the City of San Bernardino
from the joint regular meeting held at 8:17 a.m., Monday, May 1, 2000, in tlte Council
Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
The joint adjourned regular meeting of the Mayor and Common Council and
Community Development Commission was called to order by Mayor Valles at 3:13 p.m.,
Tuesday, May 2, 2000, in the Economic Development Agency Board Room, 201 North "E"
Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following being present: Mayor
Valles; Council Members Estrada, Lien, Schnetz, Suarez, Anderson, McCammack; City
Attorney Penman, City Clerk Clark, City Administrator Wilson. Absent: Council Member
McGinnis.
Also present: Ken Marzion, Public Employees Retirement System (PERS).
WORKSHOP - PUBLIC EMPLOYEES RETIREMENT SYSTEM (PERS)
SAFETY BENEFIT IMPROVEMENT COSTING (1)
Mayor Valles stated that the purpose of the workshop is to answer many of the
questions that have come up regarding the 3 % at 50 or 3 % at 55 retirement benefits. She
encouraged tltose present to be open and candid with their questions, stating that everyone
wants to do the right thing and the best tlting for all concerned. The Council needs to make
sure that their final decision in tlte matter is fiscally responsible.
City Administrator Fred Wilson introduced Ken Marzion, Chief of Actuarial Services
for the Public Employees Retirement System (PERS) in Sacramento, and indicated that this is a
workshop session and no action would be taken at this meeting.
Mr. Marzion proceeded to give a presentation explaining the Employer Rate Setting
and reviewed the various formulas used in determining the retirement benefits. He explained
that Senate Bill 400 created 3 % at 50 and 3 % at 55 and there is a cost to any benefit increase.

The bill was co-sponsored by PERS and tlte Legislature. Mr. Marzion distributed copies of
"Contract Amendment Cost Analysis - Valuation Basis: June 30, 1998, Safety Plan for City of
San Bernardino."
Mr. Marzion stated that when the City amended the contract witlt the Fire Departtnent
to provide survivors benefits, that resulted in a 4% reduction in employer rate. Mr. Marzion
addressed several questions posed by members of the Council and fire and police safety
employees.

The meeting was adjourned at 4:58 p.m. The next joint regular meeting of the Mayor
and Common Council and Community Development Commission will be held at 8:00 a.m.,
Monday, May 15, 2000, in the Council Chambers of City Hall, 300 Nortlt "D" Street, San
Bernardino, California.
