MAYOR AND COMMON COUNCIL AND
COMMUNITY DEVELOPMENT COMMISSION
OF THE CITY OF SAN BERNARDINO
JOINT ADJOURNED REGULAR MEETING
MARCH 15, 2000
ECONOMIC DEVELOPMENT AGENCY BOARD ROOM
This is the time and place set for a joint adjourned regular meeting of the Mayor
and Common Council and Community Development Commission of the City of San
Bernardino from the joint regular meeting held at 8:03 a.m., Monday, March 6, 2000,
in the Council Chambers of City Hall, 300 Nonh "D" Street, San Bernardino,
California.
The City Clerk has caused to be posted the order of the adjournment of said
meeting held on Monday, March 6, 2000, and has on file in the Office of the City
Clerk an affidavit of said posting together with a copy of said order which was posted
at 8:00 a.m., Tuesday, March 7, 2000, on or near the door of the place at which said
meeting was held.
The joint adjourned regular meeting of the Mayor and Common Council and
Community Development Commission was called to order by Mayor Valles at 9:07
a.m., Wednesday, March 15, 2000, in the Economic Development Agency Board
Room, 201 North "E" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following being present:
Mayor Valles; Council Members Estrada, Lien, Schnetz, Suarez, Miller; Senior
Assistant City Attorney Carlyle, City Clerk Clark, City Administrator Wilson. Absent:
Council Members McGinnis, Anderson.
Also present: Economic Development Agency Executive Director Van Osdel
and Councilwoman-elect Wendy McCammack.
MID- YEAR BUDGET REVIEW - FISCAL YEAR

Mayor Valles presented opening remarks and reviewed the following goals set
by the Mayor and Council at the time of the community survey, stating that these goals
were used in developing the City's budget: 1) jobs, 2) safety, 3) roads, 4) blight
eradication, 5) infrastructure preservation and improvement, 6) recreation, and 7)
community outreach.

Economic Develoument Al!encv Presentation
Barbara Lindseth, Administrative Services Director, Economic Development
Agency, presented a mid-year budget review of the Agency's budget, stating that the
Agency is right on track. Ms. Lindseth distributed and reviewed with the Council two
documents--the first, 2000-01 Cash Flow Analysis - Tax Increment/Bond Proceeds as of
February 2000; the second, 1999-2000 Fiscal Year Revenue and Expenditure Summary
Worksheet Mid-Year Budget Review, Combined Redevelopment Project Areas/Federal
Grant Programs/Low-Moderate Housing Fund.
COUNCIL MEMBER LIEN EXCUSED
At 9:32 a.m., Council Member Lien left the Council meeting.
Council Member Estrada stated that she would like to see what investment the
Agency has made in the Northwest Redevelopment Project Area over the past ten
years, including monies taken out of the project area's funds and whether these monies
were ever returned or are still outstanding. She noted that the Mt. Vernon Avenue
Project Area Committee has been reactivated, and they are wanting to know how much
money has been invested in other project area committees.
Mayor Valles agreed that a report is needed regarding what funds have been
expended for each project area committee.
RECESS MEETING
At 10:05 a.m., Mayor Valles declared a five-minute recess.
RECONVENE MEETING
At 10:20 a.m., Mayor Valles reconvened the joint adjourned regular meeting of
the Mayor and Common Council and Community Development Commission of the City
of San Bernardino.

Roll call was taken by City Clerk Clark with the following being present:
Mayor Valles; Council Members Estrada, Schnetz, Suarez, Miller; Senior Assistant
City Attorney Carlyle, City Clerk Clark, City Administrator Wilson. Absent: Council
Members Lien, McGinnis, Anderson.
Also present: Economic Development Agency Executive Director Van Osdel
and Councilwoman-elect Wendy McCammack.
Citv Presentation
Barbara Pachon, Director of Finance, reviewed with the Council the Estimated
Revenues and Expenditures, Midyear Fiscal Year 1999-2000, General Fund document.
She noted that revenues are approximately $1.2 million more than what was estimated.

Discussion ensued regarding the vacancy factor and the effect it is having on
departments. It was noted that building a budget reserve was, and still is, a top
priority; and that Council and staff were aware that there would be an impact on the
departments and services of the City when they decided to postpone the replacement of
personnel when a vacancy occurs in order to realize a salary savings which could be
used to build the City's reserves.
City Administrator Wilson stated that staff is looking at a plan to deal with the
problem of the vacancy factor next year. However, another component of this problem
is recruitment and retention of good employees.
Ms. Pachon noted that all of the vacancy factor savings does not go into the
reserve; that this year some of this savings had to be used to balance the budget.
Mayor Valles noted that right now the City and the EDA are OK and right on
track, and the last thing she would recommend is a reallocation of monies based on
projections-owe have a reserve but we shouldn't be spending it right now.
Ms. Pachon reviewed a staff report dated March 20, 2000, regarding mid-year
budget amendments for fiscal year 1999-2000, which would be presented to the Council
for approval at the next Council meeting. She also distributed and reviewed the
General Fund Projection jar Fiscal Year 2000-2001.
There was no formal action taken on this matter at this meeting.
ADJOURNMENT (2)
At 11:31 a.m., the meeting adjourned. The next joint regular meeting of the
Mayor and Common Council and Community Development Commission is scheduled
for 8:00 a.m., Monday, April 3, 2000, in the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.
