JOINT ADJOURNED REGULAR MEETING
JANUARY 26, 2001

The joint adjourned regular meeting of the Mayor and Common Council and
Community Development Commission of the City of San Bernardino was called to
order by Mayor Valles at 8 a.m., Friday January 26, 2001, in the Pine Room,
California State University, San Bernardino, California.
ROLL CALL
Roll call was taken by Deputy City Clerk Sutherland with the following being
present: Mayor Valles; Council Members Lien, McGinnis, Schuetz, Suarez,
Anderson; Senior Assistant City Attorney Simmons, City Clerk Clark, City
Administrator Wilson. Absent: Council Members Estrada, McCarnmack.
Also present: Cable Television Manager Frank Keller; Parks, Recreation &
Community Services Director Annie Ramos; Code Compliance Director Glenn Baude;
Assistant to the City Administrator Lori Sassoon; Public Services Department Director
Lynn Merrill; Economic Development Agency Executive Director Gary Van Osdel;
Water Department General Manager Bernard Kersey; Human Resources Director Ed
Raya; Information Services Director Janis Ingels; Animal Control Director Jon
Cicerelli; Assistant to the Mayor Teri Rubi; Feldheym Library Director Ophelia Roop;
Marketing/Public Affairs Officer June Durr; Fire Chief Larry Pitzer; Police Chief Lee
Dean; Finance Director Barbara Pachon; Facilities Management Director Jim Sharer;
and Interim Director of Development Services Bill Woolard.
Facilitators Tom Robertson and Shirley Poitras began the City of San
Bernardino Mayor/Council/Administrator/Department Heads Goal Setting Workshop
by introducing themselves and stating that this was the third and final meeting for
developing future actions for the City of San Bernardino.
Facilitator Tom Robertson announced the workshop's objectives and procedures
and indicated several standards for ground rules. Mr. Robertson asked everyone to
separate into small groups and take a moment to reflect back over the past year and

discuss their team's achievements and stressed the importance of celebrating and
acknowledging their positive accomplishments.
Facilitator Shirley Poitras reviewed the results of the Interpersonal Influence
Inventory and the attributes of each leadership style: Analyzing, Directing, Emoting,
and Supporting.
Mayor Valles indicated that she had a meeting with the Secretary of Housing in
Los Angeles regarding low cost housing issues and had to leave the workshop. She
stated that she had been asked to chair a Visioning Committee regarding issues such as
housing, transportation, quality of life, education, etc. She asked everyone to stay
focused on their goals and not get sucked into the petty politics of the past. She stated
that the City's goal was to develop its infrastructure, and that people want the basic
services-clean streets, clean parks, infrastructure, and security.
MAYOR V ALLES EXCUSED
At 10:37 a.m., Mayor Valles left the workshop, and the duties of Mayor Pro
Tern were assumed by Council Member Lien.
Staff was divided into small groups and given the opportunity to discuss their
department's activities, opportunities, and challenges with each Council member
present at the workshop.
Mr. Robertson indicated that staff agreed that the most important priorities for
2001-2002 were: to maintain fmancial stability; improve the perception, image, and
appearance of a safe and desirable San Bernardino; provide adequate staffing levels to
meet service demands (non-safety); create a signature development for the City (Lakes
and Streams, Norton); develop more effective blight abatement; and increase efforts to
become streamlined, less bureaucratic.
Staff met to discuss ways of implementing their action plans and a spokesperson
was chosen from each team to make a presentation to the group and more specifically,
to get the City Council's support and approval of their direction.
Mr. Robertson stated that he was pleased with the level of work and creativity
that staff put into this process. Mr. Robertson listed several funding concerns that were
identified by the department heads to be addressed in the near future. He urged staff to
continue to work on their priorities and to keep themselves informed.
COUNCIL MEMBER McGINNIS EXCUSED
At 3:00 p.m., Council Member McGinnis left the workshop.
COUNCIL MEMBER SUAREZ EXCUSED
At 3:06 p.m., Council Member Suarez left the workshop.

At 3:43 p.m., the meeting adjourned to 9:00 a.m., Monday, January 29, 2001
in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino,
California.
The next joint regular meeting of the Mayor and Common Council/Community
Development Commission is scheduled for 8:00 a.m., Monday February 5, 2001, in
the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
