The joint special meeting of the Mayor and Common Council and Community
Development Commission of the City of San Bernardino was called to order by
Mayor/Chairman Valles at 8 a.m., Friday, January 25,2002, in the Pine Room, California
State University, San Bernardino, Califomia.
Roll Call
Roll call was taken by City Clerk Clark with the following being present:
Mayor/Chairman Valles; Council Members/Commissioners Estrada, Lien, McGinnis,
Suarez, Anderson, McCammack; Council Member/Commissioner-elect Derry; Senior
Assistant City Attorney Simmons, City Clerk Clark, City Administrator Wilson. Absent:
Council Member/Commissioner Schnetz.
Also present: Animal Control Director Jon Cicirelli; Director of Parks, Recreation and
Community Services Lemuel Randolph; Civil Service Examiner Michael Newbry;
Library Director Ophelia Roop; Director of Housing and Community Development
Maggie Pacheco; Director of Development Services James Funk; Cable Television
Manager Frank Keller; Assistant to the Mayor Teri Rubi; Chief of Police Garrett
Zimmon; Director of Facilities Management Jim Sharer; Economic Development Agency
Executive Director Gary Van Osdel; Information Services Director Janis Ingels; Public
Services Department Director Lynn Merrill; Assistant to the City Administrator Lori
Sassoon; Fire Chief Larry Pitzer; Water Department General Manager Bernard Kersey;
Finance Director Barbara Pachon; Code Compliance Director Glenn Baude; Human
Resources Director Ed Raya; MarketinglPublic Affairs Officer June Durr; Deputy
Director/City Engineer Ray Casey; and workshop facilitators Tom Robertson and Shirley
Poitras ofTWR Consultants.
1. Workshop - Projected Goals & Priorities - TWR Consultants
Facilitators Tom Robertson and Shirley Poitras began the workshop by
introducing themselves and outlining the workshop's objectives and procedures.
Mr. Robertson asked everyone to separate in small groups and asked each group
to identify achievements of the past year.

Mr. Robertson introduced noted author Ted Gaebler who spoke on "Effecting
Change: San Bernardino's Past Is Not Its Future".
Following Mr. Gaebler's talk, Mr. Robertson and Ms. Poitras identified the
standards that would be followed during the remainder of the workshop. They
also reviewed the results of the Interpersonal Influence Inventory and the past
year's priority goal action planning process.
Throughout the remainder of the workshop, small groups met and discussed team
challenges and opportunities and identified priorities for new emphasis in 2002.
No action was taken during this workshop.
2. Adjournment
The meeting adjourned at 3 p.m. The next joint regular meeting of the Mayor and
Common Council/Community Development Commission is scheduled for 8 a.m.,
Monday, February 4,2002, in the Council Chambers of City Hall, 300 North "D"
Street, San Bernardino, California.
