This is the time and place set for an Adjourned Regu-
lar Meeting of the Mayor and Common Council of the City of
San Bernardino at the Regular Meeting held on Monday,
March 18, 1985, at 9:00 a.m., in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino,
California.
The City Clerk has caused to be posted the Order of
Adjournment of said meeting held on Monday, March 18,
1985, at 9:00 a.m., and has on file in the office of the
City Clerk an affidavit of said posting together with a
copy of said Order which was posted on Tuesday, March 19,
1985, at the hour of 8:00 a.m., in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino,
California.

The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order
by Mayor Holcomb at 4:05 p.m., in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino,
California.
INVOCATION
The Invocation was given by Olen J. Jones, Jr., Im-
manual Baptist Church.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member
Frazier.
ROLL CALL
Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Holcomb; Council Members
Reilly, Hernandez, Quiel, Frazier, Strickler; City
Attorney Prince, City Clerk Clark. Absent: Council Mem-
bers Castaneda, Marks; City Administrator Matzer.

COMMUNITY DEVELOPMENT COMMISSION/REDEVELOPMENT
AGENCY - ADJOURNED REGULAR MEETING
The Adjourned Regular Meeting of the Community Devel-
opment Commission/Redevelopment Agency was called to order
by Chairman Holcomb in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California.
ENTERPRISE ZONE
In a memorandum dated February 21, 1985, Glenda Saul,
Executive Director of the Redevelopment Agency, presented
documents from the Department of Economic and Business
Development and other documents relative to the proposed
Enterprise Zone. (R-3)
The Mayor and Common Council, acting as the Community
Development Commission/Redevelopment Agency Board, dis-
cussed the proposed Enterprise Zone.
COUNCIL MEMBER CASTANEDA ARRIVED
At 4:10 p.m., Council Member Castaneda arrived at the
Council Meeting and took his place at the Council Table.

COUNCIL MEMBER MARKS ARRIVED
At 4:35 p.m., Council Member Marks arrived at the
Council Meeting and took his place at the Council Table.

PUBLIC HEARING - ASSESSMENT DISTRICT 961 -
TRI-CITY - PARK CENTRE PROJECT AREA - ISSUANCE
OF BONDS ~ CONTINUED FROM MARCH 18, 1985
This is the time and place continued to for a public
hearing to consider the adoption of resolutions and an
ordinance relative to the issuance of bonds for Assessment
District 961, located in the Tri-City - Park Centre Proj-
ect Area. (R~l)
Mayor Holcomb opened the hearing.
READING AND WAIVING OF RESOLUTIONS
The City Clerk read the titles of all the resolutions
relative to Assessment District 961.
Council Member Quiel made a motion, seconded by
Council Member Castaneda and unanimously carried, that
further reading of the resolutions relative to Assessment
District 961 be waived.

Council Member Quiel made a motion, seconded by
Council Member Castaneda and unanimously carried, that the
hearing be closed.
ORD. MC-442 - ORDINANCE OF THE CITY OF SAN
BERNARDINO AMENDING ORDINANCE NO. 3902
RELATING TO ASSESSMENT BONDS FOR PUBLIC
IMPROVEMENTS IN THE CITY AND DECLARING THE
URGENCY THEREOF.
FINAL
The City Clerk read the title of the ordinance.
Council Member Quiel made a motion, seconded by
Council Member Castaneda and unanimously carried, that
final reading of the ordinance be waived and said ordi-
nance be adopted.
Ordinance MC-442 was adopted by the following vote:
Ayes: Council Members Castaneda, Reilly, Marks, Quiel,
Frazier, Strickler. Noes: Council Member Hernandez. Ab-
sent: None.

RES. 85-116 - RESOLUTION OF THE MAYOR AND
COMMON COUNCIL OF THE CITY OF SAN BERNAR-
DINO AUTHORIZING THE ISSUANCE AND SALE OF
BONDS.
Council Member Quiel made a motion, seconded by
Council Member Frazier, that said resolution be adopted.
Resolution No. 85-116 was adopted by the following
vote: Ayes: Council Members Castaneda, Reilly, Marks,
Quiel, Frazier, Strickler. Noes: Council Member
Hernandez. Absent: None.
RES. 85-117 - RESOLUTION OF THE MAYOR AND
COMMON COUNCIL OF THE CITY OF SAN BERNAR-
DINO APPROVING MODIFIED ENGINEER'S REPORT,
ELIMINATING IMPROVEMENTS, MODIFYING ASSESS-
MENT, CONFIRMING ASSESSMENT AS MODIFIED,
APPROVING AMENDMENTS TO RESOLUTION OF IN-
TENTION AND ACQUISITION AGREEMENT AND
ORDERING RECORDATION OF AMENDED NOTICE OF
ASSESSMENT.

Council Member Quiel made a motion, seconded by
Council Member Frazier, that said resolution be adopted.

COMMON COUNCIL OF THE CITY OF SAN BERNAR~
DINO APPROVING THE BOND PURCHASE CONTRACT
AND AWARDING BONDS.
council Member Quiel made a motion, seconded by
Council Member Frazier, that said resolution be adopted.
Resolution No. 85-118 was adopted by the following
vote: Ayes: Council Members Castaneda, Reilly, Marks,
Quiel, Frazier, Strickler. Noes: Council Member
Hernandez. Absent: None.
RES. 85-119 - RESOLUTION OF THE MAYOR AND
COMMON COUNCIL OF THE CITY OF SAN BERNAR-
DINO APPROVING PRELIMINARY OFFICIAL STATE-
MENT RE IMPROVEMENT BONDS FOR ASSESSMENT
DISTRICT NO. 961.

Council Member Quiel made a motion, seconded by
Council Member Frazier, that said resolution be adopted.
Resolution No. 85-119 was adopted by the following
vote: Ayes: Council Members Castaneda, Reilly, Marks,
Quiel, Frazier, Strickler. Noes: Council Member
Hernandez. Absent: None.
RES. 85-120 - RESOLUTION OF THE MAYOR AND
COMMON COUNCIL OF THE CITY OF SAN BERNAR-
DINO AMENDING RESOLUTION NO. 85-45 DETER-
MINING UNPAID ASSESSMENTS.
Council Member Quiel made a motion, seconded by
Council Member Frazier, that said resolution be adopted.
Resolution No. 85-120 was adopted by the following
vote: Ayes: Council Members Castaneda, Reilly, Marks,
Quiel, Frazier, Strickler. Noes: Council Member
Hernandez. Absent: None.

MAYOR HOLCOMB LEFT - COUNCIL MEMBER STRICKLER -
MAYOR PRO TEMPORE
At 4:55 p.m., Mayor Holcomb left the Council Meeting
and Council Member Strickler assumed the duties of Mayor
Pro Tempore.
CABLE LAKES PROJECT - USE OF 1911 ASSESSMENT
DISTRICT AS A FINANCING ALTERNATIVE
In a memorandum dated March 20, 1985, Shauna Clark,
City Clerk, presented a request for discussion relative to
the use of 1911 Act Assessment District as a possible
financing method for Cable Lakes Project. This proposed
project is located north of 1-215, northwest of Little
League Drive.
A report dated March 21, 1985, was presented by Roger
Hardgrave, Director of Public Works/City Engineer, on
advantages and disadvantages of 1911 and 1913-15 Assess-
ment Districts for financing required off-site improve-
ments for Cable Lakes Development.

Council Member Marks made a motion, seconded by
Council Member Strickler and unanimously carried, to in-
struct the City Clerk to place an item on the Council
Agenda of April 1, 1985 relative to discussion of a 1911
Act Assessment District as a method of financing required
off~site improvements for Cable Lakes Development.
CITY CLERK CLARK LEFT
City Clerk Clark left the Council Meeting.
REDEVELOPMENT AGENCY BUSINESS COMPLETED
The Redevelopment Agency portion of the Meeting was
completed by the Redevelopment Agency Board.
ADJOURNMENT
At 6:45 p.m., Council Member Quiel made a motion,
seconded by Council Member Marks and unanimously carried,
that the meeting be adjourned to Monday, March 25, 1985,
at 4:00 p.m., in the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.
