March 9, 1985 This is the time and place heretofore set for an Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino at their Adjourned Regular Meeting held on Thursday, March 7, 1985, at 9:02 a.m., in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The City Clerk has caused to be posted the Order of adjournment of said meeting held on Thursday, March 7, 1985, at 9:02 a.m., and has on file in the office of the City Clerk an affidavit of said posting on Friday, March 8, 1985, at 2:30 p.m., in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. . The Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Pro Tempore Strickler at 10:00 a.m., on Saturday, March 9, 1985, in the Management Information Center (MIC), Sixth Floor of City Hall, San Bernardino, California. ROLL CALL Roll Call was taken by Deputy City Clerk Reese with the following being present: Mayor Pro Tempore Strickler; Council Members Castaneda, Marks, Quiel, Frazier, Strickler; Deputy City Clerk Reese, City Administrator Matzer. Absent: Mayor Holcomb; Council Members Hernandez, Reilly; City Attorney Prince. COUNCIL MEMBER FRAZIER LEFT Council Member Frazier left the Council Meeting. . SAN BERNARDINO VALLEY MUNICIPAL WATER DISTRICT - SENATE BILL 148 LEGISLATIVE ADVISORY COMMITTEE In a letter dated March 5, 1985, Henry H. Van Mouwerik, president, Board of Directors, San Bernardino Valley Municipal Water District, reported that at the Regular Meeting of the Board of Directors of the San Ber- nardino Valley Municipal Water District held on March 4, 1985, the Board took action to form a Senate Bill 148 Legislative Advisory Committee. The City was invited to designate a representative to serve on this committee. Council Member Quiel made a motion, seconded by Council Member Strickler and unanimously carried, to ap- point Council member Marks as the City's representative to serve on the Senate Bill 148 Legislative Advisory Committee. COUNCIL Council Meeting. MEMBER FRAZIER RETURNED Member Fraz ier retu rned to the Council MID-YEAR BUDGET REVIEW City Administrator Matzer summarized the 1984-85 Mid-Year Budget Analysis, dated March 7, 1985, prepared by City Administrator Matzer and Warren Knudson, Director of Finance. Mr. Matzer reported that basically the 1984-85 budget is on target and expenditures are within the appro- priate limits. .. The Finance Director answered questions relating to sales tax. . City Administrator Matzer reported on the projected income from various sources, such as utility tax, building fees, plan checks and investment income. It is antici- pated that each of these sources will generate income over and above what has been estimated. MAYOR HOLCOMB ARRIVED At 10:06 a.m., Mayor Holcomb arrived at the Council Meeting. A discussion ensued regarding the possibility of revenue sharing being terminated, and the effect it would have on the City. JOB FREEZE It was decided to institute a temporary job freeze in order to develop sufficient balances to assist in the preparation of the 1985-86 Budget and to prepare for the likelihood that revenue sharing funds will be reduced or eliminated. Only requests to fill critical and emergency- type positions should be submitted to the City Administra- tor's office with complete justification as to why the position is needed. . STREET RESURFACING ACCOUNT It was determined to request that the Director of Finance allocate $1,000,000 for the street resurfacing account. LIABILITY INSURANCE REPORT - DIRECTOR OF EMERGENCY SERVICES/RISK MANAGEMENT Ron Solheim, Director of Emergency Services/Risk Management, presented a report on the City's liability insurance program. MAYOR HOLCOMB LEFT /At 11:48 a.m., Mayor Holcomb left the Council MeetIng. FIVE-LEVEL PARKING STRUCTURE - SAFETY PROVISIONS A discussion was held concerning appropriate signing for the five-level parking structure which would provide for greater safety for vehicular traffic. . Wayne Overstreet, Superintendent of Public Buil- dings/Parking Control, answered questions.
