The Regular Meeting of the Mayor and Common Council
of the City of San Bernardino was called to order by Mayor
Pro Tempore Reilly at 9:05 a.m. on Monday, May 6, 19B5, in
the Council Chambers of City Hall, 300 North "D" Street;
San Bernardino, California.
INVOCATION
The Invocation was given by Council Member Dan
Frazier.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member
Marks.

ROLL CALL
Roll Call was taken by the Deputy City Clerk with the
following being present: Mayor Pro Tempore Reilly;
Council Members Reilly, Hernandez, Marks, Frazier,
Strickler; City Attorney Prince, Deputy City Clerk Reese;
City Administrator Matzer. Absent: Mayor Holcomb;
Council Members Castaneda, Quiel.
RES. B5-l63 - RESOLUTION OF THE CITY OF SAN
BERNARDINO DESIGNATING THE AREA CONTAINED
IN THE ENTERPRISE ZONE BOUNDARIES TO BE A
DEPRESSED AREA AND IN NEED OF DESIGNATION
AS AN ENTERPRISE ZONE IN ORDER TO ATTRACT
PRIVATE BUSINESS FOR FUTURE DEVELOPMENT,
GRANTING CERTAIN INCENTIVES IN THE ENTER~
PRISE ZONE, AND AUTHORIZING APPLICATION FOR
DESIGNATION TO BE FILED.

The Deputy City Clerk read the title of the
resolution.
Council Member Strickler made a motion, seconded by
Council Member Reilly and unanimously carried, that fur~
ther reading of the resolution be waived.

A discussion ensued regarding the inclusion of the
category "industrial" in the resolution and specific hous-
ing incentives.
Dick Goblirsch, Deputy Director of the Redevelopment
Agency, answered questions and referred to a chart en-
titled "Incentives by Land Use Category" which showed the
difference between commercial, industrial and housing
incentives. He also explained changes that had been made
in the application prior to today's meeting.
A discussion ensued regarding the provisions of the
Enterprise Zone Application and the criteria included to
meet the greatest needs of the community which would bene-
fit the entire City.
Dick GOblirsch, Deputy Director of the Redevelopment
Agency, answered questions and stated that the Council can
always add incentives, but cannot remove them.

Council Member Marks made a motion, seconded by
Council Member Strickler and unanimously carried, that
said resolution be adopted as amended by interdelineation
to add "and industrial" after "commercial" on line 25,
Paragraph D on page 1.

vote: Ayes: Council Members Reilly, Hernandez, Marks,
Frazier, Strickler. Noes: None. Absent: Council Mem'::
bers Castaneda, Quiel.
RES. B5-l64 ~ RESOLUTION OF THE CITY OF SAN
BERNARDINO AUTHORIZING THE EXECUTION OF AN
AGREEMENT WITH CASA RAMONA, INC., RELATING
TO A GRANT FOR A REPAIR OF GAS LINES.
The Deputy City Clerk read the title of the
resolution.
Council Member Marks made a motion, seconded by
Council Member Reilly and unanimously carried, that fur'::
ther reading of the resolution be waived and said resolu'::
tion be adopted.
Resolution No.B5'::164 was adopted by the following
vote: Ayes: Council Members Reilly, Hernandez, Marks;
Frazier, Strickler. Noes: None. Absent: Council Mem'::
bers Castaneda, Quiel.

ENTERPRISE ZONE ~ LETTERS TO REPRESENTATIVES
After a discussion relating to appreciation for the
services of Charles Amos from Congressmen Brown's Office,
Council Member Marks made a motion, seconded by Council
Member Strickler and unanimously carried, to direct that a
copy of the Enterprise Zone Application with an appropri'::
ate letter be drawn up on behalf of the Mayor and Common
Council of the City of San Bernardino and sent to Senator
Ayala, Assemblyman Eaves, Assemblyman Leonard, Congressman
Brown, and any other appropriate representative from the
County to make sure they know exactly where we are and
where we're going and seeking their assistance. These
letters are to be mailed on the date the application is
due.
Council Member Marks made a motion, seconded by
Council Member Frazier, that a letter be drafted to Con~
gressman Brown, thanking him for the services of Mr.
Charles Amos.

The motion carried by the following vote: Ayes:
Council Members Reilly, Marks, Frazier, Strickler. Noes:
Council Member Hernandez. Absent: Council Members
Castaneda, Quiel.
ADJOURNMENT
Council Member Hernandez made a motion, seconded by
Council Member Frazier, that the meeting be adjourned to
9:00 a.m., Monday, May 13, 19B5, in the Council Chambers
of City Hall, 300 North "D" Street, San Bernardino,
California. (The vote was not taken at this time.)
COUNCIL MEMBER HERNANDEZ LEFT
Council Member Hernandez left the Council Meeting.
RAMADA HOTEL - REPORT
Dick Goblirsch, Deputy Director of the Redevelopment
Agency, stated that a registered letter had been sent to
Herman English, English Enterprises, on Friday, May 3,
19B5. He explained that Mr. English is to respond within
4B hours upon date of receipt of the letter.

Dick Goblirsch, Deputy Director of the Redevelopment
Agency, answered questions regarding the proposal made to
Mr. English, and stated that the bringing in a venture
partner or syndication, with the successful operation of

the Convention Center, could provide sufficient income to
repay the loan. Mr. Goblirsch stated that the long term
projection shows an income that could retire the invest~
ment. The problem is with timing and cash flow, as Mr.
English needs capital up front. He stated that this hotel
is a quality hotel, and far surpasses the Ramada
standards.
Mr. Goblirsch explained why the Redevelopment Agency
had scheduled a Committee meeting today at 11:00 a~m~ to
discuss possible alternatives to the proposal to Mr~ Eng~
lish. One question would be whether or not the Council
would want to investigate the use of the Community Devel~
opment Float in this particular project.
A discussion ensued regarding the propriety of a
Committee meeting prior to a formal response to the letter
sent to Mr. English, and to the conditions set forth in
that letter by previous Council action.
Council Member Strickler made a motion, seconded by
Council Member Reilly, to consider the Ramada Loan.

The motion failed by the following vote: Ayes:
Council Members Reilly, Marks, Strickler. Noes: Council
Member Frazier. Absent: Council Members Castaneda,
Hernandez, Quiel.
COUNCIL MEMBER FRAZIER LEFT
Council Member Frazier left the Council Meeting.
ADJOURNMENT
City Attorney Prince answered questions relative to
adjournment without a quorum present and stated that since
this meeting was being adjourned to a future date and
time, it could be done with three Council Members present~
At 10:25 a.m., the earlier motion by Council Member
Hernandez, seconded by Council Member Frazier, to adjourn
to 9:00 a.m., Monday, May 13, 19B5, in the Council Cham~
bers of City Hall, 300 North "D" Street, San Bernardino,
California, carried by the following vote: Ayes: Council
Members Reilly, Marks, Strickler. Noes: None. Absent:
Council Members Castaneda, Hernandez, Quiel, Frazier.
