This is the time and place set for an Adjourned
Regular Meeting of the Mayor and Common Council of the
City of San Bernardino at the Regular Meeting held on
Monday, April 1, 1985, at 9:00 a.m. in the Council Cham-
bers of City Hall, 300 North "D" Street, San Bernardino,
California.
The City Clerk has caused to be posted the Order of
Adjournment of said meeting held on Monday, April 1, 1985,
at 9:00 a.m., and has on file in the office of the City
Clerk an affidavit of said posting together with a copy of
said Order which was posted on Tuesday, April 2, 1985, at
the hour of 9:30 a.m. in the Council Chambers of City
Hall, 300 North "D" Street, San Bernardino, California.

The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order
by Mayor Holcomb at 7:35 p.m., April 8, 1985, in the
Council Chambers of City Hall, 300 North "D" Street, San
Bernardino, California.
INVOCATION
The Invocation was given by Olen Jones, Jr., Immanuel
Baptist Church.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member
Quie1.
ROLL CALL
Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Holcomb; Council Members
Castaneda, Reilly, Hernandez, Marks, Quiel, Frazier,
Strickler; City Attorney prince, City Clerk Clark, City
Administrator Matzer. Absent: None.

WEED ABATEMENT - HIRING LAWN AND
LANDSCAPING SERVICE COMPANIES
In a memorandum dated April 8, 1985, Manuel Moreno,
Public Services Director, reported City forces are not
adequate to handle all parcels of land that need to be
disked where weeds will create fire hazards, and requested
authorization to contract with independent contractors at
a price per parcel (normally $200 - $300 per parcel) to
disk these parcels, with the charges being placed as a
lien against the property.
Council Member Marks made a motion, seconded by
Council Member Reilly and unanimously carried, that the
Public Services Director be authorized to advertise for
and contract with small independent lawn and landscaping
service companies for the purpose of hand cleaning weeds
and other hazardous materials from small parcels that
cannot be disked by our disking contractors.
APPOINTMENT - COMMUNITY DEVELOPMENT CITIZEN'S
ADVISORY COMMITTEE - WILFRED J. PRENDERGAST
In a memorandum dated April 3, 1985, Mayor Holcomb
appointed Wilfred J. Prendergast to serve on the Community
Development Citizen's Advisory Committee.

Council Member Frazier made a motion, seconded by
Council Member Quiel and unanimously carried, to confirm
the appointment of Wilfred J. Prendergast, 1615 North
Susie Lane, San Bernardino, California, to serve on the
Community Development Citizen's Advisory Committee.

MOBILE HOME PARK RENTS ~ HEARING -
LA VERNE PLAN
This is the time and place set for a hearing on the
issue of increasing mobile home park rents and a review of
the La Verne Plan which allows controls on parks that
overcharge tenants and excludes parks which offer long
term leases.
Mayor Holcomb reported on meetings he had with San
Bernardino park owners and tenants. He stated that a
Model Code of Ethics could be implemented in San Bernar-
dino. Under this code, park owners would offer a rental
assistance fund administered by a tenants committee that
would assist in hardship cases. The code would also con-
tain compulsory meet and confer on rent issues and capital
improvements.
Mr. Harold Spencer, a tenant at Sequoia Mobile Home
Park, asked for a rent moratorium.
Mr. Earl Goin, a resident of Mountain Shadows Mobile
Home Park, recommended a rent review board of three park
owners, three tenants, and an auditor.

Mr. John Husing, a resident on pershing Street, spoke
of the negative effects of rent control on the City's
economy.
Mayor Holcomb stated that he was in favor of rent
control only as a last resort.
Mr. Earl Goin questioned where the money for the
proposed rental assistance fund would come from and
whether the fund would be subsidized by tenants.
Mr. Arthur Childs, a tenant of Vogue Mobile Home
Park, spoke.
Jack Duckworth, owner of Valencia Lea Mobile Home
Park, stated the issue of park rents always cycles around
election time and spoke regarding the concessions the park
owners have made over the last eight years.

Mr. Duckworth stated that the available data on rents
in San Bernardino as compared to surrounding communities
does not support the need for control rents. He pointed
out that several parks have already implemented a long
term lease plan for tenants.
Mr. Art Ferrin, a resident of Sequoia Plaza, stated
that five people in his park applied for rent assistance,
but only one received assistance. He stated that if the
rent problem is not resolved, he will circulate an ini-
tiative for the next ballot.
Mr. John Stubblefield of Mountain Shadows Mobile Home
Park spoke regarding his belief in the democratic process
and expressed on behalf of several park owners, their
willingness to work within the system to solve this prob-
lem.
It was reported that in San Bernardino there are
nineteen parks with rents below the average rent in the
City of Rialto, which has rent control.
Rental statistics were discussed by the Council.

Mr. Henry Steele, owner of Royal York Mobile Home
Park, stated he has a new park and charges $140.00 per
month.

Mr. John Conrad, Legislative Consultant to the San
Bernardino County Council of Real Estate Boards, suggested
that a decision on mobile home park rent control should
not be made during the heat of a mayoral campaign.
Mayor Holcomb explained his reasons for requesting a
hearing on mobile home park rents.
Mr. Jim Smith, a representative of the San Bernardino
Chamber of Commerce, spoke.
No action was taken.
ENTERPRISE ZONES - WAYS AND MEANS
COMMITTEE REPORT
Council Member Marks presented a report from the Ways
and Means Committee meeting of April 8, 1985 on the in-
centives for the Enterprise Zone concept.
The Enterprise Zone is divided into two designations,
industrial and commercial.

The following incentive package will be offered:
An Environmental Impact Report Benefit,
Redevelopment Agency financing benefit and
incentive package which includes industrial
development bonds, tax allocation, land
buy-downs, long term financing; the beau-
tification program; employee linkage pro-
gram; the streamlining of the permit pro-
cess which would reduce review and approval
time for development; a small business
benefit; a data base on available land; an
education benefit; parking relief and set
back requirements on a case-by-case review;
the incubator concept.
City Administrator Matzer explained the incubator
concept where large buildings are subsidized by the
Federal Government to offer affordable space.

The following incentive package will be offered to
new businesses in the commercial designated zone:
A 100% utility tax rebate for the first
three years; business license tax exemption
for the first three years; a 25% water rate
discount for three years; a waiver of the
following fees for new development: en-
gineering inspection fees, mechanical in-
spection fees, building permit fees, plan-
ning fees (all fees waived except storm
drain and sewer); a guarantee of a minimum
of 25% of the 1% Industrial Development
Bond fee operating capital fund to be used
for businesses located within the commer-
cial designated areas of the Enterprise
Zone to be administered on a case-by-case
basis by the Economic Development Council.

Council Member Marks made a motion, seconded by
Council Member Castaneda and unanimously carried, that
staff be directed to prepare the documents for implemen-
tation of the incentive package for the Enterprise Zone
for review and approval on Monday, April 14, 1985, con-
sistent with the recommendation of the Ways and Means
Committee.

OPPOSITION TO SENATE BILL 1039 ~
SENATOR MONTOYA - RESTRICTION ON
REDEVELOPMENT
Council Member Marks made a motfon, seconded by
Council Member Quiel and unanimously carried, that the
Mayor and Common Council go on record in opposition to
Senate Bill 1039 introduced by Senator Montoya, as it
would place restrictions on Redevelopment.

that the Meeting be adjourned.
