Marshall Julian, City Administrator, stated that the purpose
of today's meeting was to complete the 1990/91 budget. He also
expressed concern that redevelopment bond funds should not be
seen as a solution to the budget problems, and stated that his
concern was that the city was setting a bad precedent balancing
the budget with these funds. He also stressed that this type of
funding would not be available yearly to ease the budget burden.

The Council discussed alternate methods for raising revenue
such as: allowing jobs to remain vacant, increasing paramedic
and engineering fees, establishing a police department fee for
false alarms, auditing franchise fees, expansion of pioneer
cemetery and at the county level, establishing a sanitary
landfill assessment district.
The Council also discussed the lack of available funds in
the budget to purchase fish stock for Seccombe Lake. The
original budget proposal included $18,000, but this amount was
later removed. Marshall Julian, City Administrator, stated that
only appropriated funds were available for this purpose.
Council Member Reilly made a motion, seconded by Council
