This is the time and place set for an Adjourned Regular
Meeting of the Mayor and Common Council of the City of San
Bernardino at their regular meeting held at 8:30 a.m., on Monday,
June 4, 1990, in the Council Chambers of City Hall, 300 North "D"
Street, San Bernardino, California.
The City Clerk has caused to be posted the Order of
Adjournment of said meeting held on June 4, 1990, and has on file
in the Office of the City Clerk an affidavit of said posting
together with a copy of said Order which was posted at 8:30 a.m.,
Tuesday, June 5, 1990, on the door of the place at which said
meeting was held.
The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order by
Mayor Holcomb at 8:10 a.m., Saturday, June 9,1990, in the
Management Information Center (MIC) on the sixth floor of City
Hall, 300 North "D" Street, San Bernardino, California.
ROLL CALL
Roll call was taken by City Clerk Clark with the following
being present: Mayor Holcomb; Council Members Estrada, Reilly,
Flores, Maudsley, Minor, Miller; Senior Assistant City Attorney
Barlow, City Clerk Clark, City Administrator Julian. Absent:
Council Member Pope-Ludlam.
PUBLIC COMMENTS - COUNCIL MEMBER MAUDSLEY
Council Member Maudsley spoke regarding the Annual Sign
Sticker Inspection Program notifications recently sent to
residents and businesses by the Planning and Building Services
Department. (1)

RES. 90-218 RESOLUTION OF THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF PROGRAM SUPPLEMENT NO. 59 OF LOCAL AGENCY
FEDERAL-AID SAFETY IMPROVEMENT PROJECTS, BETWEEN SAID
CITY AND THE STATE OF CALIFORNIA, ACTING BY AND THROUGH
ITS DEPARTMENT OF TRANSPORTATION. (2)
City Clerk Clark read the title of the resolution.
Council Member Miller made a motion, seconded by Council
Member Reilly and unanimously carried, that further reading of
the resolution be waived, and that said resolution be adopted.
Resolution No. 90-218 was adopted by the following vote:
Ayes: Council Members Estrada, Reilly, Flores, Maudsley, Minor,
Pope-Ludlam, Miller. Noes: None. Absent: None.
1990/91 BUDGET DISCUSSION
City Administrator Julian gave an overview of the 1990/91
fiscal year total revenue, transfers out, and the expenditure
summary. He explained anticipated salary savings, and stated
that projections indicate a shortfall of $1.7 million. The
budget was balanced with the use of salary savings that occur
throughout the year and from the hiring freeze. (3)

Additionally, Mr. Green stated that he anticipates general
fund revenues to be up by 8% next year and explained the major
revenue items.
PUBLIC COMMENTS - REPORT ON SIGN STICKER ORDINANCE-
DISCUSSED EARLIER IN MEETING
Dennis Barlow, Senior Assistant City Attorney, gave a report
on the Municipal Code provisions relating to the Annual Sign
Sticker Program. (see page 1) (1)
1990/9l BUDGET DISCUSSION
Mayor Holcomb urged the Council to consider all revenue
enhancements programs that might make up the $1.7 million
shortfall. Some possibilities include charging for gun permits;
increasing the fees for engineering services, street cutting,
fire inspections, and charges for paramedic services. (3)
Andrew Green, Finance Director, discussed street sweeping
charges within the Refuse Division budget.

Council Member Maudsley left the Council meeting.

James Robbins, Deputy City Administrator, explained the
increases in each department's telephone expenses. He stated
that until this year the City did not know the exact cost of the
telephone system but now that these costs are known, they are
being passed down to the individual departments.
The Mayor urged that whenever a department has a new hire
that the new employee should be screened for the On the Job
Training Program with San Bernardino Employment and Training
Agency. If the new employee qualifies for the program, the City
would benefit from the first three months' salary being
subsidized.

answered questions regarding the levels of service guaranteed in
the reciprocal easement agreement with the Central City Mall.
The Mayor and Council discussed the maintenance needs of
facilities leased to organizations such as the Boys' Club.
The Mayor recommended that an incentive program be developed
whereby these leased facilities would be maintained by the users
and commended Fire Chief William Wright for the fire fighters'
performing additional maintenance duties at the individual fire
stations.

Mayor Holcomb spoke in favor of establishing parking fees in
the downtown area.

The Mayor and Council discussed the possible expansion and
marketing of Pioneer Cemetery.
COUNCIL MEMBER MINOR EXCUSED
At 11:00 a.m., Council Member Minor left the council
meeting.

Roger DeFratis, Chief Examiner of the Civil

Civil Service and Personnel departments.
Mayor Holcomb requested that the City Attorney's Office
review their legal opinion which found a conflict of interest in
the Personnel Director holding the position of Chief Examiner of
the Civil Service Board.

are spent for training and investigations.

meeting and Council Member Miller assumed the duties of Mayor Pro

Ludlam would be leaving the meeting and when this occurred, there
would be no quorum. She asked the Council if there was any
formal action that needed to be taken at this time. (4)

Council Member Flores made a motion, seconded by Council
Member Pope-Ludlam and unanimously carried, that the
recommendation of the City Administrator that, until the adoption
of the 1990/91 budget, appointments to all positions be subject
to review and report by the City Administrator and approval by
the Mayor and Council, be continued to Monday, June 11, 1990, at
7:00 p.m., in the Council Chambers of City Hall, 300 North "D"
Street, San Bernardino, California.
COUNCIL MEMBER POPE-LUDLAM EXCUSED
At 1:52 p.m., Council Member Pope-Ludlam left the council
meeting.
ADJOURNMENT
At 1:52 p.m., due to the lack of a quorum, Mayor Pro Tempore
Estrada adjourned the meeting to Monday, June 11, 1990, at 7:00
p.m., in the Council Chambers of City Hall, 300 North "D" Street,
San Bernardino, California. (5)
