This is the time and place set for an Adjourned Regular
Meeting of the Mayor and Common Council of the City of San
Bernardino at the Regular Meeting held at 8:30 a.m., Monday, May
7, 1990, in the Council Chambers of City Hall, 300 North "D"
Street, San Bernardino, California.
The City Clerk has caused to be posted the order of
adjournment of said meeting held on May 7, 1990, and has on file
in the office of the City Clerk an affidavit of said posting
together with a copy of said order which was posted at 11: 00
a.m., Tuesday, May 8, 1990, on the door of the place at which
said meeting was held.

Roll call was taken by Deputy City Clerk Medina with the
following being present: Mayor Holcomb; Council Members Estrada,
Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller; Sr.
Assistant City Attorney Barlow, Deputy City Clerk Medina, City
Administrator Julian. Absent: None.
PUBLIC COMMENTS
There were no public comments.

PREPARATION OF JOB DESCRIPTION & ESTABLISHMENT OF
SALARY RANGE FOR POSITION OF MOBILE HOME RENT DIRECTOR
- ESTABLISH MOBILE HOME PARK FUND
In a staff report dated May 9, 1990, James E. Robbins,
Deputy City Administrator, reported that on April 9, 1990, the
Mayor and Common Council adopted an ordinance establishing a
Mobile Home Board. This same ordinance established a division
head position in the City Administrator's Office to "administer
and carry out to the fullest extent, the expressed intent and
purpose of this ordinance." In his memorandum he outlined the
responsibilities of the Mobile Home Director position. (3)

Jerry Butler, Project Coordinator, Mayor's Office, answered
questions regarding the anticipated salary and compensation of
the board members.
A discussion ensued regarding the amount of funds available
in the 20% set aside money which will help provide a base for the
program.
Mr. Butler stated that a report will be prepared on the
progress of the program as it matures and will be presented to
the Council for review. He also answered questions regarding the
cost for equipment and furniture for the positions of Mobile Home
Director and clerical support.
The Council discussed the owner and tenant fees that will
help fund the program.
Council Member Miller made a motion, seconded by Council
Member Flores and unanimously carried, that the Director of
Personnel be directed to prepare a proposed job description and
establish a salary range for the position of Mobile Home Rent
Director; and that the Director of Finance be directed to
establish a fund identified as the Mobile Home Park Fund.
APPOINTMENTS TO MOBILE HOME RENT BOARD
In an interoffice memorandum dated May 11, 1990, Mayor
Holcomb stated that pursuant to Council direction, staff has
secured nominations for appointment to the Mobile Home Rent
Board. The names being submitted were obtained from Council
Members, park owners, and mobile home owners' association, as
well as individuals who have applied. (4)
Council Member Maudsley made a motion, seconded by Council
Member Pope-Ludlam, that the names as listed on the interoffice
memorandum dated May 11, 1990, from Mayor Holcomb, be appointed
to the Mobile Home Rent Board. (At the time the vote was taken,
it was unclear as to Council Member Flores' vote, but was later
clarified by the clerk as a no vote.)
The motion carried by the following vote: Ayes:
Members Estrada, Reilly, Maudsley, Minor, Pope-Ludlam,
Noes: Council Member Flores. Absent: None.

AB 939 TASK FORCE APPOINT DESIGNATED ALTERNATE-
EMERGENCY ITEM
Council Member Flores made a motion, seconded by Council
Member Minor and unanimously carried, to consider the appointment
of an alternate member for the AB 939 Task Force, as an emergency
item, as the item arose after the posting of the agenda. (NB)

In a interoffice memorandum dated May 14, 1990, City
Administrator Julian reported that it is necessary that a
designated alternate be appointed to the AB 939 Task Force for
the period of May 14-21, 1990, as neither Council Member Miller
nor Mayor Holcomb can be present during this period and the City
should be represented by a voting representative.
Council Member Miller made a motion, seconded by Council
Member Flores and unanimously carried, that City Administrator
Marshall W. Julian be the City's designated alternate to the
County AB 939 Task Force, for the period of May 14-21, 1990.
REORGANIZATION OF REDEVELOPMENT AGENCY
Prior to adjournment, the Council acting as the Community
Development Commission discussed the reorganization of the
Redevelopment Agency.
The Commission took action on the following: 1) staff was
directed to explore combining the Redevelopment Agency and
Community Development Department; 2) staff was directed to refine
the details for the creation of the Economic Development Agency
(EDA) and provide additional information of how the other
agencies, such as Main Street, Convention and Visitor's Bureau
and Economic Development Council would interact in the EDA; and
3) staff was directed to prepare job descriptions for the
positions of Director of the Economic Development Agency,
Director of Redevelopment Agency/Community Development, Main
Street, Convention and Visitor's Bureau and the Economic
Development Council. For further details on the discussion,
refer to the minutes of the Community Development Commission.
ADJOURNMENT
At 2:05 p.m., Council Member Pope-Ludlam made a motion,
seconded by Council Member Flores and unanimously carried, that
the meeting be adjourned to Monday, May 21, 1990 at 8:30 a.m., in
the Council Chambers of City Hall, 300 North "D" Street, San
Bernardino, California. (5)
