April 9, 1990
This is the time and place set for an Adjourned Regular
Meeting of the Mayor and Common Council of the City of San
Bernardino at their Regular Meeting held at 8:30 a.m., Monday,
April 2, 1990, in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.
The City Clerk has caused to be posted the order of
adjournment of said meeting held on April 2, 1990, and has on
file in the office of the City Clerk an affidavit of said posting
together with a copy of said order which was posted at 2:00 p.m.,
Tuesday, April 3, 1990, on the door of the place at which said
meeting was held.
The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order by
Mayor Holcomb at 8:30 a.m., in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California.
ROLL CALL
Roll call was taken with the following being present: Mayor
Holcomb; Council Members Reilly, Flores, Maudsley, Minor, Pope-
Ludlam; City Attorney Penman, City Clerk Clark, City
Administrator Julian. Absent: Council Members Estrada, Miller.
INVOCATION
The invocation was given by Phil Arvizo, Executive Assistant
to the Council.
PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Council Member Minor.
PUBLIC COMMENTS
There were no public comments.

ORD. MC-726 AN ORDINANCE OF THE CITY OF SAN
BERNARDINO ADDING CHAPTER 8.90 TO THE SAN BERNARDINO
MUNICIPAL CODE RELATING TO MOBILE HOME RENTS. (2)
City Clerk Clark read the title of the ordinance.
Council Member Flores made a motion seconded by Council
Member Minor and unanimously carried, that final reading of the
ordinance be waived and said ordinance be adopted.
Ordinance MC-726 was adopted by the following vote: Ayes:
Council Members Reilly, Flores, Maudsley, Minor, Pope-Ludlam.
Noes: None. Absent: Council Members Estrada, Miller.

COUNCIL MEMBERS ESTRADA AND MILLER ARRIVED
At 8:35 a.m., Council Members Estrada and Miller arrived at
the Council meeting and took their place at the council table.
MOBILE HOME RENT ORDINANCE FEE
Council Member Minor made a motion, seconded by Council
Member Flores and unanimously carried, to set a public hearing
for 10:00 a.m., on Monday, May 7,1990, to adopt resolution
setting fees and deposit charges pursuant to San Bernardino
Municipal Code Chapter 8.90, and direct that notice of public
hearing be published in accordance with Government Code Section
6062a. (3)
ORD. MC-727 - ORDINANCE OF THE CITY OF SAN BERNARDINO
AMENDING SECTION 18.40.380 OF THE SAN BERNARDINO
MUNICIPAL CODE RELATING TO EXEMPTING RESIDENTIAL PARCEL
MAPS AND PREVIOUSLY DEVELOPED PORTIONS OF ANY NON-
RESIDENTIAL ZONED PARCEL FROM THE REQUIREMENT TO
UNDERGROUND UTILITIES. (4)
City Clerk Clark read the title of the ordinance.
Council Member Miller made a motion, seconded by Council
Member Estrada and unanimously carried, that final reading of
the ordinance be waived and be amended by interdelineation, page
1, line 14 1/2 to insert the word "map" following the word parcel
and that said ordinance be adopted as amended.
Ordinance MC-727 was adopted by the following vote:
Council Members Estrada, Reilly, Flores, Maudsley, Minor,
Ludlam, Miller. Noes: None. Absent: None.

HISPANIC CHAMBER OF COMMERCE - EXPENDITURE OF FUNDS-
ANNUAL CELEBRATIONS
Council Member Estrada made a motion, seconded by Council
Member Flores and unanimously carried, to authorize expenditure
of funds in the amount of $30,000 for various activities to be
held by the Hispanic Chamber of Commerce. (5)
RECESS MEETING - CLOSED SESSION
At 8:40 a.m., Mayor Holcomb recessed the Adjourned Regular
Meeting of the Mayor and Common Council and Community Development
Commission to closed session for the following: (6)

CLOSED SESSION
At 8:40 p.m., Mayor Holcomb called the closed session to
order in the conference room of the Council Chambers of City
Hall, 300 North "D" Street, San Bernardino, California.
ROLL CALL
Roll call was taken with the following being present: Mayor
Holcomb; Council Members Estrada, Reilly, Flores, Maudsley,
Minor, Pope-Ludlam, Miller; City Attorney Penman, City
Administrator Julian. Absent: City Clerk Clark.
Also present were: Rachel Krasney, Assistant to the Mayor,
Robert J. Temple, Acting Executive Director, Redevelopment
Agency.
CITY CLERK CLARK ARRIVED AT THE CLOSED SESSION
City Clerk Clark was called into the closed session.
DEPUTY CITY ATTORNEY EMPENO ARRIVED AT THE CLOSED SESSION
Deputy City Attorney Empeno arrived at the closed session.
MAYOR HOLCOMB EXCUSED
At 10:22 a.m., Mayor Holcomb left the closed session.
ADJOURN CLOSED SESSION
At 10:25 a.m., the closed session was adjourned to the
Adjourned Regular Meeting of the Mayor and Common Council of the
City of San Bernardino, California.
RECONVENE MEETING
At 10:25 a.m., Mayor Pro Tempore Minor reconvened the
Adjourned Regular Meeting of the Mayor and Common Council of the
City of San Bernardino in the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.

Roll call was taken by City Clerk Clark with the following
being present: Mayor Pro Tempore Minor; Council Members Estrada,
Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller; City
Attorney Penman, City Clerk Clark, City Administrator Julian.
Absent: Mayor Holcomb.
ADJOURNMENT
At 10:25 a.m., Council Member Miller made a motion, seconded
by Council Member Estrada and unanimously carried, that the
Adjourned Regular Meeting of the Mayor and Common Council be
adjourned to 1:30 p.m., Wednesday, April 11, 1990, in the
Feldheym Library 555 West Sixth Street, San Bernardino,
California. (6)
