The Joint Regular Meeting of the Mayor and Common Council
and Community Development Commission of the City of San
Bernardino was called to order by Mayor Holcomb at 8:40 a.m.,
Tuesday, January 16, 1990, in the Council Chambers of City Hall,
300 North "0" Street, San Bernardino, California.
ROLL CALL
Roll call was taken with the following being present: Mayor
Holcomb; Council Members Reilly, Flores, Maudsley, Miller; City
Attorney Penman, City Clerk Clark, City Administrator Julian.
Absent: Council Members Estrada, Minor, Pope-Ludlam.
NORTON AIR FORCE BASE PROPOSED REDEVELOPMENT PROJECT
AREA
This is the time and place set to consider the formation of
a project area for the Norton Air Force Base. (4)
Mayor Holcomb explained his reasoning for creating a Norton
redevelopment project area.
The Mayor and Council discussed the territory involved in
the project area and the recent article in The Sun concerning the
distribution of voting power for each member agency of the Norton
Joint Powers Authority.
Council Member Maudsley made a motion, seconded by Council
Member Flores and unanimously carried, that staff be authorized
to resume planning in accordance with the action of the Mayor and
Common Council on April 3, 1989, which approved the preliminary
steps necessary for the formation of a redevelopment project area
for Norton Air Force Base and appropriate surrounding areas.
Staff, together with consultants and legal counsel, is to develop
a detailed plan of action and estimated costs for review by the
Commission and by the Mayor and Common Council.
ADJOURNMENT
At 8:50 a.m., Council Member Maudsley made a motion,
seconded by Council Member Reilly and unanimously carried, that
the Joint Regular Meeting of the Mayor and Common Council and
Community Development Commission adjourn to Monday, January 22,
1990, at 8:30 a.m., in the Council Chambers of City Hall, 300
North "0" Street, San Bernardino, California. (6)
