HomeMy WebLinkAbout01-11-1990 Minutes City of San Bernardino, California January 11, 1990 This is the time and place set for an Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino at their Adjourned Regular Meeting held on Monday, January 8, 1990, at 8:30 a.m., in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. The City Clerk has caused to be posted the Order of Adjournment of said meeting held on Monday, January 8, 1990, and has on file in the office of the City Clerk an affidavit of said posting together with a copy of said Order which was posted at 9:00 a.m., Tuesday, January 9, 1990, on the door of the place which said meeting was held. The Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino was called to order at 12:20 p.m., in the Management Information Center, Sixth Floor, City Hall, 300 North "D" Street, San Bernardino, California. ROLL CALL Roll call was taken by City Clerk Clark with the following being present: Mayor Holcomb; Council Members Estrada, Flores, Maudsley, Pope-Ludlam, Miller; Deputy City Attorney Empeno, City Clerk Clark, City Administrator Julian. Absent: Council Members Reilly, Minor. ANNOUNCEMENTS BY MAYOR Mayor Holcomb announced he would like to see comments session held at the end of Council sessions the first item on the agenda. the public rather than (2 ) NORTON AIR FORCE BASE RE-USE PLAN In a memorandum dated January 10, 1990, Deputy City Administrator, submitted a Statement Goals for re-use of Norton Air Force Base. James Robbins, of Purpose and (4) Mayor Holcomb reported on his ongoing meetings with the members of the Norton Joint Powers Authority and the pros and cons of trying to plan the re-use of Norton within the framework of a joint powers authority. The Mayor elaborated on the negotiation points he is trying to work out with the County and the member cities surrounding Norton. 1 1/11/90 The Mayor and Council discussed the various facilities presently located on the base; what these facilities could be used for; the cost of removing asbestos; and the airport potential of the base. Kaye Schurkens, Senior Planner, gave a presentation on the Statement of Goals and Objectives for the re-use of Norton and took suggestions from the Mayor and Council on the types of uses they would like to see at the base. The Mayor suggested that the present landfill be moved onto "free" land within the clear zone and that asbestos removed from the old buildings on the base be placed in the new landfill. The tipping fee for asbestos is $500 per ton and presently there is only one place in this area that will accept asbestos. The Mayor and Council discussed the barracks and Ms. Schurkens pointed out that Earl Godwin who has been hired by the County to oversee the base re-use plan, has ordered that the barracks not be torn down and is negotiating with organizations representing the homeless for use of the barracks. The Council discussed Mr. Godwin's actions. After discussion, Council Member Miller made seconded by Pope-Ludlam and unanimously carried, to Statement of Purpose and Goals for re-use of Norton Base. a motion, adopt the Air Force RECESS MEETING - CLOSED SESSION At 1:40 p.m., the Mayor and Common Council closed session for the following: recessed to (1 ) a. to give instruction to the City' s/Commission' s negotiator on the purchase of property pursuant to Government Code Section 54956.8. The real property which the negotiations concern is generally located at: ; b. to consider personnel matters pursuant to Government Code Section 54957; c. to meet with designated representatives regarding labor relations matters pursuant to Government Code Section 54957.6; (Fire negotiations/other labor matters) d. to confer with the Chief of Police on matters posing a threat to the security of public buildings or a threat to the public's right of access to public services or public facilities pursuant to Government Code Section 54957. 2 1/11/90 e. to confer with the attorney regarding pending Ii tigation pursuant to Government Code Section 54956.9(b)(1), as there is significant exposure to litigation; f. to confer with the attorney regarding Ii tigation pursuant to Government Code 54956.9(c), so that Council/Commission may whether to initiate litigation; pending Section decide g. to confer with the attorney regarding pending litigation which has been initiated formally to which the City is a party pursuant to Government Code Section 54956.9(a) as follows: City of San Bernardino vs. San Bernardino Baseball Club. Also present were: Bob Temple, Acting Executive Director, Redevelopment Agency, John Hoeger, Development Manager, Redevelopment Agency, Phil Arvizo, Executive Assistant to the Council, James Robbins, Deputy City Administrator. ASSISTANT CITY ATTORNEY BRUE ARRIVED Assistant City Attorney Brue arrived at the closed session. BOB TEMPLE AND JOHN HOEGER EXCUSED Bob Temple, Executive Director and John Hoeger, Development Manager of the Redevelopment Agency left the closed session. ADJOURN CLOSED SESSION At 1:50 p.m., the closed session was adjourned to the meeting of the Mayor and Common Council in the Management Information Center (MIC), Sixth Floor, City Hall, 300 North "D" Street, San Bernardino, California. RECONVENE MEETING At 1:50 p.m., the adjourned meeting reconvened in the Management Information Center (MIC), Sixth Floor, City Hall, 300 North "D" Street, San Bernardino, California.
